The Effects of Induced Anxiety and Levels of IPAT Anxiety on a Gestalt Closure Task

Closure Report (CR) for Corrective Action Unit (CAU) 91: Area 3 U-3fi Injection Well with Errata Sheet and Certification, Revision 0

Description: The closure report for CAU 91 has no Use Restriction Form or drawing/map included in the document to describe the use restricted area, however, Section 3.3.3 states that the site will be fenced and signage placed indicating the area as a Resource Conservation and Recovery Act (RCRA) Unit. The drawing that was placed in the FFACO indicating the use restricted area lists the coordinates for the RCRA Unit in Nevada State Plan Coordinates - North American Datum of 1983. In the ensuing years the reporting of coordinates has been standardized so that all coordinates are reported in the same manner, which is: NAD 27 UTM Zone 11 N, meters. This Errata Sheet updates the coordinate reporting to the currently accepted method and includes an aerial photo showing the RCRA Unit with the coordinates listed showing the use restricted area.

Closure Report for Corrective Action Unit 329: Area 22 Desert Rock Airstrip Fuel Spill with Errata Sheet, Revision 0

Description: In Appendix 0, Use Restriction (UR) Form, the drawing of the use restricted area shows the incorrect coordinates for the use restricted area, the coordinates on the drawing do not match the approved UR Form. The coordinates have been verified and this Errata Sheet replaces the drawing of the use restricted area with an aerial photo showing the use restricted area and the correct coordinates that match the approved UR Form.

Trade-off Study of Systems Supporting the Capsule Closure Welding Processes

Description: The overall thrust of the United States-Democratic People’s Republic of Korea (ROK) International Nuclear Energy Research Initiative (INERI) and Joint Fuel Cycle Studies Project is to reprocess spent Korean fuel from spent light water reactor (LWR) elements, cast the reprocessed fuel into fuel pins, encapsulate the fuel into cladding, and then irradiate the fuel in the Advanced Test Reactor (ATR). This study captures the due diligence conducted to ascertain the best hardware or systems for supporting the capsule closure welding process.

Tanks 18 And 19-F Structural Flowable Grout Fill Material Evaluation And Recommendations

Description: Cementitious grout will be used to close Tanks 18-F and 19-F. The functions of the grout are to: 1) physically stabilize the final landfill by filling the empty volume in the tanks with a non-compressible material; 2) provide a barrier for inadvertent intrusion into the tank; 3) reduce contaminant mobility by a) limiting the hydraulic conductivity of the closed tank and b) reducing contact between the residual waste and infiltrating water; and 4) providing an alkaline, chemically reducing environment in the closed tank to control speciation and solubility of selected radionuclides. The objective of this work was to identify a single (all-in-one) grout to stabilize and isolate the residual radionuclides in the tank, provide structural stability of the closed tank and serve as an inadvertent intruder barrier. This work was requested by V. A. Chander, High Level Waste (HLW) Tank Engineering, in HLW-TTR-2011-008. The complete task scope is provided in the Task Technical and QA Plan, SRNL-RP-2011-00587 Revision 0. The specific objectives of this task were to: 1) Identify new admixtures and dosages for formulating a zero bleed flowable tank fill material selected by HLW Tank Closure Project personnel based on earlier tank fill studies performed in 2007. The chemical admixtures used for adjusting the flow properties needed to be updated because the original admixture products are no longer available. Also, the sources of cement and fly ash have changed, and Portland cements currently available contain up to 5 wt. % limestone (calcium carbonate). 2) Prepare and evaluate the placement, compressive strength, and thermal properties of the selected formulation with new admixture dosages. 3) Identify opportunities for improving the mix selected by HLW Closure Project personnel and prepare and evaluate two potentially improved zero bleed flowable fill design concepts; one based on the reactor fill grout and the other based ...

Closure Report for Corrective Action Unit 465: Hydronuclear Nevada National Security Site, Nevada, Revision 0

Description: The corrective action sites (CASs) within CAU 465 are located within Areas 6 and 27 of the NNSS. CAU 465 comprises the following CASs: • 00-23-01, Hydronuclear Experiment, located in Area 27 of the NNSS and known as the Charlie site. • 00-23-02, Hydronuclear Experiment, located in Area 27 of the NNSS and known as the Dog site. • 00-23-03, Hydronuclear Experiment, located in Area 27 of the NNSS and known as the Charlie Prime and Anja sites. • 06-99-01, Hydronuclear, located in Area 6 of the NNSS and known as the Trailer 13 site. The purpose of this CR is to provide documentation supporting the completed corrective actions and provide data confirming that the closure objectives for CASs within CAU 465 were met. From September 2011 through July 2012, closure activities were performed as set forth in the Streamlined Approach for Environmental Restoration Plan for CAU 465: Hydronuclear, Nevada National Security Site, Nevada.

Sludge displacement verification for reducing grout report

Description: To support the closure of HLW tanks at SRS, a reducing grout was developed that is formulated to reduce the mobility of radionuclides left in each tank. During non-radioactive flow tests of the grout, it was discovered that, in addition to its desired properties, the grout has the ability to move residual waste a considerable distance across the tank floor.

Evaluation of the 183-D Water Filtration Facility for Bat Roosts and Development of a Mitigation Strategy, 100-D Area, Hanford Site

Description: The 183-D Water Filtration Facility is located in the 100-D Area of the Hanford Site, north of Richland, Washington. It was used to provide filtered water for cooling the 105-D Reactor and supplying fire-protection and drinking water for all facilities in the 100-D Area. The facility has been inactive since the 1980s and is now scheduled for demolition. Therefore, an evaluation was conducted to determine if any part of the facility was being used as roosting habitat by bats.

Idaho HWMA/RCRA Closure Plan for Idaho Nuclear Technology and Engineering Center Tanks WM-182 and WM-183 - Rev. 2

Description: This document presents the plan for the closure of the Idaho Nuclear Technology and Engineering Center Tank Farm Facility tanks WM-182 and WM-183 in accordance with Idaho Hazardous Waste Management Act/Resource Conservation and Recovery Act interim status closure requirements. Closure of these two tanks is the first in a series of closures leading to the final closure of the eleven 300,000-gal tanks in the Tank Farm Facility. As such, closure of tanks WM-182 and WM-183 will serve as a proof-of-process demonstration of the waste removal, decontamination, and sampling techniques for the closure of the remaining Tank Farm Facility tanks. Such an approach is required because of the complexity and uniqueness of the Tank Farm Facility closure. This plan describes the closure units, objectives, and compliance strategy as well as the operational history and current status of the tanks. Decontamination, closure activities, and sampling and analysis will be performed with the goal of achieving clean closure of the tanks. Coordination with other regulatory requirements, such as U.S. Department of Energy closure requirements, is also discussed.

Grout Placement and Property Evaluation for Closing Hanford High-Level Waste Tanks - Scale-Up Testing

Description: Hanford has 149 single-shell high level waste (HLW) tanks that were constructed between 1943 and 1964. Many of these tanks have leaked or are suspected of leaking HLW into the soil above the ground water. Consequently, a major effort is ongoing to transfer the liquid portion of the waste to the 28 newer, double-shell tanks. Savannah River National Laboratory (SRNL) was tasked to develop grout formulations for the three-layer closure concept selected by CH2M HILL for closing Tank C-106. These grout formulations were also evaluated for use as fill materials in the next six tanks scheduled to be closed. The overall scope consisted of both bench-scale testing to confirm mix designs and scale-up testing to confirm placement properties. This report provides results of the scale-up testing for the three-phase tank closure strategy. It also contains information on grouts for equipment and riser filling. The three-phase fill strategy is summarized as follows: Phase I fill encapsulates and minimizes dispersion of the residual waste in the tank. This fill is referred to as the Stabilization Layer and consists of the Stabilization Grout. The Phase II fill provides structural stability to the tank system and prevents subsidence. It is referred to as the Structural Layer and consists of the Structural Grout. A final Phase III fill consists of a grout designed to provide protection against intrusion and is referred to as the Capping Layer or Capping Grout.

National Patterns and Community Impacts of Major Domestic U.S. Military Base Closures, 1988-present

Description: This thesis analyses major U.S. military bases closed by the Base Realignment and Closure (BRAC) Commission since 1988. The study focuses on geographic patterns of pre-existing versus BRAC bases, statistical attributes, environmental restoration, and reuse of bases. Comparative case studies supplement the analysis, highlighting rural versus urban location, success versus failure, politics, conflict, and local versus national goals. Thesis findings are that: 92 bases closed versus 97 commonly published; a fairly even national closure pattern occurred, indicating Commission efforts to achieve equity, except for three closure clusters indicating efforts to consolidate functions in some regions and leave others; base reuse, while commonly perceived negatively, has been positive in most cases; the BRAC process is becoming more efficient, such that allowed years between BRAC closure decisions and base closures should be reduced from six to three years to benefit both communities and the Defense Department.

Achieving closure at Fernald

Description: When Fluor Fernald took over the management of the Fernald Environmental Management Project in 1992, the estimated closure date of the site was more than 25 years into the future. Fluor Fernald, in conjunction with DOE-Fernald, introduced the Accelerated Cleanup Plan, which was designed to substantially shorten that schedule and save taxpayers more than $3 billion. The management of Fluor Fernald believes there are three fundamental concerns that must be addressed by any contractor hoping to achieve closure of a site within the DOE complex. They are relationship management, resource management and contract management. Relationship management refers to the interaction between the site and local residents, regulators, union leadership, the workforce at large, the media, and any other interested stakeholder groups. Resource management is of course related to the effective administration of the site knowledge base and the skills of the workforce, the attraction and retention of qualified a nd competent technical personnel, and the best recognition and use of appropriate new technologies. Perhaps most importantly, resource management must also include a plan for survival in a flat-funding environment. Lastly, creative and disciplined contract management will be essential to effecting the closure of any DOE site. Fluor Fernald, together with DOE-Fernald, is breaking new ground in the closure arena, and ''business as usual'' has become a thing of the past. How Fluor Fernald has managed its work at the site over the last eight years, and how it will manage the new site closure contract in the future, will be an integral part of achieving successful closure at Fernald.

Vendor Assessment for the Waste Package Closure System (Yucca Mountain Project)

Description: The Idaho National Engineering and Environmental Laboratory (INEEL) has been tasked with developing, designing, constructing, and operating a full-scale prototype of the work package closure system. As a precursor to developing the conceptual design, all commercially available equipment was assessed to identify any existing technology gaps.
