A Simulation Study for a Computerized Approach to Teacher Certification Information

Description: The concern that prompted this study is the inadequacy of the present system of handling teacher certification information, especially as it involves the movement of information between Texas' teacher-certifying universities, local school districts, and the Texas Education Agency. Since it was found that no computerized certification system presently exists in any state, the primary purpose of this study was to develop a model for a computerized teacher certification information system; a secondary purpose was to determine the major factors involved in regard to the feasibility of such a model. The model is written from an education administration viewpoint and is limited to in-state elementary and secondary teacher certification, 1972 certification standards, and existing computer capabilities.

A Comparative Study of the Requirements for Certification of Public School Administrators in the United States

A Study of the Qualifications and Status of Industrial Arts Teachers in Texas

Description: This is a study to ascertain the current qualifications and status of the industrial arts teachers employed in the elementary, junior, and senior high schools in the state of Texas. The purpose of this study is threefold: 1) to hypothesize that the qualifications and status of Texas industrial arts teachers have improved within the last fourteen years; 2) to hypothesize that those industrial arts teachers who were active in professional organizations have higher academic qualifications and status than those teachers who were not active in professional organizations; and 3) to hypothesize that industrial arts programs under the guidance of those teachers who were active members of professional organizations had a more complete industrial arts program and offer a wider selection of courses than those not.

Novice Teachers' Stories Represented As a Graphic Narrative

Description: The issue of alternative certification teacher training has greatly affected art education over three decades. As a result of training through alternative certification, many art educators enter the profession unprepared and unable to cope with the realities of teaching. This study attempts to understand and represent the experiences and struggles of four alternatively certified art teachers, including myself. By reading these stories, others within the education community can empathize with and provide support for struggling novice teachers. This creative thesis uses a graphic novel format to represent participants' stories. By combining text and imagery, the graphic novel format provides different meanings, interpretations, and insights into the teachers' lives. This medium offered a unique and rich perspective on the stories of what it is like being an alternatively certified art teacher.

Alternative Certification: A Comparison of Factors Affecting the Motivations of General and Special Educators

Description: This study was developed to examine the motivations of individuals who chose alternative routes to teacher certification and what they believe were the strengths and weaknesses of their alternative certification preparation (ACP). Data accrued from this study were based on a 55-item online survey and participant information from an online focus group. The study compared the differences between general and special educators in regards to the motivating factors affecting the decision to become a teacher, remain a teacher, and in choosing a non-university-based ACP, as well as the perceived strengths and weaknesses of the ACP. The results from the survey suggest there are differences in the motivating factors affecting general and special educator's decision to become a teacher and to remain a teacher. Additional survey results suggest there are no differences in the reason these two groups chose a non-university-based ACP. The results of the survey and the online focus group were comparable for these two groups. The remainder of this dissertation includes a review of literature related to teacher shortages and teacher preparation including alternative certification. Additionally, information on the results and analysis of the study are discussed, as well as recommendations for future research.

The Effects of Teacher Certification on Freshman High School Students' Algebra I Achievement

Description: The purpose of this study was to determine whether students taught by certified teachers and those taught by uncertified teachers had significantly different achievement on a state Algebra I End of Course examination. The specific research questions were: (1) Does type of teacher certification impact Algebra I End of Course (EOC) Exam scores for high school freshman when controlling for students' past mathematics success as measured by 8th grade TAAS mathematics test scores and teachers' years of experience? (2) Does type of teacher certification impact Algebra I End of Course (EOC) Exam passage rates for high school freshman when controlling for students' past mathematics success as measured by 8th grade TAAS mathematics test scores, socio-economic status, ethnicity, gender, and teachers' years of experience? This research was conducted in a large north Texas suburban school district. The entire population (N=1,433) of freshman students enrolled in year-long Algebra I was included for this study. Three statistical tests were used in data analysis for the first question. Analysis of covariance using student as well as teacher as the unit of analysis and hierarchical multiple regression were used to analyze students' specific scores. Logistic regression was used for the second research question. This study found that students in classes with non-certified teachers scored eight points lower on the Algebra I EOC Exam than those in classes with certified teachers. However, when controlling for students' prior mathematics achievement and other variables, the difference was of no practical significance. There was no practical significance in a student's odds of passing the examination between students in certified teachers' classrooms and those in uncertified teachers' classrooms. The results of this study offer further understanding of the debate over type of certification.

Alternative Certification Teaching Programs in Texas: A Historical Analysis

Description: Before 1984, nearly 975 of teachers entered the teaching profession after graduating from a traditional university-based program. However, beginning in the mid-1980s, alternative routes leading to teacher certification began to emerge in the United States. As of 2010, nearly one-third of all new teachers graduated from an alternative preparation program. As alternative certification (AC) routes approach 30 years since establishment, programs continue to evolve and increase in enrollment. This study focused on the changes that have come about in the maturation of alternative certification programs in Texas since legislation was passed in 1985. The purpose of the study was to delineate the evolution of AC programs using a historical approach, the study used both primary and secondary resources as research tools and employed the use of eight interviews and the literature review for the collection of data. The prediction of future teacher shortages, the need for diversity in the profession the political view to privatize education, and economic recessions were all motivating factors for establishing alternative teacher programs. In the beginning, graduation from AC programs were perceived as not authentic teachers and not as prepared for teaching as graduates from traditional programs. AC programs have become a legitimate and viable option for educator preparation programs as they offer greater flexibility, staff/instructor diversity, and multiple approaches to instruction. This data suggests that AC programs in Texas have emerged as a real and sustainable option to traditional certification programs leading to certification and licensure.

Teachers' Perceptions of the Occupational Orientation Teacher Training/Certification Program in Texas

Description: The purpose of this study was twofold. The first major purpose was to determine if Occupational Orientation teachers perceived the required certification courses to be useful in helping them provide the instruction necessary to prepare young people to make tentative choices about the world of work. The second major purpose of this study was to provide this information to the teacher educators and personnel at the Texas Education Agency, so that it might be used to modify the content of these certification courses so that they will be more relevant to the needs of Occupational Orientation teachers.

Impact of Texas High School Science Teacher Credentials on Student Performance in High School Science

Description: A study was conducted to determine the relationship between the credentials held by science teachers who taught at a school that administered the Science Texas Assessment on Knowledge and Skills (Science TAKS), the state standardized exam in science, at grade 11 and student performance on a state standardized exam in science administered in grade 11. Years of teaching experience, teacher certification type(s), highest degree level held, teacher and school demographic information, and the percentage of students who met the passing standard on the Science TAKS were obtained through a public records request to the Texas Education Agency (TEA) and the State Board for Educator Certification (SBEC). Analysis was performed through the use of canonical correlation analysis and multiple linear regression analysis. The results of the multiple linear regression analysis indicate that a larger percentage of students met the passing standard on the Science TAKS state attended schools in which a large portion of the high school science teachers held post baccalaureate degrees, elementary and physical science certifications, and had 11-20 years of teaching experience.

A Comparison of Teachers' Sense of Efficacy of Traditionally and Alternatively Certified First Year Teachers

Description: The purpose of this study was to compare the self-efficacy of two groups of first year teachers working in a large urban school district in North Texas. Twenty-eight of the participants were certified teachers. Ten participants held college degrees unrelated to teaching and were undergoing an alternative certification process. The Teacher Efficacy Scale was administered at the beginning and the end of the school year. Data from this scale was analyzed to determine if there were differences between the regular certification teachers and the alternative certification teachers at the beginning and the end of the school year, and to determine if their sense of efficacy changed over the course of the school year.

Candidates' Perception of Training and Self-Efficacy in Traditional and Alternative Teacher Preparation Programs.

Description: This research was encouraged by the tremendous demand for teachers. Two million new teachers will be needed in the United States over the next decade. The teacher shortage has school administration, school boards, education agencies, and institutions of higher education investigating how to train and retain more teachers. Alternative certification programs have been developed to address the teacher shortage. This study examined the effectiveness of traditionally and alternatively certified teachers in two separate programs with regard to their self-efficacy, perception of their training, and their ExCET scores. Traditional candidates (10) and alternative candidates (74) were examined using survey research. According to this data on self-efficacy, perception of training, and ExCET passing rates, there is no significant difference between those teachers who receive traditional training and those who are trained in alternative certification programs.

Repository Planning Checklist and Guidance

Description: This document introduces the Planning Tool for Trusted Electronic Repositories (PLATTER) toolkit which assists repositories in setting the necessary objectives and targets for achieving trustworthiness. PLATTER is not in itself an audit or certification tool but is rather designed to complement existing audit and certification tools by providing a framework which will allow new repositories to incorporate the goal of achieving trust into their planning from an early stage. A repository planned using PLATTER will find itself in a strong position when it subsequently comes to apply one of the existing auditing tools to confirm the adequacy of its procedures for maintaining the long term usability of and access to its material.

Certification of U.S. International Monitoring System Stations

Description: All stations planned for the International Monitoring System (IMS) must be certified by the Provisional Technical Secretariat (PTS) prior to acceptance to ensure that the monitoring stations initially meet the required specifications. Working Group B of the Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty has established requirements for the quality, availability, and surety of data received at the International Data Centre (IDC). These requirements are verified by the PTS during a 3-component process that includes initial station assessment, testing and evaluation, and certification. Sandia National Laboratories has developed procedures, facilities, and tools that can be used to assist in evaluating IMS stations for compliance with certification requirements. System evaluation includes station design reviews, component testing, and operational testing of station equipment. Station design is evaluated for security and reliability considerations, and to ensure that operational procedures and documentation are adequate. Components of the station are tested for compliance with technical specifications, such as timing and noise levels of sampled data, and monitoring of tamper detection equipment. Data sent from the station in an IMS-standard format (CD-1 or IMS-1) are analyzed for compliance with the specified protocol and to ensure that the station data (sensor and state-of-health) are accurately transmitted. Data availability and authentication statistics are compiled and examined for problems.

Since that time, several parts were replaced and metallography results from a review indicated that the welder was not operating properly. Shipment of Small Quantities of Unspecified Radioactive Material in Chalfant Packagings

Description: In the post 6M era, radioactive materials package users are faced with the disciplined operations associated with use of Certified Type B packagings. Many DOE, commercial and academic programs have a requirement to ship and/or store small masses of poorly characterized or unspecified radioactive material. For quantities which are small enough to be fissile exempt and have low radiation levels, the materials could be transported in a package which provides the required containment level. Because their Chalfant type containment vessels meet the highest standard of containment (helium leak-tight), the 9975, 9977, and 9978 are capable of transporting any of these contents. The issues associated with certification of a high-integrity, general purpose package for shipping small quantities of unspecified radioactive material are discussed and certification of the packages for this mission is recommended.

Daemen Alternative Energy/Geothermal Technologies Demonstration Program Erie County

Description: The purpose of the Daemen Alternative Energy/Geothermal Technologies Demonstration Project is to demonstrate the use of geothermal technology as model for energy and environmental efficiency in heating and cooling older, highly inefficient buildings. The former Marian Library building at Daemen College is a 19,000 square foot building located in the center of campus. Through this project, the building was equipped with geothermal technology and results were disseminated. Gold LEED certification for the building was awarded. 1) How the research adds to the understanding of the area investigated. This project is primarily a demonstration project. Information about the installation is available to other companies, organizations, and higher education institutions that may be interested in using geothermal energy for heating and cooling older buildings. 2) The technical effectiveness and economic feasibility of the methods or techniques investigated or demonstrated. According to the modeling and estimates through Stantec, the energy-efficiency cost savings is estimated at 20%, or $24,000 per year. Over 20 years this represents $480,000 in unrestricted revenue available for College operations. See attached technical assistance report. 3) How the project is otherwise of benefit to the public. The Daemen College Geothermal Technologies Ground Source Heat Pumps project sets a standard for retrofitting older, highly inefficient, energy wasting and environmentally irresponsible buildings—quite typical of many of the buildings on the campuses of regional colleges and universities. As a model, the project serves as an energy-efficient system with significant environmental advantages. Information about the energy-efficiency measures is available to other colleges and universities, organizations and companies, students, and other interested parties. The installation and renovation provided employment for 120 individuals during the award period. A Study of the Technological, Instructional, and Motivational Factors Affecting Phr Certification Exam Outcomes

Description: Although previous studies have considered the factors affecting other certification exam outcomes, they have not examined those that are related to performance on the Professional in Human Resources (PHR) exam. In response to that need, this study specifically investigates technology and training factors that affect self-efficacy and self-set goals, and through them, influence PHR certification exam results. The target population for the study consisted of recent examinees who had taken a formal PHR examination preparation class or used another form of exam preparation training. The survey results were analyzed using partial least squares modeling techniques, and mediation effects were then tested. The results demonstrated that PHR training self-efficacy affected PHR exam self-efficacy and self-set goals. These factors then had an impact on PHR exam scores. Also, the results of task-technology fit were indirectly related to PHR training self-efficacy through a multiple mediation model that included the instructional factor of time on task and the technology factor of perceived usefulness. Surprisingly, time spent on practice exam questions was found to be negatively related to PHR certification exam scores. Finally, instructional feedback indirectly affected outcomes through its positive relationship to self-set goals. The results of the research should help training professionals and examinees in structuring PHR exam training and preparation activities. They also suggest avenues for improving outcomes in other similar types of training.

Preparation of the First Shipment of Transuranic Waste by the Los Alamos National Laboratory: A Rest Stop on the Road to WIPP

Description: The Los Alamos National Laboratory (LANL) achieved a national milestone on the road to shipping transuranic (TRU) waste to the Waste Isolation Pilot Plant (WIPP) when it received certification authority on September 12, 1997. Since that time, LANL has been characterizing a non-mixed TRU waste stream and preparing shipments of this TRU waste for disposal in the WIPP. The paper describes the TRU waste identified as waste stream TA-55-43 Lot No. 01 from LANL Technical Area-55 and the process used to determine that it does not contain hazardous waste regulated by the Resource Conservation Recovery Act (RCRA) or the New Mexico Hazardous Waste Act (HWA). The non-mixed determination is based on the acceptable knowledge (AK) characterization process, which clearly shows that the waste does not exhibit any RCRA characteristics nor meet any RCRA listing descriptions. LANL has certified TRU waste from waste stream TA-55-43 Lot No. 01 and is prepared to certify additional quantities of TRU waste horn other non-mixed TRU waste streams. Assembly and preparation of AK on the processes that generated TRU waste is recognized as a necessary part of the process for having waste ready for shipment to the WIPP.
