Investigation in Simulated Vertical Descent of the Characteristics of a Cargo-Dropping Device having Extensible Rotating Blades

Description: The characteristics of a cargo-dropping device having extensible rotating blades as load-carrying surfaces have been studied in simulated vertical descent in the Langley 20-foot free-spinning tunnel. The investigation included tests to determine the variation in vertical sinking speed with load. A study of the blade characteristics and of the test results indicated a method of dynamically balancing the blades to permit proper functioning of the device.

UCom: Ultra-wideband Communications in Harsh Propagation Environments

Description: LLNL has developed an ultra-wideband (UWB) system that provides unique, through-the-wall wireless communications in heavy metallic and heavy concrete indoor channels. LLNL's UWB system is the only available wireless communications system that performs successfully and reliably in facilities where conventional narrowband communications usually fail due to destructive reflections from multiple surfaces. These environments include: cargo ships and reinforced, heavy concrete buildings. LLNL's revolutionary system has applications for the military, as well as commercial indoor communications in multistory buildings, and cluttered industrial structures.

Screening and Securing Air Cargo: Background and Issues for Congress

Description: The October 2010 discovery of two explosive devices being prepared for loading on U.S.-bound all-cargo aircraft overseas has heightened concerns over the potential use of air cargo shipments to bomb passenger and all-cargo aircraft. Cargo Tank Trucks: Improved Incident Data and Regulatory Analysis Would Better Inform Decisions about Safety Risks

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Transportation's (DOT) Pipeline and Hazardous Materials Safety Administration's (PHMSA) incident data cannot be used to reliably identify risks from incidents involving collisions with and spills from tank trucks' bottom lines ("wetlines") because the incidents are not specifically identified in PHMSA's database and the data contain inaccuracies. PHMSA requires carriers to report hazardous material incidents, but the reporting form does not specifically capture wetline incidents. PHMSA officials identify wetline incidents through a resource-intensive process of reviewing carrier-reported incident narratives and other information. However, GAO found that the narratives do not always clearly indicate whether an incident is wetline related and that information about the consequences of incidents, including fatalities, is not always accurate. PHMSA has made efforts to improve its data, such as adding quality checks, but this has not affected how wetline incidents are reported, and inaccuracies remain."

Final Report, Next-Generation Mega-Voltage Cargo-Imaging System for Cargo Conainer Inspection, March 2007

Description: The UNLV Research Foundation, as the primary award recipient, teamed with Varian Medical Systems-Security & Inspection Products and the University of Nevada Las Vegas (UNLV) for the purpose of conducting research and engineering related to a "next-generation" mega-voltage imaging (MVCI) system for inspection of cargo in large containers. The procurement and build-out of hardware for the MVCI project has been completed. The K-9 linear accelerator and an optimized X-ray detection system capable of efficiently detecting X-rays emitted from the accelerator after they have passed through the device is under test. The Office of Science financial assistance award has made possible the development of a system utilizing a technology which will have a profound positive impact on the security of U.S. seaports. The proposed project will ultimately result in critical research and development advances for the "next-generation" Linatron X-ray accelerator technology, thereby providing a safe, reliable and efficient fixed and mobile cargo inspection system, which will very significantly increase the fraction of cargo containers undergoing reliable inspection as the enter U.S. ports. Both NNSA/NA-22 and the Department of Homeland Security's Domestic Nuclear Detection Office are collaborating with UNLV and its team to make this technology available as soon as possible.

Contraband Detection with Nuclear Resonance Fluorescence: Feasibility and Impact

Description: In this report they show that cargo interrogation systems developed to thwart trafficking of illicit nuclear materials could also be powerful tools in the larger fight against contraband smuggling. In particular, in addition to detecting special nuclear materials, cargo scanning systems that exploit nuclear resonance fluorescence to detect specific isotopes can be used to help find: chemical weapons; some drugs as well as some chemicals regulated under the controlled substances act; precious metals; materials regulated under export control laws; and commonly trafficked fluorocarbons.

Towards better tamper&intrusion detection

Description: This presentation discusses in generic terms some of the work of the Vulnerability Assessment Team at Los Alamos National Laboratory in the area of tamper and intrusion detection. Novel security approaches are discussed. We also present preliminary results for a crude prototype of a high security ('Town Crier') monitoring system for securing moving cargo or stationary assets.

American Recovery and Reinvestment Act ( ARRA) FEMP Technical Assistance, U.S. General Services Administration - Project 194 U.S. Custom Cargo Inspection Facility, Detroit, MI

Description: This report documents the findings of an on-site audit of the U.S. Customs Cargo Inspection Facility (CIF) in Detroit, Michigan. The federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy-efficiency opportunities that, once implemented, would reduce electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

UPDATING THE FREIGHT TRUCK STOCK ADJUSTMENT MODEL: 1997 VEHICLE INVENTORY AND USE SURVEY DATA

Description: The Energy Information Administration's (EIA's) National Energy Modeling System (NEMS) Freight Truck Stock Adjustment Model (FTSAM) was created in 1995 relying heavily on input data from the 1992 Economic Census, Truck Inventory and Use Survey (TIUS). The FTSAM is part of the NEMS Transportation Sector Model, which provides baseline energy projections and analyzes the impacts of various technology scenarios on consumption, efficiency, and carbon emissions. The base data for the FTSAM can be updated every five years as new Economic Census information is released. Because of expertise in using the TIUS database, Oak Ridge National Laboratory (ORNL) was asked to assist the EIA when the new Economic Census data were available. ORNL provided the necessary base data from the 1997 Vehicle Inventory and Use Survey (VIUS) and other sources to update the FTSAM. The next Economic Census will be in the year 2002. When those data become available, the EIA will again want to update the FTSAM using the VIUS. This report, which details the methodology of estimating and extracting data from the 1997 VIUS Microdata File, should be used as a guide for generating the data from the next VIUS so that the new data will be as compatible as possible with the data in the model.

This Technology Roadmap for the 21st Century Truck Program has been prepared to guide the development of the technical advancements that will enable the needed improvements in commercial truck fuel economy, emissions, and safety.

Accelerator requirements for fast-neutron interrogation of luggage and cargo

Description: Several different fast-neutron based techniques are being studied for the detection of contraband substances in luggage and cargo containers. The present work discusses the accelerator requirements for fast-neutron transmission spectroscopy (FNTS), pulsed fast-neutron analysis (PFNA), and 14-MeV neutron interrogation. These requirements are based on the results of Monte-Carlo simulations of neutron or gamma detection rates. Accelerator requirements are driven by count-rate considerations, spatial resolution and acceptable uncertainties in elemental compositions. The authors have limited their analyses to luggage inspection with FNTS and to cargo inspection with PFNA or 14-MeV neutron interrogation.
