Vehicle Technologies' Fact of the Week 2011

Inventory of Carbon Dioxide (CO2) Emissions at Pacific Northwest National Laboratory

Description: The Carbon Management Strategic Initiative (CMSI) is a lab-wide initiative to position the Pacific Northwest National Laboratory (PNNL) as a leader in science, technology and policy analysis required to understand, mitigate and adapt to global climate change as a nation. As part of an effort to walk the talk in the field of carbon management, PNNL conducted its first carbon dioxide (CO2) emissions inventory for the 2007 calendar year. The goal of this preliminary inventory is to provide PNNL staff and management with a sense for the relative impact different activities at PNNL have on the lab’s total carbon footprint.

Site Environmental Report for 2009, Volume 2

Description: Volume II of the Site Environmental Report for 2009 is provided by Ernest Orlando Lawrence Berkeley National Laboratory as a supplemental appendix to Volume I, which contains the body of the report. Volume II contains the environmental monitoring and sampling data used to generate summary results of routine and nonroutine sampling at the Laboratory, except for groundwater sampling data, which may be found in the reports referred to in Chapter 4 of Volume I. The results from sample collections are more comprehensive in Volume II than in Volume I: for completeness, all results from sample collections that began or ended in calendar year (CY) 2009 are included in this volume. However, the samples representing CY 2008 data have not been used in the summary results that are reported in Volume I. (For example, although ambient air samples collected on January 6, 2009, are presented in Volume II, they represent December 2008 data and are not included in Table 4-2 in Volume I.) When appropriate, sampling results are reported in both conventional and International System (SI) units. For some results, the rounding procedure used in data reporting may result in apparent differences between the numbers reported in SI and conventional units. (For example, stack air tritium results reported as < 1.5 Bq/m3 are shown variously as < 39 and < 41 pCi/m3. Both of these results are rounded correctly to two significant digits.)

Training and Operations Integrated Calendar Scheduler - TROPICS

Description: TROPICS is a rule-based scheduling system that optimizes the training experience for students in a power (note this change should be everywhere, i.e. Not reactor) plant environment. The problem is complicated by the condition that plant resources and users' time must be simultaneously scheduled to make best use of both. The training facility is highly constrained in how it is used, and, as in many similar environments, subject to dynamic change with little or no advance notice. The flexibility required extends to changes resulting from students' actions such as absences. Even though the problem is highly constrained by plant usage and student objectives, the large number of possible schedules is a concern. TROPICS employs a control strategy for rule firing to prune the possibility tree and avoid combinatorial explosion. The application has been in use since 1996, first as a prototype for testing and then in production. Training Coordinators have a philosophical aspect to teaching students that has made the rule-based approach much more verifiable and satisfying to the domain experts than other forms of capturing expertise.

SUMMARY OF THE RHIC PERFORMANCE DURING THE FY07 HEAVY ION RUN

Description: After the last successful RHIC Au-Au run in 2004 (Run-4), RHIC experiments now require significantly enhanced luminosity to study very rare events in heavy ion collisions. RHIC has demonstrated its capability to operate routinely above its design average luminosity per store of 2x10{sup 25}cm{sup -2}s{sup -1}. In Run-4 we already achieved 2.5 times the design luminosity in RHIC. This luminosity was achieved with only 40% of the total possible number of bunches filled, and with $'* = 1 m. However, the goal is to reach 4 times the design luminosity, an average of 8x 1 by reducing the P* value and increasing the number of bunches to the accelerator maximum of Figure 1 : Integrated delivered luminosity for the four IRs with 11 1. In addition, the average time at store was expected to the minimum and maximum predictions up to June 18,2007. be increased by a factor of 1.1 to about 60% of calendar time. We present an overview of the changes that increased the instantaneous luminosity, luminosity lifetime and integrated luminosity of RHIC Au-Au operations during Run-7 even though the goal of 60% time at store could not be reached.

Fourth Annual Report: 2007 Pre-Construction Eelgrass Monitoring and Propagation for King County Outfall Mitigation

Description: King County proposes to build a new sewer outfall discharging to Puget Sound near Point Wells, Washington. Construction is scheduled for 2008. The Point Wells site was selected to minimize effects on the nearshore marine environment, but unavoidable impacts to eelgrass (Zostera marina) beds are anticipated during construction. To mitigate these impacts and prepare for post-construction restoration, King County began implementing a multiyear eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions. Major program elements related to eelgrass are (a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over 5 years prior to construction, (b) eelgrass transplanting, including harvesting, offsite propagating, and stockpiling of local plants for post-construction planting, and (c) post-construction planting and subsequent monitoring. The program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2006). This report describes calendar year 2007 pre-construction activities conducted by Pacific Northwest National Laboratory (PNNL) for King County. Activities included continued propagation of eelgrass shoots at the PNNL Marine Sciences Laboratory (MSL) in Sequim, Washington, and monitoring of the experimental harvest plots in the marine outfall corridor area to evaluate recovery rates relative to harvest rates. In addition, 490 eelgrass shoots were also harvested from the Marine Outfall Corridor in July 2007 to supplement the plants in the propagation tank at the MSL, bringing the total number of shoots to 1464. Eelgrass densities were monitored in four of five experimental harvest plots established in the Marine Outfall Corridor. Changes in eelgrass density were evaluated in year-to-year comparisons with initial harvest rates. A net increase in eelgrass density from 2004 post-harvest to 2007 was observed in all plots, despite density decreases observed in 2006 in all plots and at most harvest rates. ...

Coeur d'Alene Tribe Fisheries Program : Implementation of Fisheries Enhancement Opportunities on the Coeur d'Alene Reservation : 2006 Annual Report.

Description: This annual report summarizes previously unreported data collected to fulfill the contractual obligations for BPA project No.1990-044-00, 'Coeur d'Alene Subbasin Fisheries Habitat Enhancement', during the 2006 calendar year. Even though the contract performance period for this project crosses fiscal and calendar years, the timing of data collection and analysis, as well as implementation of restoration projects, lends itself to this reporting schedule. The 2006 performance period marked the first year that BPA implemented its Process Improvement Initiative with the Pisces system serving as the vehicle for developing statements of work and tracking project performance. This document attempts to provide some consistency between the project objectives, around which past reports have been structured, and the new work element format adopted for use in Pisces. The report is formatted into three primary sections that respectively provide results and discussion of: (1) monitoring and evaluation of biological and physical habitat indicators; (2) implementation of restoration and enhancement projects; and (3) education and outreach work performed during 2006. The relevant work elements and/or milestones found in the statement of work are listed under these section headings and described in the body of the report.

A STUDY OF THE DISCREPANCY BETWEEN FEDERAL AND STATE MEASUREMENTS OF ON-HIGHWAY FUEL CONSUMPTION

Description: Annual highway fuel taxes are collected by the Treasury Department and placed in the Highway Trust Fund (HTF). There is, however, no direct connection between the taxes collected by the Treasury Department and the gallons of on-highway fuel use, which can lead to a discrepancy between these totals. This study was conducted to determine how much of a discrepancy exists between the total fuel usages estimated based on highway revenue funds as reported by the Treasury Department and the total fuel usages used in the apportionment of the HTF to the States. The analysis was conducted using data from Highway Statistics Tables MF-27 and FE-9 for the years 1991-2001. It was found that the overall discrepancy is relatively small, mostly within 5% difference. The amount of the discrepancy varies from year to year and varies among the three fuel types (gasoline, gasohol, special fuels). Several potential explanations for these discrepancies were identified, including issues on data, tax measurement, gallon measurement, HTF receipts, and timing. Data anomalies caused by outside forces, such as deferment of tax payments from one fiscal year to the next, can skew fuel tax data. Fuel tax evasion can lead to differences between actual fuel use and fuel taxes collected. Furthermore, differences in data collection and reporting among States can impact fuel use data. Refunds, credits, and transfers from the HTF can impact the total fuel tax receipt data. Timing issues, such as calendar year vs. fiscal year, can also cause some discrepancy between the two data sources.

Description: Radiocarbon calibration curves are essential for converting radiocarbon dated chronologies to the calendar timescale. Prior to the 1980's numerous differently derived calibration curves based on radiocarbon ages of known age material were in use, resulting in ''apples and oranges'' comparisons between various records (Klein et al., 1982), further complicated by until then unappreciated inter-laboratory variations (International Study Group, 1982). The solution was to produce an internationally-agreed calibration curve based on carefully screened data with updates at 4-6 year intervals (Klein et al., 1982; Stuiver and Reimer, 1986; Stuiver and Reimer, 1993; Stuiver et al., 1998). The IntCal working group has continued this tradition with the active participation of researchers who produced the records that were considered for incorporation into the current, internationally-ratified calibration curves, IntCal04, SHCal04, and Marine04, for Northern Hemisphere terrestrial, Southern Hemisphere terrestrial, and marine samples, respectively (Reimer et al., 2004; Hughen et al., 2004; McCormac et al., 2004). Fairbanks et al. (2005), accompanied by a more technical paper, Chiu et al. (2005), and an introductory comment, Adkins (2005), recently published a ''calibration curve spanning 0-50,000 years''. Fairbanks et al. (2005) and Chiu et al. (2005) have made a significant contribution to the database on which the IntCal04 and Marine04 calibration curves are based. These authors have now taken the further step to derive their own radiocarbon calibration extending to 50,000 cal BP, which they claim is superior to that generated by the IntCal working group. In their papers, these authors are strongly critical of the IntCal calibration efforts for what they claim to be inadequate screening and sample pretreatment methods. While these criticisms may ultimately be helpful in identifying a better set of protocols, we feel that there are also several erroneous and misleading statements made by these authors which require a response by the IntCal working ...

Borehole Data Package for Nine CY 2006 Polyphosphate Treatability Testing Wells, 300-FF-5 Operable Unit, Hanford Site, Washington

Description: Nine new CERCLA groundwater monitoring wells were installed in the 300-FF-5 Operable Unit in calendar year 2006 to fulfill commitments for the EM-20 funded polyphosphate treatability test. Nine new performance monitoring wells were drilled into the uppermost unconfined aquifer, to the Hanford formation - Ringold Formation contact boundary, and completed within the permeable Hanford fm. unit 1 gravel-dominated sequence. The overall objective of the polyphosphate treatability test is to evaluate the efficacy of using polyphosphate injections to treat 300 Area uranium contaminated groundwater in situ. The objective of this work was to install the performance monitoring network surrounding the existing treatability injection well C5000 (399-1-23) in support of the implementation of a field scale demonstration of the polyphosphate technology.

2010 Groundwater Monitoring and Inspection Report Gnome-Coach Site, New Mexico

Description: This report presents the 2010 groundwater monitoring results collected by the U.S. Department of Energy (DOE) Office of Legacy Management (LM) at the Gnome-Coach (Gnome) Site in New Mexico (Figure 1). Groundwater monitoring consisted of collecting hydraulic head data and groundwater samples from the wells on site. Historically, the U.S. Environmental Protection Agency (EPA) had conducted these annual activities under the Long-Term Hydrologic Monitoring Program (LTHMP). LM took over the sampling and data collection activities in 2008 but continues to use the EPA Radiation and Indoor Environments National Laboratory in Las Vegas, Nevada, to analyze the water samples. This report summarizes groundwater monitoring and site investigation activities that were conducted at the site during calendar year 2010.
