A summary of the GPS system performance for STARS Mission 3

Description: This paper describes the performance of the GPS system on the most recent flight of the STARS missile, STARS Mission 3 (M3). This mission was conducted under the Ballistic Missile Defense Organization`s (BMDO`s) Consolidated Targets Program. The United States Army Space and Strategic Defense Command (USASSDC) is the executing agent for this mission and the Department of Energy`s (DOE`s) Sandia National Laboratories (SNL) is the vehicle developer and integrator. The M3 flight, dually designated as the MSX Dedicated Targets II (MDT-II) mission occurred on August 31, 1996. This mission was conducted for the specific purpose of providing targets for viewing by the MSX satellite. STARS M3 was the first STARS flight to use GPS-derived data for missile guidance, and proved to be instrumental in the procurement of a wealth of experimental data which is still undergoing analysis by numerous scientific agencies within the BMDO complex. GPS accuracy was required for this mission because of the prescribed targeting requirements for the MDT-II payload deliveries with respect to the MSX satellite flight path. During the flight test real time GPS-derived state vector data was also used to generate pointing angles for various down range sensors involved in the experiment. Background information describing the STARS missile, GPS subsystem architecture, and the GPS Kalman filter design is presented first, followed by a discussion of the telemetry data records obtained from this flight with interpretations and conclusions.

Ballistic Missile Defense: Actions Needed to Improve Planning and Information on Construction and Support Costs for Proposed European Sites

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Missile Defense Agency (MDA) estimated in 2008 that the potential costs of fielding ballistic missile defenses in Europe would be more than $4 billion through 2015. Planned ballistic missile defenses in Europe are intended to defend the United States, its deployed forces, and its allies against ballistic missile attacks from the Middle East. They are expected to include a missile interceptor site in Poland, a radar site in the Czech Republic, and a mobile radar system in a still-to-be-determined European location. GAO was asked to evaluate the Department of Defense's (DOD) plans for missile defense sites in Europe and address to what extent DOD has (1) planned for the sites' implementation and (2) estimated military construction and long-term operations and support costs. Accordingly, GAO reviewed key legislation; examined policy and guidance from MDA, the Army, the Air Force, and the Army Corps of Engineers; analyzed budget documents and cost estimates; and visited sites in Poland and the Czech Republic."

Ballistic Missile Defense: Actions Needed to Address Implementation Issues and Estimate Long-Term Costs for European Capabilities

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) met the presidentially announced time frame to deploy initial ballistic missile defense (BMD) capabilities in Europe under the European Phased Adaptive Approach (EPAA) but did not fully identify and plan to resolve implementation issues before deployment. As a result, DOD experienced implementation issues, such as incomplete construction of housing facilities for soldiers arriving at the EPAA radar site in Turkey and incomplete implementing arrangements defining how to operate with allies when certain BMD elements arrived in the host country. U.S. Strategic Command, in coordination with other combatant commands, developed criteria to assess whether a BMD capability is ready for operational use to ensure that BMD capabilities can be used as intended when they are delivered. However, the assessment criteria used during this process focused on effectiveness, suitability, and interoperability areas—such as whether BMD elements can work together to track ballistic missile threats—and did not explicitly require DOD to comprehensively identify and plan to resolve implementation issues prior to deploying these capabilities. DOD plans to continue to use its existing process to accept BMD capabilities planned for Europe in the future. Without identifying and planning to resolve implementation issues before deployment, DOD risks continuing to encounter implementation issues after it deploys additional BMD capabilities in Europe, which may lead to significant delays and inefficiencies."

Ballistic Missile Defense: Actions Needed to Improve Training Integration and Increase Transparency of Training Resources

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Since 2002, the Department of Defense (DOD) has spent over $80 billion on developing and fielding a Ballistic Missile Defense System (BMDS) comprised of various land-and sea-based elements employed by multiple combatant commands and services. Since the time available to intercept a missile is short, integrating training among all organizations involved is important to connect seams where commands and elements must work together. In response to House Report 111-491 which accompanied H.R. 5136, GAO assessed the extent to which DOD has (1) developed a plan for integrating ballistic missile defense training across and among commands and multiple elements, and identified training roles, responsibilities, and commensurate authorities; and (2) identified and budgeted for the resources to support training. To do so, GAO analyzed DOD training instructions, plans, exercises, and budgets and assessed the extent to which the Missile Defense Agency (MDA) and the services have agreed on training cost estimates and funding responsibilities."

Ballistic Missile Defense: DOD Needs to Address Planning and Implementation Challenges for Future Capabilities in Europe

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In September 2009, the President announced a revised approach for ballistic missile defense (BMD) in Europe. The European Phased Adaptive Approach (EPAA) is designed to defend against existing and near-term ballistic missile threats and build up defenses over four phases as threats mature and new BMD technologies become available. Although the approach will include capabilities such as radars and landand sea-based BMD assets, the Department of Defense (DOD) has not yet established EPAA life-cycle costs. EPAA is DOD's first implementation of its new, regional approach to BMD. GAO was asked to evaluate DOD's plans for implementing EPAA. GAO reviewed the extent to which: (1) DOD has developed guidance and addressed management of cost and schedule for EPAA, and (2) DOD planning for EPAA is informed by operational performance data. Issues in national missile defense

Description: Strategic missiles and weapons are proliferating rapidly; thus, the US and its Allies are likely to face both capable bilateral threats and multilateral configurations with complex coalitions for which defenses could be essential for stability. Current hit-to-kill interceptor and radar and infrared detection, track, and discrimination technology should suffice for limited threats, but it is necessary to meet those threats in time while maintaining growth potential for the more sophisticated threats likely to follow. National Missile Defense faces a confusing array of threats, programs, and alternatives, but the technologies in development are clearly an appropriate first step towards any of them. They are likely to succeed in the near term; the challenge is to retain flexibility to provide needed options in the mid and long terms.
