Preliminary report. Preliminary findings and views concerning the exemption of aviation gasoline from the Mandatory Petroleum Allocation and Price Regulations

Description: Preliminary findings indicate that: the fuel is not in short supply; exemption will not have an adverse impact on supply of any other petroleum product subject to the Emergency Petroleum allocation Act of 1973; competition and market force are adequate; exemption will not result in inequitable prices; and exemption will not have adverse state or regional impacts or any other adverse impacts. Chapter II provides background information on the use, production, and distribution of aviation gasoline… more

Innovative technology demonstrations

Description: Currently, several innovative technologies are being demonstrated at Tinker Air Force Base (TAFB) to address specific problems associated with remediating two contaminated test sites at the base. Cone penetrometer testing (CPT) is a form of testing that can rapidly characterize a site. This technology was selected to evaluate its applicability in the tight clay soils and consolidated sandstone sediments found at TAFB. Directionally drilled horizontal wells have been successfully installed at th… more

Emergency fuels utilization guidebook. Alternative Fuels Utilization Program

Description: The basic concept of an emergency fuel is to safely and effectively use blends of specification fuels and hydrocarbon liquids which are free in the sense that they have been commandeered or volunteered from lower priority uses to provide critical transportation services for short-duration emergencies on the order of weeks, or perhaps months. A wide variety of liquid hydrocarbons not normally used as fuels for internal combustion engines have been categorized generically, including limited infor… more

Characterization and utilization of hydrotreated products produced from the Whiterocks (Utah) tar sand bitumen-derived liquid

Description: The bitumen-derived liquid produced in a 4-inch diameter fluidized-bed reactor from the mined and crushed ore from the Whiterocks tar sand deposit has been hydrotreated in a fixed-bed reactor. The purpose was to determine the extent of upgrading as a function of process operating variable. A sulfided nickel-molybendum on alumina hydrodenitrogenation catalyst was used in all experiments. Moderately severe operating conditions were employed; that is, high reaction temperature (617--680 K) high re… more

Evaluation of the potential end use of oils produced by the ROPE copyright process from California tar sand

Description: The oil products produced by the rope process from Process Development Unit (PDU) run SPR-111 were evaluated for potential end use. This run was a five-day test using Arroyo Grande tar sand from California as the feed to the PDU. The distillate from knockout {number sign}2 was hydrotreated to produce a series of process intermediates. One of the intermediates was evaluated as a feedstock for the production of transportation fuels. The heavy product oil was distilled to produce a residue that wa… more

Safety of liquid hydrogen in air transportation

Description: Safety is an important consideration in the use of hydrogen in air transportation. The use of cryogenic hydrogen involves the hazards arising from low temperatures as well as those of combustibles. An understanding of safety-related properties and their consequences is necessary for safe design and operation. Here we discuss hydrogen properties and their effect upon airline operation. Several safety problems require additional experimental work before they can be sufficiently understood. To mai… more

Assessment of coal liquids as refinery feedstocks

Description: The R D of direct coal liquefaction has reached such a stage that current two-stage processes can produce coal liquids with high yields and improved quality at a reasonable cost. To fully realize the potential value, these coal liquids should be refined into high-value liquid transportation fuels. The purpose of this study is to assess coal liquids as feedstocks to be processed by modern petroleum refining technologies. After the introduction, Section 2.0 summarizes ASTM specifications for majo… more
