Corrective Action Decision Document for Corrective Action Unit 321: Area 22 Weather Station Fuel Storage, Nevada Test Site, Nevada

Description: This Corrective Action Decision Document identifies and rationalizes the U.S. Department of Energy, Nevada Operations Office's selection of a recommended corrective action alternative appropriate to facilitate the closure of Corrective Action Unit (CAU) 321, Weather Station Fuel Storage, under the Federal Facility Agreement and Consent Order. Corrective Action Unit 321 is located at the Nevada Test Site (NTS) in Area 22, and consists of a single Corrective Action Site (CAS) 22-99-05, Fuel Storage Area. This CAS contains a fuel storage area approximately 325 by 540 feet, which was used to store fuel and other petroleum products necessary for motorized operations at the historical Camp Desert Rock facility, which was operational from 1951 to 1958. The corrective action investigation conducted in February 1999 found the only contaminant of concern above preliminary action levels to be total petroleum hydrocarbons as diesel-range organics at two sample locations. During this investigation, the two corrective action objectives identified were (1) to prevent or mitigate exposure to near-surface soil containing contaminants of concern, and (2) to prevent spread of contaminants of concern beyond the corrective action unit. Based on the corrective action objectives, the two corrective action alternatives developed for consideration were: Alternative 1 - No Further Action; and Alternative 2 - Clean Closure by Excavation and Disposal. The two alternatives were evaluated based on four general corrective action standards and five remedy selection decision factors, and the preferred corrective action alternative chosen on technical merit, focusing on performance, reliability, feasibility, and safety was Alternative 2. This alternative meets all applicable state and federal regulations for closure of the site and will eliminate potential future exposure pathways to the contaminated soils at the Weather Station Fuel Storage site.

Corrective Action Investigation Plan for Corrective Action Unit 230: Area 22 Sewage Lagoons and Corrective Action Unit 320: Area 22 Desert Rock Air port Strainer Box, Nevada Test Site, Nevada

Description: This Corrective Action Investigation Plan contains the US Department of Energy, Nevada Operation Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 230/320 under the Federal Facility Agreement and Consent Order. Corrective Action Unit 230 consists of Corrective Action Site (CAS) 22-03-01, Sewage Lagoon; while CAU 320 consists of CAS 22-99-01, Strainer Box. These CAUs are referred to as CAU 230/320 or the Sewage Lagoons Site. The Sewage Lagoons Site also includes an Imhoff tank, sludge bed, and associated buried sewer piping. Located in Area 22, the site was used between 1951 to 1958 for disposal of sanitary sewage effluent from the historic Camp Desert Rock Facility at the Nevada Test Site in Nevada. Based on site history, the contaminants of potential concern include volatile organic compounds (VOCs), semivolatile organic compounds, total petroleum hydrocarbons (TPH), and radionuclides. Vertical migration is estimated to be less than 12 feet below ground surface, and lateral migration is limited to the soil immediately adjacent to or within areas of concern. The proposed investigation will involve a combination of field screening for VOCs and TPH using the direct-push method and excavation using a backhoe to gather soil samples for analysis. Gamma spectroscopy will also be conducted for waste management purposes. Sampling locations will be biased to suspected worst-case areas including the nearby sludge bed, sewage lagoon inlet(s) and outlet(s), disturbed soil surrounding the lagoons, surface drainage channel south of the lagoons, and the area near the Imhoff tank. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document.

Description: This Corrective Action Investigation Plan (CAIP) contains the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Sites Office's (NNSA/NSO's) approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 516, Septic Systems and Discharge Points, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. CAU 516 consists of six Corrective Action Sites: 03-59-01, Building 3C-36 Septic System; 03-59-02, Building 3C-45 Septic System; 06-51-01, Sump Piping, 06-51-02, Clay Pipe and Debris; 06-51-03, Clean Out Box and Piping; and 22-19-04, Vehicle Decontamination Area. Located in Areas 3, 6, and 22 of the NTS, CAU 516 is being investigated because disposed waste may be present without appropriate controls, and hazardous and/or radioactive constituents may be present or migrating at concentrations and locations that could potentially pose a threat to human health and the environment. Existing information and process knowledge on the expected nature and extent of contamination of CAU 516 are insufficient to select preferred corrective action alternatives; therefore, additional information will be obtained by conducting a corrective action investigation. The results of this field investigation will support a defensible evaluation of corrective action alternatives in the corrective action decision document. Streamlined Approach for Environmental Restoration Work Plan for Corrective Action Unit 329: Area 22 Desert Rock Airstrip Fuel Spill, Nevada Test Site, Nevada, Draft of Rev. 0

Description: This plan was prepared as a characterization and closure report for Corrective Action Unit (CAU) 329: Area 22, Desert Rock Airstrip (DRA) Fuel Spill identified in the Federal Facility Agreement and Consent Order (FFACO). The CAU, located on the Nevada Test Site, consists of one Corrective Action Site (CAS), 22-44-01, which encompasses an area contaminated by three recorded spills from a 25,000-gallon underground fuel storage tank. The tank was installed in 1980 and was imbedded in sand and gravel approximately 16 feet below the ground surface. Historically, the DRA consisted of a single runway, several portable buildings, two underground storage tanks containing aviation jet fuel, and plumbing to several refueling areas on the ramp. The constituents of potential concern from the spill were total petroleum hydrocarbons as gasoline or JP-4. This provides the methodology for sampling contaminated soil-vapor and soil to determine what activities, if any, are required for closure of this si te. In addition, there is sufficient process knowledge of the tank's historical use to recommend closure of CAU 329 using the Streamlined Approach for Environmental Restoration (SAFER) process. This process combines elements of the Data Quality Objectives process and the observational approach to help plan and conduct corrective actions. The study concluded that the spill is localized; therefore, it is very unlikely that the underground water supply has been or will be affected by these spills. In addition, there were high levels of carbon dioxide detected above the release which indicate that the spill is currently in the process of undergoing biological degradation and is not migrating. This CAU has been approved by the Nevada Division of Environmental Protection (NDEP) to be moved into Appendix III of the FFACO. Corrective Action Decision Document for Corrective Action Unit 516: Septic Systems and Discharge Points, Nevada Test Site, Nevada: Revision 1

Description: This Corrective Action Decision Document (CADD) identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's selection of a recommended corrective action alternative appropriate to facilitate the closure of Corrective Action Unit (CAU) 516: Septic Systems and Discharge Points, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in Areas 3, 6, and 22 on the NTS, CAU 516 includes six Corrective Action Sites (CASs) consisting of two septic systems, a sump and piping, a clean-out box and piping, dry wells, and a vehicle decontamination area. Corrective action investigation activities were performed from July 22 through August 14, 2003, with supplemental sampling conducted in late 2003 and early 2004. The potential exposure pathways for any contaminants of concern (COCs) identified during the development of the DQOs at CAU 516 gave rise to the following objectives: (1) prevent or mitigate exposure to media containing COCs at concentrations exceeding PALs as defined in the corrective action investigation plan; and (2) prevent the spread of COCs beyond each CAS. The following alternatives have been developed for consideration at CAU 516: Alternative 1 - No Further Action; Alternative 2 - Clean Closure; and Alternative 3 - Closure in Place with Administrative Controls. Alternative 1, No Further Action, is the preferred corrective action for two CASs (06-51-02 and 22-19-04). Alternative 2, Clean Closure, is the preferred corrective action for four CASs (03-59-01, 03-59-02, 06-51-01, and 06-51-03). The selected alternatives were judged to meet all requirements for the technical components evaluated, as well as meeting all applicable state and federal regulations for closure of the site and will further eliminate the contaminated media at CAU 516.

Referred to as CAU 230/320, both CAUs are located at the Nevada Test Site (NTS) and comprise two Corrective Action Sites (CASs), 22-03-01 (Sewage Lagoons) and 22-99-01 (Strainer Box). The Area 22 Sewage Lagoons site also includes a buried Imhoff Tank, sludge bed, and associated sewer piping. A September 1999 corrective action investigation identified the only contaminant of concern above preliminary action levels at this CAU (i.e., total petroleum hydrocarbons as diesel-range organics). During this same investigation, three Corrective Action Objectives (CAOs) were identified to prevent or mitigate exposure to subsurface debris and contaminated soil. Based on these CAOs, a review of existing data, future use, and current operations in Area 22 of the NTS, three CAAs were developed for consideration: Alternative 1 - No Further Action, Alternative 2 - Closure in Place with Administrative Controls, and Alternative 3 - Excavation and Removal. These alternatives were evaluated based on four general corrective action standards and five remedy selection decision factors. Alternative 3 was chosen on technical merit as the preferred alternative for CAU 230/320. This alternative was judged to meet all applicable state and federal regulations for closure of the site and will eliminate potential future exposure pathways to the buried debris and contaminated soils at both of the CASs within Area 22.

Post-Closure Monitoring Report for Corrective Action Unit 329: Area 22 Desert Rock Airstrip Fuel Spill, Nevada Test Site, Nevada (Rev. No.: 0, June 2002)

Description: There was an increase in total petroleum hydrocarbons (TPH) concentrations at all three depths within Borehole DRA-0. The oxygen concentration at 40 ft below ground surface (bgs) decreased. There was also an increase in carbon dioxide concentration at that depth. The decrease in oxygen concentrations and the increase in carbon dioxide concentration at the 40 ft bgs level could be possible indicators of natural attenuation. It is not possible to determine trends or biodegradation rates with the limited amount of data collected from the site. The sample results from this first monitoring period did not correlate with the baseline results collected in August 2000. Additional samples will be collected and the results will be compared to previously collected samples to determine if the site was at equilibrium in August 2000. Continued annual monitoring will be conducted as specified in the Closure Report to determine trends at the site. As natural attenuation occurs, the TPH concentrations should decrease. The TPH concentrations will be compared over successive monitoring events to determine trends and approximate rates. As natural attenuation occurs, oxygen will be consumed and carbon dioxide will be produced. The oxygen, nitrogen, and carbon dioxide concentrations will also be evaluated to determine if biodegradation is indicated. When all available oxygen has been consumed, methane-producing bacteria may continue the natural attenuation process so methane levels will be monitored as an additional possible indicator of natural attenuation. The rate of decrease will be determined on the microbial populations, contaminant concentrations, available nutrients, and other environmental factors. Samples were collected and submitted for microbial analysis during closure activities. The results indicated that the microbial populations and nutrients were adequate for limited bioremediation (DOE/NV, 2000). Additional sampling for microbial analysis are not planned. The site is currently inactive and the source of additional contamination was removed. ...

Corrective Action Decision Document for Corrective Action Unit 140: Waste Dumps, Burn Pits, and Storage Area, Nevada Test Site, Nevada: Revision No. 0

Description: This Corrective Action Decision Document identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's selection of a recommended corrective action alternative appropriate to facilitate the closure of Corrective Action Unit (CAU) 140: Waste Dumps, Burn Pits, and Storage Area, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in Areas 5, 22, and 23 of the NTS, CAU 140 consists of nine corrective action sites (CASs). Investigation activities were performed from November 13 through December 11, 2002, with additional sampling to delineate the extent of contaminants of concern (COCs) conducted on February 4 and March 18 and 19, 2003. Results obtained from the investigation activities and sampling indicated that only 3 of the 9 CASs at CAU 140 had COCs identified. Following a review of existing data, future land use, and current operations at the NTS, the following preferred alternatives were developed for consideration: (1) No Further Action - six CASs (05-08-02, 05-17-01, 05-19-01, 05-35-01, 05-99-04, and 22-99-04); (2) Clean Closure - one CAS (05-08-01), and (3) Closure-in-Place - two CASs (05-23-01 and 23-17-01). These alternatives were judged to meet all requirements for the technical components evaluated. Additionally, the alternatives meet all applicable state and federal regulations for closure of the site and will eliminate potential future exposure pathways to the contaminated media at CAU 140.
