FY2003 Consolidated Appropriations Resolution: Reference Guide

Description: This conference report on H.J.Res. 2, the Consolidated Appropriations Resolution for FY2003, on February 13, 2003, brought to a close congressional action on the regular appropriations measures for that fiscal year. The measure incorporated the remaining 11 regular appropriations acts for FY2003 (the defense and military construction appropriations acts were enacted on October 23, 2002), providing $397.4 billion for these activities. The measure included an across-the-board cut of 0.65%, which was expected to yield $2.647 billion in offsets.

DHS Appropriations FY2017: Research and Development, Training, and Services

Description: This report discuss appropriations for the Department of Homeland Security (DHS) for FY2017. It specifically discusses appropriations for the components of DHS included in the fourth title of the homeland security appropriations bill--in past years, this has comprised U.S. Citizenship and Naturalization Services, the Federal Law Enforcement Training Center, the Science and Technology Directorate, and the Domestic Nuclear Detection Office (DNDO). In FY2017, the Administration proposed moving the Domestic Nuclear Detection office into a new Chemical, Biological, Radiological, Nuclear, and Explosives Office, along with several other parts of DHS. Congress has labeled this title of the bill in recent years as "Research and Development, Training, and Services."

Funding Levels for Conservation Programs in the 2007 Farm Bill

Description: Future funding levels for USDA programs, including conservation programs, are among the most contentious issues Congress is addressing in the 2007 farm bill debate. The 110th Congress has adopted a “pay-as-you-go” approach government wide, so that any increase in mandatory funding in one area has to be offset either by equivalent spending reductions in other programs or by revenue increases. This report consists of largely of two tables. The first table summarizes the annual funding provisions, by program, in (1) current law, (2) the House-passed version of H.R. 2419, and (3) the Senate-amended version of H.R. 2419. The second table compares FY2007 authorized and actual funding levels for programs authorized in the 2002 farm bill with FY2008 and FY2012 funding levels that would be authorized in the House and Senate bills.

Transportation, the Treasury, Housing and Urban Development, the Judiciary, the District of Columbia, the Executive Office of the President, and Independent Agencies: FY2006 Appropriations

Description: At the beginning of the 109th Congress, both the House and Senate Committees on Appropriations reorganized their subcommittee structure, affecting the coverage of the FY2006 appropriations bills. As a result of this change, the appropriations bill that formerly provided funding for the Departments of Transportation and the Treasury, the Executive Office of the President, and Independent Agencies now includes funding for the Department of Housing and Urban Development, the Judiciary, and (in the case of the House, but not the Senate) the District of Columbia.

Emergency Funding for Agriculture: A Brief History of Supplemental Appropriations, FY1989-FY2006

Description: From FY1989 through FY2006, 33 appropriations, authorization, or farm disaster acts added approximately $55.4 billion in supplemental funding for U.S. Department of Agriculture (USDA) programs. The two most recent supplemental appropriations were provided in response to Hurricanes Katrina and Rita in the Gulf of Mexico and in preparation for a possible U.S. outbreak of avian influenza. Some FY1989, the vast majority of the total supplemental funding has been paid directly to farmers, primarily through two mechanisms: "market loss payments" and crop disaster payments. This report includes the total annual funding additions in the 33 acts providing economic and farm disaster assistance through USDA programs since FY1989.
