Farm Program Spending: What's Permitted Under the Uruguay Round Agreements

Description: This report discusses farm income and commodity price support proposals that might succeed the programs due to expire in 2002. A key question being asked of virtually every new proposal is how it will affect U.S. commitments under the 1994 Uruguay Round Agreement on Agriculture (URAA), which commitsthe United States to spend no more than $19.1 billion annually on domestic farm supports most likely to distort trade. The URAA spells out the rules for countries to determine whether their policies are potentially trade distorting, and to calculate the costs.

A New Farm Program Option: Average Crop Revenue Election (ACRE)

Description: Farm commodity programs over the decades have focused on protecting farmers against declines in farm prices and not declines in revenue (price times production). Traditional programs for field crops provide benefits to producers when farm prices drop below specified levels. This report discusses the Average Crop Revenue Election (ACRE) program which Congress included in the Food, Conservation, and Energy Act of 2008 (P.L. 110-246) as a revenue based program option for farmers who enroll in traditional farm commodity programs. Unlike revenue protection provided by some crop insurance products, ACRE is designed to protect against losses from multi-year price declines.

Farm Commodity Legislation: Chronology, 1933-2002

Description: This report discusses legislation regarding commodities and price supports. Since 1933, Congress has required the U.S. Department of Agriculture (USDA) to administer various price and income support programs for U.S. farmers. Some standing authority for these programs is provided by three permanent laws, from 1938, 1948, and 1949. However, Congress frequently alters the basic provisions of these laws. The omnibus law now guiding farm support (through 2007) is the Farm Security and Rural Investment Act of 2002.

Farm Commodity Programs: Direct Payments, Counter-Cyclical Payments, and Marketing Loans

Description: Commodity support provisions in the Farm Security and Rural Investment Act of 2002 (P.L. 107-171, the 2002 farm bill) include three primary types of payments: (1) annual direct payments unrelated to production or prices, (2) counter-cyclical payments which are triggered when prices are below statutorily-determined target prices, and (3) marketing assistance loans that offer interim financing and, if prices fall below statutorily-determined loan prices, additional income support. This report describes the payments for wheat, feed grains, cotton, rice, oilseeds, peanuts, wool, mohair, honey, and certain other small grains. These commodities have similar rules, and generally account for about two-thirds of USDA farm commodity program outlays.

Description: Most provisions of the current “farm bill,” the Farm Security and Rural Investment Act (FSRIA) of 2002 (P.L. 107-171), do not expire until 2007. However, hearings on a 2007 farm bill could begin in late 2005. At that time, Congress will begin to examine farm income and commodity price support proposals that might succeed the programs due to expire in 2007. A key question likely to be asked of virtually every new proposal is how it will affect U.S. commitments under the WTO’s Agreement on Agriculture (AA), which commits the United States to spend no more than $19.1 billion annually on domestic farm support programs most likely to distort trade. The AA spells out the rules for countries to determine whether their policies are potentially trade distorting, and to calculate the costs. This report describes the steps for making these determinations.
