The 'Terminator Gene' and Other Genetic Use Restriction Technologies (GURTs) in Crops

Description: Plant Genetic Use Restriction Technologies (GURTs) are a group of complex genetic transformations that insert a genetic "on-off switch" in plants to prevent the unauthorized use of genetic traits contained within. GURTs are one of the latest bioengineering products developed for agriculture, with over 30 patents issued in the United States and Europe since 1997. The current state of biotechnology may allow GURTs to be introduced into the commercial seed market in the next 5 to 7 years

Food Biotechnology in the United States: Science, Regulation, and Issues

Description: This report discusses the science of food biotechnology, and the federal structure by which it is regulated. Because U.S. farmers are adopting this technology at a rapid rate, some observers advocate a more active role for the federal government to ensure that farmers have equal access to this technology. Others believe that federal officials should play a more active role in protecting the environment, funding more research, and participating in international trade negotiations to ensure that trade continues to expand for genetically engineered crops. Trading partners often label food products that have been genetically modified as genetically modified organisms (GMOs). Many of those partners have labeling requirements for GMOs to allow consumers the “right to know” their food content.

U.S.-European Agricultural Trade: Food Safety and Biotechnology Issues

Description: The European Union (EU) is the second largest market for U.S. agricultural exports. The EU's ban on meat produced using growth-promoting hormones is a food safety issue that has been particularly contentious in U.S.-EU agricultural trade relations. EU policy on bio-engineered products has also been an issue. A World Trade Organization dispute settlement panel has ruled that the ban contravenes the EU's international obligations under the WTO, but left open the option to the EU to conduct a risk assessment of hormone-treated meat. Rules governing trade in bio-engineered products may become an issue in WTO agricultural trade negotiations scheduled to begin in 1999. This report will be updated as events warrant.

Although the EU effectively lifted the moratorium in May 2004 by approving a genetically engineered (GE) corn variety, the three countries are pursuing the case, in part because a number of EU member states continue to block approved biotech products. Because of delays, the WTO is expected to decide the case by December 2005. The moratorium reportedly cost U.S. corn growers some $300 million in exports to the EU annually. The EU moratorium, U.S. officials contend, threatened other agricultural exports not only to the EU, but also to other parts of the world where the EU approach to regulating agricultural biotechnology is taking hold.
