Method for evaluating cumulative impacts of projects which involve uncertainty in the baseline environmental conditions

Description: Analysis of cumulative impacts is typically an inexact science. Evaluating cumulative impacts when there is uncertainty in project design data can further complicate the analysis of cumulative impacts. Additionally, a lengthy and expensive effort is often required to obtain baseline data necessary to conduct a quantitatively rigorous analysis of cumulative impacts. Such an extensive effort, would in many cases, only amount to quantifying what is intuitively obvious, adding little substantive va… more

Sensitivity of Climate Models: Comparison of Simulated and Observed Patterns for Past Climates. Progress Report, February 1, 1992--January 31, 1993

Description: Predicting the potential climatic effects of increased concentrations of atmospheric carbon dioxide requires the continuing development of climate models. Confidence in the predictions will be much enhanced once the models are thoroughly tested in terms of their ability to simulate climates that differ significantly from today`s climate. As one index of the magnitude of past climate change, the global mean temperature increase during the past 18,000 years is similar to that predicted for carbon… more

Non-detect data in environmental investigations

Description: Environmental data frequently contain values that are below detection limits. Values that are below detection limits are reported as being less than some reported limit of detection, rather than as actual values. Detection limits may vary for sample and reference datasets or even for individual observations. The implications of these nondetects in the summary, analysis, and interpretation of environmental data are explored. Alternative approaches for handling nondetect data are examined, with p… more

A survey of ecological risk assessment at DOE facilities

Description: The US Department of Energy (DOE) Risk-Based Standards Working Group is studying standard-setting and remedial action based on realistic estimates of human health and ecological risks. Federal and state regulations require DOE to assess ecological risks due to present and past operation of DOE facilities and ecological damage caused by remedial actions. Unfortunately, little technical guidance has been provided by regulatory agencies about how these assessments should be performed or what const… more

Cost-benefit analysis for design of environmentally conscious manufacturing

Description: In recent years, much attention has been focused on reducing the environmental impacts of products and manufacturing processes. Concerned about rising compliance costs and stringent regulatory requirements, companies are carefully evaluating the environmental impacts of their products. In response, designers, engineers, and managers are beginning to use life-cycle analysis, design for environment techniques, and environmentally conscious manufacturing (ECM) as tools to help them to not only do … more

Information systems to enhance technology exchange

Description: A fundamental part of international technology exchange is the compilation and dissemination of information. Worldwide environmental problems and technology development activities form the basis for important opportunities across the world and especially for those in the former Soviet Union. Recently, important agreements have been reached among Russian institutes engaged in environmental work and the US Department of Energy (DOE) and its national laboratories. These agreements will allow a sys… more

Natural phenomena hazards design and evaluation criteria for Department of Energy Facilities

Description: This DOE standard gives design and evaluation criteria for natural phenomena hazards (NPH) effects as guidance for implementing the NPH mitigation requirements of DOE 5480.28. Goal of the criteria is to assure that DOE facilities can withstand the effects of earthquakes, extreme winds, tornadoes, flooding, etc. They apply to the design of new facilities and the evaluation of existing facilities; they may also be used for modification and upgrading of the latter.

Hanford Analytical Services Management: One of the keys to effectively managing the Hanford Site in an environment of competing resources and priorities

Description: The Quality Improvement Team recognized that a true partnership between RL and the Hanford Site contractors had to be established to (1) identify what the analytical needs were for the site, both short and long term, (2) determine how to meet those needs, whether by using onsite capability or contracting offsite services, and (3) ensure that all analytical services meet the high level of quality demanded by the end users of the data. The Hanford Analytical Services Management (HASM) organizatio… more

Factors governing selection of operating frequency for subsurface- imaging synthetic-aperture radar

Description: A subsurface-imaging synthetic-aperture radar (SISAR) has potential for application in areas as diverse as non-proliferation programs for nuclear weapons to environmental monitoring. However, subsurface imaging is complicated by propagation loss in the soil and surface-clutter response. Both the loss and surface-clutter response depend on the operating frequency. This paper examines several factors which provide a basis for determining optimum frequencies and frequency ranges which will allow s… more
