Description: Data tables are presented to provide consistency in safety analysis work at the Los Alamos National Laboratory. Included are calculated specific activities and calculated hazard classification Category 2 threshold quantities for radionuclides listed in DOE-STD-1027-92. Some calculated threshold quantities differ from the DOE thresholds. Calculated specific activities are also presented for plutonium material types or mixtures.

Radiological control FY 1995 site support program plan WBS 6.7.2.4

Description: The 1995 Site Support Program Plan (SSPP) brings year planning and execution year planning into a single document. The plan presented consists of the following four major sections: Overview and Introduction - Health physics has been renamed Radiological Control (RadCon) with the role of protecting workers, the public and the environment from the harmful effects of radiation resulting from the DOE Hanford Site Operations; Cost Baselines which contains cost, technical and schedule baselines; Execution Year work Plan - cost summaries and detailed descriptions of the work to be done; Appendix - including brief description of other project activities directly coupled to RadCon.

308 Building zone I stabilization and confinement

Description: The 308 Building located on the Hanford Site near Richland, Washington, is currently in transition to shutdown status. After this transition is complete, the facility will be maintained/surveilled and given to the U.S. Department of Energy Office of Facility Transition and Management (EM-60) for utilization, remedial action, or decontamination and decommissioning (D&D). This may require that the facility be maintained in the shutdown status for as long as 30 yrs. To date, all of the special nuclear material (SNM) has been removed, potential fuel supply equipment preserved, surplus materials and equipment excessed, and enclosure cleanup and stabilization completed. A major activity in support of the 308 Building shutdown was the cleanup and stabilization of the enclosures and surface contamination areas. This document discusses the specific designs, processes, and methods used to stabilize and confine the radiological material within the enclosure and exhaust ducts to allow the shutdown of the active support systems. The process and designs employed were effective, yet simple, and maximized the use of current technologies and commercial products.

Activities of HPS standards committee in environmental remediation

Description: The Health Physics Society (HPS) develops American National Standards in the area of radiation protection using methods approved by the American National Standards Institute (ANSI). Two of its sections, Environmental Health Physics and Contamination Limits, have ongoing standards development which are important to some environmental remediation efforts. This paper describes the role of the HPS standards process and indicates particular standards under development which will be of interest to the reader. In addition, the authors solicit readers to participate in the voluntary standards process by either joining active working groups (WG) or suggesting appropriate and relevant topics which should be placed into the standards process.

Irradiation Processing Department Investigation Report: Localized Exposure Exceeding Operational Control

From work plan to rod and beyond: Lessons learned on regulatory issues at the Weldon Spring Site

Description: Compliance with applicable or relevant and appropriate requirements (ARARs) is a key element of successful cleanup activities at environmental restoration sites. A number of ARAR issues were raised during the, planning, assessment, and implementation of restoration activities at a US Department of Energy (DOE) mixed waste site in Missouri. Resolutions were developed for issues ranging from storage time requirements to land disposal restrictions. This paper discusses ARAR issues and resolutions.

Accelerating cleanup: Paths to closure

Description: This document was previously referred to as the Draft 2006 Plan. As part of the DOE`s national strategy, the Richland Operations Office`s Paths to Closure summarizes an integrated path forward for environmental cleanup at the Hanford Site. The Hanford Site underwent a concerted effort between 1994 and 1996 to accelerate the cleanup of the Site. These efforts are reflected in the current Site Baseline. This document describes the current Site Baseline and suggests strategies for further improvements in scope, schedule and cost. The Environmental Management program decided to change the name of the draft strategy and the document describing it in response to a series of stakeholder concerns, including the practicality of achieving widespread cleanup by 2006. Also, EM was concerned that calling the document a plan could be misconstrued to be a proposal by DOE or a decision-making document. The change in name, however, does not diminish the 2006 vision. To that end, Paths to Closure retains a focus on 2006, which serves as a point in time around which objectives and goals are established.

FDH radiological design review guidelines

Description: These guidelines discuss in more detail the radiological design review process used by the Project Hanford Management Contractors as described in HNF-PRO-1622, Radiological Design Review Process. They are intended to supplement the procedure by providing background information on the design review process and providing a ready source of information to design reviewers. The guidelines are not intended to contain all the information in the procedure, but at points, in order to maintain continuity, they contain some of the same information.

Assessment of aircraft impact probabilities at the Idaho Chemical Processing Plant. Revision 1

Description: The purpose of this study is to evaluate the possibility of an aircraft crash into a facility at the Idaho Chemical Processing Plant (ICPP). The ICPP is part of the Idaho National Engineering Laboratory (INEL). Based on the data used in this study, an air crash into any single facility at the ICPP is incredible. An air crash into aggregate areas incorporating the following is extremely unlikely: (1) ICPP radiological materials storage facilities, (2) ICPP major processing facilities, and (3) the ICPP land surface area, which excludes buildings. According to Westinghouse Idaho Nuclear Company safety analysis procedures, if the probability of a radiological release event is determined to be incredible, no further review is required. Therefore, an aircraft crash scenario is not required in the safety analysis for a single facility but should be discussed relative to the ICPP aggregate areas.

Program Management Plan for the Martin Marietta Energy Systems, Inc., Oak Ridge National Laboratory Site Environmental Restoration Program

Description: This program management plan describes the scope, objectives, and method of accomplishment for the Martin Marietta Energy Systems, Inc. (Energy Systems) Oak Ridge National laboratory (ORNL) Environmental Restoration (ER) Program. The ORNL ER Program is one of five site program, receiving guidance from and reporting to the Energy Systems ER Division. Therefore, all ORNL ER policies and procedures are consistent with ER Division policies and procedures. This plan covers all ORNL ER activities, the participants involved in these activities (and their roles and responsibilities), and all phases of the remediation process. This plan will also serve as a template that may be supplemented as necessary to produce individual project management plans for specific projects. This document explains how the Energy Systems ORNL ER Program does business, so the ORNL ER Program`s management structure is illustrated in detail. Personnel are matrixed to the ER Program from other organizations to assist with specific projects. This plan identifies positions at the program level and discusses responsibilities and interactions with positions at the project level. This plan includes sections that describe requirements for project plans, work breakdown structures, schedules, project management and cost control systems, and information and reporting. Project management plans will utilize the work breakdown structure and dictionary pages in the appropriate life cycle baseline report This plan describes the information that should be contained in ORNL ER project management plans. The most important milestones are primary documents relating to the management and remediation of contaminated sites. Primary document milestones are subject to stipulated penalties and receive paramount attention.
