Description: This website is the result of a project started in 1994 by the Department of Energy's Office of Human Radiation Experiments. The purpose of the group was to research experiments done to test the effects of radiation on humans and to compile documentation (including photographs, oral histories, declassified documents, and audio/visual clips) about the projects, making them available online in a single place. In addition to the different documentation that was cataloged, the group also published a report discussing the process and result of their research.

The Google Library Project: Is Digitization for Purposes of Online Indexing Fair Use Under Copyright Law?

Description: In December 2004, Google announced its Library Project, which was to entail digitizing, indexing, and displaying "snippets" of print books in the collections of five major libraries, among other things. The Library Project was not limited to books in the public domain (e.g., books whose terms of copyright protection had expired), and Google did not seek the permission of copyright holders, in part, because it asserted that its proposed uses were fair uses. Many authors, publishers, and other rights holders disagreed. This report provides background on the Library Project, legal issues raised by digitization and indexing projects, and the status of the litigation over the Library Project.

Making choices over China: EU-China co-operation on energy and climate

Description: Effective EU-China co-operation is critical to delivering a good deal at Copenhagen and to ensuring ongoing progress towards global decarbonisation. Europe and China are economically and politically interdependent, and have strikingly similar energy and climate change policies. As its largest investor, trade partner and provider of technology, Europe has a strong stake in China’s success.The EU and China should increase the status of energy and climate change in their bilateral relationship. This will require the progressive alignment of the EU’s and the individual member-states climate policies towards China, behind a common European strategy. The 2009 EU-China summit must deliver agreement on some key flagship co-operation projects in order to build China’s trust in the EU as an effective partner.

Piracy off the Horn of Africa

Description: This report discusses recent (2008-2009) pirate attacks on vessels, including United States vessels, in the waters off the Horn of Africa. The Horn of Africa is sometimes called the Somali Peninsula and includes the nations of Eritrea, Djibouti, Ethiopia, and Somalia. This report explores reasons behind the increased number of pirate attacks in recent years, as well as what efforts are being taken to combat said attacks, including those by the 111th Congress and President Obama and his Administration.

Uganda: Current Conditions and the Crisis in North Uganda

Description: This report discusses the current political conditions of Uganda, which have long been ravaged by the Lord's Resistance Army (LRA), an armed rebel group backed by the government of Sudan. In particular, the report focuses on largely unsuccessful Ugandan efforts to resolve the conflict with the LRA, as well as talks with the U.S. under the Bush Administration and the recent suicide bombings in Kampala, Uganda, in July 2010.

Climate Change: Comparison of the Cap-and-Trade Provisions in H.R. 2454 and S. 1733

Description: This report provides a comparison of the cap-and-trade provisions of two bills. The first is H.R. 2454, the American Clean Energy and Security Act of 2009. In addition to establishing a cap-and-trade system to regulate greenhouse gas emissions, this bill addresses energy efficiency, renewable energy, and other energy topics. Later, Senator Kerry introduced S. 1733, the Clean Energy Jobs and American Power Act, which was referred to the Senate Committee on Environment and Public Works.

Public Safety Communications and Spectrum Resources: Policy Issues for Congress
