An Advanced Fracture Characterization and Well Path Navigation System for Effective Re-Development and Enhancement of Ultimate Recovery From the Complex Monterey Reservoir of South Ellwood Field, Offshore California

Description: Venoco Inc, intends to re-develop the Monterey Formation, a Class III basin reservoir, at South Ellwood Field, Offshore Santa Barbara, California. Well productivity in this field varies significantly. Cumulative Monterey production for individual wells has ranged from 260 STB to 8,700,000 STB. Productivity is primarily affected by how well the well path connects with the local fracture system and the degree of aquifer support. Cumulative oil recovery to date is a small percentage of the origina… more

Energy Efficiency: Budget, Oil Conservation, and Electricity Conservation Issues

Description: In the 108th Congress, debate over energy efficiency programs has focused on budget, oil, natural gas, and electricity issues, and provisions in the omnibus energy policy bill, S. 2095, H.R. 6, and S. 14/S. 1149. The Bush Administration’s FY2005 budget request for the Department of Energy’s (DOE’s) Energy Efficiency Program sought $875.9 million, including $543.9 for R&D and $332.0 million for grants. In the first session, the omnibus energy bill (H.R. 6) had several significant tax and regulat… more

Evaluation of Sorbent Injection for Mercury Control

Description: The power industry in the U.S. is faced with meeting new regulations to reduce the emissions of mercury compounds from coal-fired plants. These regulations are directed at the existing fleet of nearly 1,100 boilers. These plants are relatively old with an average age of over 40 years. Although most of these units are capable of operating for many additional years, there is a desire to minimize large capital expenditures because of the reduced (and unknown) remaining life of the plant to amortiz… more

INSPECTION OF FUSION JOINTS IN PLASTIC PIPE

Description: The standard method of joining plastic pipe in the field is the butt fusion process. As in any pipeline application, joint quality greatly affects overall operational safety of the system. Currently no simple, reliable, cost effective method of assessing the quality of fusion joints in the field exists. Visual examination and pressure testing are current non-destructive approaches, which do not provide any assurance about the long-term pipeline performance. This project will develop, demonstrat… more

Summary of Recommendations: Legislative and Regulatory Actions to Consider for Ensuring the Long-Term Effectiveness of the Nevada Renewable Portfolio Standard

Description: In 2001, the Nevada Legislature passed an aggressive renewable portfolio standard (Nevada RPS) that called for 5% of each major utility's resource mix to come from eligible renewable energy by 2003, rising by 2% every two years to 15% by 2013. Of the RPS standard, 5% per year must come from solar energy. The early performance of the Nevada RPS is generally considered to be disappointing. So far, only a small quantity of electricity state wide has been generated by new renewable energy systems. … more
