Dairy Industry: Information on Milk Prices, Factors Affecting Prices, and Dairy Policy Options

Description: A letter report issued by the Government Accountability Office with an abstract that begins "In 2003, U.S. dairy farmers marketed nearly 19.7 billion gallons of raw milk, one-third of which were used in fluid milk products. Farmers, cooperatives, processors, and retailers receive a portion of the retail price of milk for their part in providing milk to consumers. During 2002 and 2003, farm prices fell while retail prices did not similarly decline. This pattern raised concerns about a growing spread between farm and retail prices. Farm prices have since increased, reaching record highs in April 2004. As requested, GAO examined (1) the portion of retail milk prices received by farmers, cooperatives, processors, and retailers, how this changed over time, and the relationship between price changes at these levels; (2) how various factors influence prices and affect the transmission of price changes among levels; and (3) how federal dairy program changes and alternative policy options have affected or might affect farm income and federal costs, among other considerations."

Development of Novel Water-Gas Shift Membrane Reactor

Description: This report summarizes the objectives, technical barrier, approach, and accomplishments for the development of a novel water-gas-shift (WGS) membrane reactor for hydrogen enhancement and CO reduction. We have synthesized novel CO{sub 2}-selective membranes with high CO{sub 2} permeabilities and high CO{sub 2}/H{sub 2} and CO{sub 2}/CO selectivities by incorporating amino groups in polymer networks. We have also developed a one-dimensional non-isothermal model for the countercurrent WGS membrane reactor. The modeling results have shown that H{sub 2} enhancement (>99.6% H{sub 2} for the steam reforming of methane and >54% H{sub 2} for the autothermal reforming of gasoline with air on a dry basis) via CO{sub 2} removal and CO reduction to 10 ppm or lower are achievable for synthesis gases. With this model, we have elucidated the effects of system parameters, including CO{sub 2}/H{sub 2} selectivity, CO{sub 2} permeability, sweep/feed flow rate ratio, feed temperature, sweep temperature, feed pressure, catalyst activity, and feed CO concentration, on the membrane reactor performance. Based on the modeling study using the membrane data obtained, we showed the feasibility of achieving H{sub 2} enhancement via CO{sub 2} removal, CO reduction to {le} 10 ppm, and high H{sub 2} recovery. Using the membrane synthesized, we have obtained <10 ppm CO in the H{sub 2} product in WGS membrane reactor experiments. From the experiments, we verified the model developed. In addition, we removed CO{sub 2} from a syngas containing 17% CO{sub 2} to about 30 ppm. The CO{sub 2} removal data agreed well with the model developed. The syngas with about 0.1% CO{sub 2} and 1% CO was processed to convert the carbon oxides to methane via methanation to obtain <5 ppm CO in the H{sub 2} product.

Environmental Protection Agency: Appropriations for FY2005

Description: The President signed the Consolidated Appropriations Act for FY2005 on December 8, 2004. The law provides funding for numerous federal agencies, including $8.09 billion for the Environmental Protection Agency, subject to an across-the-board rescission of 0.8%. The final appropriations is more than the Administration's request of $7.79 billion, but is less than the FY2004 appropriation of $8.37 billion. This report contains information on the final action on FY2005 appropriations for the EPA.

Final Report of the Grant: ''Vertical Transport and Mixing in Complex Terrain Airsheds''

Description: Stable stratification associated with nocturnal thermal circulation in areas of complex terrain leads to interesting and important phenomena that govern local meteorology and contaminant dispersion. Given that most urban areas are in complex topography, understanding and prediction of such phenomena are of immediate practical importance. This project dealt with theoretical, laboratory, numerical and field experimental studies aimed at understanding stratified flow and turbulence phenomena in urban areas, with particular emphasis on flow, turbulence and contaminant transport and diffusion in such flows. A myriad of new results were obtained and some of these results were used to improve the predictive capabilities of the models.

Office Civilian Waste Management Transportation Institutional Program Update on Collaborative Efforts with Key Stakeholders

Description: The Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) created the Office of National Transportation in 2003 recognizing the need to revitalize and accelerate development of the transportation system. The Department has made a commitment to work through a collaborative planning process before developing specific policies and procedures and making transportation decisions. OCRWM has begun to build the institutional framework to support development of this transportation system. Interactions with stakeholders have been initiated. The authors describe the key stakeholders, identified issues, regional and national planning activities, and mechanisms for interaction.

Biomolecular Simulation Using Amber and CHARMM

Description: This project supports the development of software using terascale computers to carry out molecular simulations of protein function and macromolecular interactions. We are building on the existing CHARMM and Amber simulation packages, adapting them in novel ways to massively parallel architectures and high-performance CPUs. Three principal avenues being pursued are: (1) Improvements in load-balancing and communication for large-scale particle-mesh Ewald (PME) simulations of solvated biomolecules. (2) Modern techniques for accelerating convergence of sampling of configuration space offer promise for further exploitation of massively parallel architectures. These methods include parallel tempering and ''lambda dynamics'' procedures that connect multiple, synchronized results from PME simulations like those described in part [1]. (3) The implementation of efficient and scalable algorithms that move towards lower-resolution models in ways that can be carefully calibrated against atomic-level solvated simulations.

Closeout Technical Report

Description: We are conducting a collaborative research program on two tokamaks, HT-7 and EAST (Experimental Advanced Superconducting Tokamak, formerly HT-7U), with the Institute of Plasma Physics of the Chinese Academy of Sciences (CASIPP) located in Hefei, PRC. The work that we planned for this year included conducting transport experiments on HT-7, completing plans for expansion of the HT-7 diagnostic set, and reaching an agreement on how UT-FRC can best participate in experiments on HT-7U. These goals were accomplished as summarized in the next section. Note that the experimental portion of the work is still underway. The experimental campaign for HT-7 began just a few weeks before this report was compiled.

Restoring Sustainable Forests on Appalachian Mined Lands for Wood Products, Renewable Energy, Carbon Sequestration, and Other Ecosystems Services Quarterly Report

Description: The overall purpose of this project is to evaluate the biological and economic feasibility of restoring high-quality forests on mined land, and to measure carbon sequestration and wood production benefits that would be achieved from forest restoration procedures. We are currently estimating the acreage of lands in VA, WV, KY, OH, and PA mined under SMCRA and reclaimed to non-forested post-mining land uses that are not currently under active management, and therefore can be considered as available for carbon sequestration. To determine actual sequestration under different forest management scenarios, a field study was installed as a 3 x 3 factorial in a random complete block design with three replications at each of three locations, Ohio, West Virginia, and Virginia. The treatments included three forest types (white pine, hybrid poplar, mixed hardwood) and three silvicultural regimes (competition control, competition control plus tillage, competition control plus tillage plus fertilization). Each individual treatment plot is 0.5 acres. Each block of nine plots requires 4.5 acres, and the complete installation at each site requires 13.5 acres. The plots at all three locations have been installed and the plot corners marked with PVC stakes. GPS coordinates of each plot have been collected. Tree survival, height and diameter were measured after the first growing season. There were significant treatment and treatment x site interactions. A STELLA{reg_sign}-based model helped us develop insight as to whether it is possible to differentiate the permanent SOC from the C contained in the labile forms of SOM. The model can be used for predicting the amount of C sequestered on mine lands, and the amount of C that is expected to reside in the mine soil for more than 1,000 years. A SEA FLOOR GRAVITY SURVEY OF THE SLEIPNER FIELD TO MONITOR CO2 MIGRATION

Description: Since 1996, excess CO{sub 2} from the Sleipner natural gas field has been sequestered and injected underground into a porous saline aquifer 1000 m below the seafloor. In 2002, we carried out a high precision micro-gravity survey on the seafloor in order to monitor the injected CO{sub 2}. A repeatability of 5 {micro}Gal in the station averages was observed. This is considerably better than pre-survey expectations. These data will serve as the baseline for time-lapse gravity monitoring of the Sleipner CO{sub 2} injection site. A repeat survey has been scheduled for the summer of 2005. This report covers 3/18/04 to 9/19/04. During this time, we participated in several CO{sub 2} sequestration-related meetings and conferences. On March 29, 2004, we participated in the 2004 Carbon Sequestration Project Review Meeting for the Department of Energy in Pittsburgh, PA. During the week of May 2, 2004, we attended and presented at the Third Annual Conference on Carbon Capture and Sequestration in Alexandria, VA. Finally, during the week of August 8, 2004, we took part in the U.S.-Norway, CO{sub 2} Summer School in Santa Fe, NM. Additional modeling was also completed, examining the seismic velocity pushdown estimates from the gravity models and the expected deformation of the seafloor due to the injected CO{sub 2}.

Solid State NMR Measurements for Preliminary Lifetime Assessments in gamma-Irradiated and Thermally Aged Siloxane Elastomers

Description: Siloxanes have a wide variety of applications throughout the aerospace industry which take advantage of their exceptional insulating and adhesive properties and general resilience. They also offer a wide range of tailorable engineering properties with changes in composition and filler content. They are, however, subject to degradation in radiatively and thermally harsh environments. We are using solid state nuclear magnetic resonance techniques to investigate changes in network and interfacial structure in siloxane elastomers and their correlations to changes in engineering performance in a series of degraded materials. NMR parameters such as transverse ( T{sub 2}) relaxation times, cross relaxation rates, and residual dipolar coupling constants provide excellent probes of changes crosslink density and motional dynamics of the polymers caused by multi-mechanism degradation. The results of NMR studies on aged siloxanes are being used in conjunction with other mechanical tests to provide insight into component failure and degradation kinetics necessary for preliminary lifetime assessments of these materials as well as into the structure-property relationships of the polymers. NMR and MRI results obtained both from high resolution NMR spectrometers as well as low resolution benchtop NMR screening tools will be presented.
