Potential for efficient frequency conversion at high average power using solid state nonlinear optical materials

Description: High-average-power frequency conversion using solid state nonlinear materials is discussed. Recent laboratory experience and new developments in design concepts show that current technology, a few tens of watts, may be extended by several orders of magnitude. For example, using KD*P, efficient doubling (>70%) of Nd:YAG at average powers approaching 100 KW is possible; and for doubling to the blue or ultraviolet regions, the average power may approach 1 MW. Configurations using segmented apertur… more

Amplified-response-spectrum analysis of sodium-water reaction pressure waves. [LMFBR]

Description: This report deals with a frequency spectrum evaluation of the SWAAM I predicted double rupture disc assembly operation pressure wave generated in the LLTR Series II A-2 test. It also evaluates the same wave predicted by the TRANSWRAP II code and the pressure wave actually measured upstream of the rupture disc assembly by the test instrumentation in Test A-2. The SWAAM I and TRANSWRAP II codes currently use the same analytical model to characterize the rupture disc until the disc strikes the kni… more

Solar heating and cooling of buildings: Phase I (non-residential). InterTechnology/Solar Corporation cost/benefit analysis report and supporting opinion survey, commercial buildings. National Solar Demonstration Program, executive summary

Description: A parametric study was performed to provide an estimate of the number of non-residential solar demonstration projects that will be required to start a commercial industry in solar equipment manufacturing, marketing, financing, and installation. An opinion survey was conducted among several experts in the field and results are shown. A techno-economic computer simulation of the solar industry was constructed. This simulation predicts the response of the marketplace to the ERDA program. The compu… more

Computer graphics for extracting information from data. [Various techniques for data display]

Description: Computer graphics which are useful for displaying and analyzing data are presented. Many classical and several newly developed graphical techniques in statistical data analysis are presented for small univariate and multivariate data sets. These include histograms, empirical density functions, pie charts, contour plots, a discriminant analysis display, cluster analysis, Chernoff ''faces,'' and Andrews' sine curves. Recent advances in data collection technology and computer data base management … more

TAN/LOFT 13. 8 KV, 2. 4 KV, and 480 V relay and circuit breaker coordination study

Description: Present overcurrent relay settings are presented and evaluated for adequacy in terms of the updated short circuit analysis. Recommendations are made for new relay and trip device settings to improve coordination. Switchgear ratings are examined against available short circuit currents, and recommendations are made where applicable. Vital MCC-A and B are examined in detail to provide maximum continuity of service for every fault contingency. A recommendation is made to improve the reliability of… more

Colorado State University Program for Developing, Testing, Evaluating and Optimizing Solar Heating and Cooling Systems

Description: The objective is to develop and test various integrated solar heating, cooling and domestic hot water systems, and to evaluate their performance. Systems composed of new, as well as previously tested, components are carefully integrated so that effects of new components on system performance can be clearly delineated. The SEAL-DOE program includes six tasks which have received funding for the 1991--92 fifteen-month period. These include: (1) a project employing isothermal operation of air and l… more

Thermal effects and mirror surface figure requirements for a diagnostic beamline at the Advanced Light Source

Description: An imaging beamline based on a Kirkpatrick-Baez mirror configuration has been designed to image the electron beam in the ALS storage ring, to measure its size and shape. The electron beam emittance will be small ({epsilon}h = 3.4 {times} 10{sup {minus}9} m rad) and the quality of the image is extremely sensitive to surface figure distortion of the mirrors. Thermal distortions and surface temperatures have been calculated for radiatively cooled mirrors of various materials in a search for a simp… more

Sovereign Debt in Advanced Economies: Overview and Issues for Congress

Description: This report discusses sovereign debt, which is also called public debt or government debt, and refers to debt incurred by governments. The first section provides background information on sovereign debt, including why governments borrow, how sovereign debt differs from private debt, why governments repay their debt (or not), and how sovereign debt is measured. The second section examines the shift of concerns over sovereign debt sustainability from emerging markets in the 1990s and 2000s to adv… more

The "Pay Ratio Provision" in the Dodd-Frank Act: Legislation to Repeal It in the 113th Congress

Description: This report provides insight into the debate over the pay provision, the SEC proposal to implement the provision, and legislation to repeal the provision. It does so by (1) examining the debate over whether public company executives are overpaid; (2) describing the pay ratio provision and the SEC proposals to implement it; (3) examining various responses to the pay ratio provision and the proposal to implement them; (4) describing legislation to repeal the provision; and (5) examining the publi… more

Foreign Assistance: Public-Private Partnerships (PPPs)

Description: This report discusses the evolution of private sector involvement in U.S. foreign assistance programs over recent decades, how globalization has driven the modern approach to development partnerships, potential benefits and drawbacks of public-private partnerships (PPPs), and how partnerships are being used by other bilateral donors and multilateral development agencies. The report then discusses partnership-related issues that may be of interest to Congress as part of the foreign assistance au… more

Automatic Continuing Resolutions: Background and Overview of Recent Proposals

Description: This report begins by providing background on the historic frequency of federal funding gaps. Then, four major features of automatic continuing resolution (ACR) proposals since the 1980s -- time frame, funding level, activities, and duration -- are explained. This is followed by a summary of the major arguments for and against the enactment of an ACR. Finally, the last three sections of the report review congressional action that has taken place on ACR proposals, describe ACR proposals that hav… more
