Evaluation and Ranking of Geothermal Resources for Electrical Generation or Electrical Offset in Idaho, Montana, Oregon and Washington. Executive Summary

Description: In 1983, the Bonneville Power Administration contracted for an evaluation and ranking of all geothermal resource sites in the states of Idaho, Montana, Oregon, and Washington which have a potential for electrical generation and/or electrical offset through direct utilization of the resource. The objective of this program was to consolidate and evaluate all geologic, environmental, legal, and institutional information in existing records and files, and to apply a uniform methodology to the evaluation and ranking of all known geothermal sites. This data base would enhance the making of credible forecasts of the supply of geothermal energy which could be available in the region over a 20 year planning horizon. The four states, working together under a cooperative agreement, identified a total of 1,265 potential geothermal sites. The 1,265 sites were screened to eliminate those with little or no chance of providing either electrical generation and/or electrical offset. Two hundred and forty-five of the original 1,265 sites were determined to warrant further study. The Four-State team proceeded to develop a methodology which would rank the sites based upon an estimate of development potential and cost. Development potential was estimated through the use of weighted variables selected to approximate the attributes which a geothermal firm might consider in its selection of a site for exploration and possible development. Resource; engineering; and legal, institutional, and environmental factors were considered. Cost estimates for electrical generation and direct utilization sites were made using the computer programs CENTPLANT, WELLHEAD, and HEATPLAN. Finally, the sites were ranked utilizing a technique which allowed for the integration of development and cost information. 1990 Washington State Directory of Biomass Energy Facilities

Description: This second edition is an update of biomass energy production and use in Washington State for 1989. The purpose of this directory is to provide a listing of known biomass users within the state and some basic information about their facilities. The data can be helpful to persons or organizations considering the use of biomass fuels. The directory is divided into three sections of biomass facilities with each section containing a map of locations and a data summary table. In addition, a conversion table, a glossary and an index are provided in the back of the directory. The first section deals with biogas production from wastewater treatment plants. The second section provides information on the wood combustion facilities in the state. This section is subdivided into two categories. The first is for facilities connected with the forest products industries. The second category include other facilities using wood for energy. The third section is composed of three different types of biomass facilities -- ethanol, municipal solid waste, and solid fuel processing. Biomass facilities included in this directory produce over 64 trillion Btu (British thermal units) per year. Wood combustion facilities account for 91 percent of the total. Biogas and ethanol facilities each produce close to 800 billion Btu per year, MSW facilities produce 1845 billion BTU, and solid fuel processing facilities produce 2321 billion Btu per year. To put these numbers in perspective, Washington's industrial section uses 200 trillion Btu of fuels per year. Therefore, biomass fuels used and/or produced by facilities listed in this directory account for nearly 32 percent of the state's total industrial fuel demand. This is a sizable contribution to the state's energy needs.

1994 Washington State directory of Biomass Energy Facilities

Description: This is the fourth edition of the Washington Directory of Biomass Energy Facilities, the first edition was published in 1987. The purpose of this directory is to provide a listing of and basic information about known biomass producers and users within the state to help demonstrate the importance of biomass energy in fueling our state`s energy needs. In 1992 (latest statistical year), estimates show that the industrial sector in Washington consumed nearly 128 trillion Btu of electricity, nearly 49.5 trillion Btu of petroleum, over 82.2 trillion Btu of natural gas, and over 4.2 trillion Btu of coal. Facilities listed in this directory generated approximately 114 trillion Btu of biomass energy - 93 trillion were consumed from waste wood and spent chemicals. In the total industrial energy picture, wood residues and chemical cooking liquors placed second only to electricity. This directory is divided into four main sections biogas production, biomass combustion, ethanol production, and solid fuel processing facilities. Each section contains maps and tables summarizing the information for each type of biomass. Provided in the back of the directory for reference are a conversion table, a table of abbreviations, a glossary, and an index. Chapter 1 deals with biogas production from both landfills and sewage treatment plants in the state. Biogas produced from garbage and sewage can be scrubbed and used to generate electricity. At the present time, biogas collected at landfills is being flared on-site, however four landfills are investigating the feasibility of gas recovery for energy. Landfill biogas accounted for approximately 6 percent of the total biomass reported. Sewage treatment biogas accounted for 0.6 percent. Biogas generated from sewage treatment plants is primarily used for space and process heat, only one facility presently scrubs and sells methane. Home energy rating system business plan feasibility study in Washington state

Description: In the Fall of 1993, the Washington State Energy Office funded the Washington Home Energy Rating System project to investigate the benefits of a Washington state HERS. WSEO established a HERS and EEM Advisory Group. Composed of mortgage lenders/brokers, realtors, builders, utility staff, remodelers, and other state agency representatives, the Advisory Group met for the first time on November 17, 1993. The Advisory Group established several subcommittees to identify issues and options. During its March 1994 meeting, the Advisory Group formed a consensus directing WSEO to develop a HERS business plan for consideration. The Advisory Group also established a business plan subcommittee to help draft the plan. Under the guidance of the business plan subcommittee, WSEO conducted research on how customers value energy efficiency in the housing market. This plan represents WSEO`s effort to comply with the Advisory Group`s request. Why is a HERS Business Plan necessary? Strictly speaking this plan is more of a feasibility plan than a business plan since it is designed to help determine the feasibility of a new business venture: a statewide home energy rating system. To make this determination decision makers or possible investors require strategic information about the proposed enterprise. Ideally, the plan should anticipate the significant questions parties may want to know. Among other things, this document should establish decision points for action.

On the basis of a developability index, 78 high temperature sites and 120 direct utilization sites were identified as having ''good'' or ''average'' potential for development and should be studied in detail. On the basis of cost, at least 29 of the high temperature sites appear to be technically capable of supporting a minimum total of at least 1000 MW of electrical generation which could be competitive with the busbar cost of conventional thermal generating technologies. Sixty direct utilization sites have a minimum total energy potential of 900+ MW and can be expected to provide substantial amounts of electrical offset at or below present conventional energy prices. Five direct utilization sites and eight high temperature sites were identified with both high development and economic potential. Wind Powering America State Outreach. Final Technical Report: Washington State

Description: The Washington Department of Commerce, via a U.S. Department of Energy grant, supported research into siting and permitting processes for wind projects by Skagit County, Washington. The goal was to help a local government understand key issues, consider how other areas have addressed wind siting, and establish a basis for enacting permitting and zoning ordinances that provided a more predictable permitting path and process for landowners, citizens, government and developers of small and community wind projects. The County?s contractor developed a report that looked at various approaches to wind siting, interviewed stakeholders, and examined technology options. The contractor outlined key issues and recommended the adoption of a siting process. The Skagit County Commission considered the report and directed the Skagit County Planning & Development Services Department to add development of wind guidelines to its work plan for potential changes to development codes.

Alcohol-Fueled Vehicles: An Alternative Fuels Vehicle, Emissions, and Refueling Infrastructure Technology Assessment

Description: Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

An Analysis of Predicted vs Monitored Space Heat Energy Use in 83 Homes

Description: In 1983 the Northwest Power Planning Council (NWPPC) directed the Bonneville Power Administration to create the Residential Standards Demonstration Program to demonstrate actual construction using the Model Conservation Standards (MCS) and to collect cost and thermal data in residential structures. Much information was gained from that program, and as a consequence, the MCS were reevaluated and updated. A second program, the Residential Construction Demonstration Project was created to further investigate residential energy efficiency measures for both cost and thermal performance. The Residential Construction Demonstration Project was administered by the Washington State Energy Office in conjunction with the Idaho Department of Water Resources, the Montana Department of Natural Resources and Conservation, and the Oregon Department of Energy. This analysis is based upon information collected during the first phase of the Residential Construction Demonstration Project (RCDP).

Geothermal : Economic Impacts of Geothermal Development in Skamania County, Washington.

Description: This report estimates the local economic impacts that could be anticipated from the development of a 100 megawatt (MW) geothermal power plant in eastern Skamania County, Washington, near Mt. Adams, as shown in Figure 1. The study was commissioned by the Bonneville Power Administration to quantify such impacts as part of regional confirmation work recommended by the Northwest Power Planning Council. Skamania County was chosen due to both identified geothermal resources and developer interest. The analysis will focus on two phases: a plant construction phase, including well field development, generating plant construction, and transmission line construction; and an operations phase. Economic impacts will occur to the extent that construction and operations affect the local economy. These impacts will depend on the existing structure of the Skamania County economy and estimates of revenues that may accrue to the county as a result of plant construction, operation, and maintenance. Specific impacts may include additional direct employment at the plant, secondary impacts from wage payments being used to purchase locally produced goods and services, and impacts due to expenditures of royalty and tax payments received by the county. The basis for the analysis of economic impacts in this study is the US Forest Service IMPLAN input-output modeling system.

Getting to Code: Economic Costs and Benefits of Developing and Implementing Washington State`s Residential Energy Code, 1983-2003

Description: The nature of residential construction makes it possible to standardize changes in construction practices relatively quickly if they are proven to be easy to implement and are cost-effective. Small increments of energy efficiency in each newly constructed housing unit yield huge systemwide energy savings because large numbers of units are built and they last a long time. For example, about 22,000 electrically heated single and multifamily units were built in Washington in 1992. Although annual expenditures for conservation measures may appear large in their absolute numbers, they are relatively small when viewed against the large, persistent energy savings they produce. An analysis conducted by the Washington State Energy Office (WSEO) that covers the energy conservation efforts for new residential construction in Washington State supports this perspective.

Greenhouse Gas Mitigation Options for Washington State

Description: President Clinton, in 1993, established a goal for the United States to return emissions of greenhouse gases to 1990 levels by the year 2000. One effort established to help meet this goal was a three part Environmental Protection Agency state grant program. Washington State completed part one of this program with the release of the 1990 greenhouse gas emissions inventory and 2010 projected inventory. This document completes part two by detailing alternative greenhouse gas mitigation options. In part three of the program EPA, working in partnership with the States, may help fund innovative greenhouse gas reduction strategies. The greenhouse gas control options analyzed in this report have a wide range of greenhouse gas reductions, costs, and implementation requirements. In order to select and implement a prudent mix of control strategies, policy makers need to have some notion of the potential change in climate, the consequences of that change and the uncertainties contained therein. By understanding the risks of climate change, policy makers can better balance the use of scarce public resources for concerns that are immediate and present against those that affect future generations. Therefore, prior to analyzing alternative greenhouse gas control measures, this report briefly describes the phenomenon and uncertainties of global climate change, and then projects the likely consequences for Washington state.

Commute Trip Reduction in Washington: Base Year Worksite Characteristics and Programs

Description: Employers in Washington`s eight most populous counties are engaged in an effort to reduce their employees` use of single occupant automobiles for commuting. This report documents the status of those employers at the beginning of the Commute Trip Reduction (CTR) program as a basis for evaluating the impacts of the program. The first section provides a brief exploration of the Washington CTR Law and a history of the first steps in its implementation. The second section presents a summary of the characteristics of the worksites affected by the law. The CTR Law calls for reductions in single occupant vehicle (SOV) commuting and in vehicle miles traveled (VMT). The third section of this report presents baseline measurements of SOV and VMT and goals for reducing them. The fourth section provides summary information on the first year of programs employers planned to implement. The final section very briefly outlines actions the Commute Trip Reduction law calls for between 1995 and 1999.

Cost-Effectiveness of Compact Fluorescent Lighting

Description: Compact fluorescent technologies have been steadily improving. There has been increased interest in utilizing compact fluorescents to provide cost-effective energy savings for electric utilities in the residential sector. Several utilities in the United States have already distributed compact fluorescents to consumers free of charge. This study assesses the cost-effectiveness of compact fluorescents from the perspectives of consumers and utilities in the Pacific Northwest, where electricity rates are, on average, the lowest in the United States. The study also assesses cost-effectiveness from a societal perspective. Secondary hearing impacts and the value of reduced emissions of pollutants are incorporated into the analysis. Results indicate that compact fluorescents are more likely to be cost-effective as the perspective upon which they are assessed is broadened. Thus, they are least likely to be viewed as cost-effective by consumers, more likely to be considered cost-effective from a utility perspective, and almost always cost-effective from a societal perspective. Given these differences, is is suggested that policies be developed to capture the societal benefits of compact fluorescent retrofits through alternative regulatory or market mechanisms.

Appliance Analysis: Residential Construction Demonstration Project Cycle 2.

Description: The appliance use of RCDP-2 homes was analyzed to determine whether significant differences existed in houses that had efficient appliances (domestic hot water (DHW) and refrigerators) compared to those with appliances not considered efficient. Specific analyses addressed: (1) DHW and refrigerator appliance end uses; (2) whole house and space heat energy use; and, (3) interaction effects between appliance use and space heating energy use.

Applying Electrical Utility Least-Cost Approach to Transportation Planning

Description: Members of the energy and environmental communities believe that parallels exist between electrical utility least-cost planning and transportation planning. In particular, the Washington State Energy Strategy Committee believes that an integrated and comprehensive transportation planning process should be developed to fairly evaluate the costs of both demand-side and supply-side transportation options, establish competition between different travel modes, and select the mix of options designed to meet system goals at the lowest cost to society. Comparisons between travel modes are also required under the Intermodal Surface Transportation Efficiency Act (ISTEA). ISTEA calls for the development of procedures to compare demand management against infrastructure investment solutions and requires the consideration of efficiency, socioeconomic and environmental factors in the evaluation process. Several of the techniques and approaches used in energy least-cost planning and utility peak demand management can be incorporated into a least-cost transportation planning methodology. The concepts of avoided plants, expressing avoidable costs in levelized nominal dollars to compare projects with different on-line dates and service lives, the supply curve, and the resource stack can be directly adapted from the energy sector.

Energy Life Cycle Cost Analysis: Guidelines for Public Agencies

Description: The State of Washington encourages energy-efficient building designs for public agencies. The Washington State Energy Office (WSEO) supports this goal by identifying advances in building technology and sharing this information with the design community and public administrators responsible for major construction projects. Many proven technologies can reduce operating costs-and save energy-to an extent that justifies some increases in construction costs. WSEO prepared these Energy Life Cycle Cost Analysis (ELCCA) guidelines for the individuals who are responsible for preparing ELCCA submittals for public buildings. Key terms and abbreviations are provided in Appendix A. Chapters 1 and 2 serve as an overview-providing background, defining energy life cycle cost analysis, explaining which agencies and projects are affected by the ELCCA requirements, and identifying changes to the guidelines that have been made since 1990. Mixed waste paper to ethanol fuel

Description: The objectives of this study were to evaluate the use of mixed waste paper for the production of ethanol fuels and to review the available conversion technologies, and assess developmental status, current and future cost of production and economics, and the market potential. This report is based on the results of literature reviews, telephone conversations, and interviews. Mixed waste paper samples from residential and commercial recycling programs and pulp mill sludge provided by Weyerhauser were analyzed to determine the potential ethanol yields. The markets for ethanol fuel and the economics of converting paper into ethanol were investigated.

Washington State Biomass Data Book

Description: This is the first edition of the Washington State Biomass Databook. It assess sources and approximate costs of biomass fuels, presents a view of current users, identifies potential users in the public and private sectors, and lists prices of competing energy resources. The summary describes key from data from the categories listed above. Part 1, Biomass Supply, presents data increasing levels of detail on agricultural residues, biogas, municipal solid waste, and wood waste. Part 2, Current Industrial and Commercial Use, demonstrates how biomass is successfully being used in existing facilities as an alternative fuel source. Part 3, Potential Demand, describes potential energy-intensive public and private sector facilities. Washington State Department of Transportation Energy Efficiency Guidelines for Small Buildings

Description: This document provides energy efficiency guidelines for the construction and remodel of small buildings owned by the Washington State Department of Transportation (DOT). For the purpose of these guidelines {open_quotes}small buildings{close_quotes} are defined as those under 25,000 square feet. However, many of the guidelines can also be used for larger buildings. DOT is responsible for 641 buildings totaling 2.2 million square feet and consuming approximately $1,087,500 dollars in energy costs each year. Building types covered by these guidelines are small offices, shop buildings, and heated and unheated storage. These building types can be expected to vary greatly in both the distribution and magnitude of energy use.
