FY 1986 current fiscal year work plan

Description: This Current Year Work Plan presents in detail a description of the activities to be performed by the Joint Integration Office/RI during FY86. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO/RI by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO/RI tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance development, task monitoring, task progress information gathering and reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of reports for DOE detailing program status. Program Analysis is performed by the JIO/RI to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. These analyses include short term analyses in response to DOE information requests, along with performing an RH Cost/Schedule Optimization report. System models will be developed, updated, and upgraded as needed to enhance JIO/RI's capability to evaluate the adequacy of program efforts in various fields. A TRU program data base will be maintained and updated to provide DOE with timely responses to inventory related questions.

Fiscal year 1986 program plan for the Defense Transuranic Waste Program (DTWP)

Description: The Defense TRU Waste Program (DTWP) is the focal point for the Department of Energy is national planning, integration, and technical development for TRU waste management. The scope of this program extends from the point of TRU waste generation through delivery to a permanent repository. The TRU program maintains a close interface with repository development to ensure program compatibility and coordination. The defense TRU program does not directly address commercial activities that generate TRU waste. Instead, it is concerned with providing alternatives to manage existing and future defense TRU wastes. The FY 86 Program Plan is consistent with the Defense TRU Waste Program goals and objectives stated in the Defense Transuranic Waste Program Strategy Document, January 1984. The roles of participants, the responsibilities and authorities for Research Development (R D), the organizational interfaces and communication channels for R D and the establishment of procedures for planning, reporting, and budgeting of all R D activities meet requirements tated in the Technical Management Plan for the Transuranic Waste Management Program. The Program Plan is revised as needed. Detailed budget planning (i.e., programmatic funding and capital equipment) is presented for FY 86; outyear budget projections are presented for future years.

Proceedings of the second FY87 meeting of the National Working Group for Reduction in Transuranic Waste Arisings

Description: The Second FY87 Meeting of the National Working Group for Reduction in Transuranic Waste Arisings (NWGRTWA) was held at the Lawrence Livermore National Laboratory, Tuesday and Wednesday, July 28--29, 1987. The purpose of the meeting was to discuss (1) modeling programs for waste reduction, (2) proposed FY88 and out-year tasks including the SRL Pu incineration, immobilization improvement, erbia coating technology, and (3) improvements in up-stream recovery operations to effect waste reduction. In addition, tours were made of the LLNL Waste Operations, the Laser Fusion (NOVA), and the Magnetic Fusion (MFTF).

Proceedings of the US DOE/UK AEA Workshop on Facility Design

Description: This document contains the proceeding of a Workshop on Facility Design that was held between the United States Department of Energy and the United Kingdom Atomic Energy Authority, Albuquerque, New Mexico, October 27--29, 1986. The intention of the workshop was to display relevant design criteria and to demonstrate for various US and UK facilities, current and projected criteria and how these criteria have been satisfied by facility design. Proposed TRUPACT-2 criteria for gas generation

Description: For the purpose of providing recommended design assumptions for TRUPACT-2, gas generation within the TRU waste containers and the potential effects resulting from the absence of continuous venting of the TRUPACT-2 are considered in this report. The recommended assumptions are based on the best current state of knowledge to conservatively represent the potential gas generation loads for the TRUPACT-2.

Support of International Waste Management Agreements in the field of TRU Waste Management

Description: The USDOE has implemented technical information exchange agreements in the field of TRU waste management with the United Kingdom, Federal Republic of Germany, Japan, and France. This has been done in an effort to minimize research and development costs, and ensured maximum safety to man and the environment during waste handling and disposal. Reduced waste generation, FY 1986

Description: The United States Department of Energy is committed to the principles of minimizing the quantity and transuranic content of its transuranium (TRU) waste being generated at its nuclear facilities. The reasons are to reduce costs associated with waste handling and disposal, and also to reduce radiation exposure to workers and risk for radionuclide release to man and the environment. The purpose of this document is to provide the USDOE with a plan of research and development tasks for waste minimization, and is prepared so as to provide the maximum impact on volumes based on cost/benefit factors. The document is to be updated annually or as needed to reflect current and future tasks. The Reduced Waste Generation (RWG) tasks encompass a wide range of activities with the principal goals of (1) preventing the generation of waste and (2) converting TRU waste into low-level wastes (LLW) by sorting or decontamination. Concepts for reducing the volume such as in incineration and compaction are considered within the discipline of Reduced Waste Generation, but are considered as somewhat developed technology with only a need for implementation. 33 refs.

Reduced waste generation technical work plan

Description: The United States Department of Energy has established policies for avoiding plutonium losses to the waste streams and minimizing the generation of wastes produced at its nuclear facilities. This policy is evidenced in DOE Order 5820.2, which states Technical and administrative controls shall be directed towards reducing the gross volume of TRU waste generated and the amount of radioactivity in such waste.'' To comply with the DOE directive, the Defense Transuranic Waste Program (DTWP) supports and provides funding for specific research and development tasks at the various DOE sites to reduce the generation of waste. This document has been prepared to give an overview of current and past Reduced Waste Generation task activities which are to be based on technical and cost/benefit factors. The document is updated annually, or as needed, to reflect the status of program direction. Reduced Waste Generation (RWG) tasks encompass a wide range of goals which are basically oriented toward (1) avoiding the generation of waste, (2) changing processes or operations to reduce waste, (3) converting TRU waste into LLW by sorting or decontamination, and (4) reducing volumes through operations such as incineration or compaction.

Joint Integration Office Independent Review Committee annual report, 1985

Description: Comprised of seven persons with extensive experience in the issues of nuclear waste, the Independent Review Committee (IRC) provides independent and objective review of Defense Transuranic Waste Program (DTWP) activities managed by the Joint Integration Office (JIO), formerly the Defense Transuranic Waste Lead Organization (TLO). The Committee is ensured a broad, interdisciplinary perspective since its membership includes representatives from the fields of nuclear engineering, nuclear waste transportation, industrial quality control, systems and environmental engineering and state and local government. The scope of IRC activities includes overall review of specific TLO plans, projects and activities, and technical review of particular research and development projects. The Committee makes specific suggestions and recommendations based upon expertise in the field of TRU Waste Management. The IRC operates as a consulting group, under an independent charter providing objective review of program activities. This report summarizes the 12 major topics reviewed by the committee during 1985.

TRU waste lead organization -- WIPP Project Office Interface Management semi-annual report

TRU Waste Management Program cost/schedule optimization analysis

Description: The cost/schedule optimization task is a necessary function to insure that program goals and plans are optimized from a cost and schedule aspect. Results of this study will offer DOE information with which it can establish, within institutional constraints, the most efficient program for the long-term management and disposal of contact handled transuranic waste (CH-TRU). To this end, a comprehensive review of program cost/schedule tradeoffs has been made, to identify any major cost saving opportunities that may be realized by modification of current program plans. It was decided that all promising scenarios would be explored, and institutional limitations to implementation would be described. Since a virtually limitless number of possible scenarios can be envisioned, it was necessary to distill these possibilities into a manageable number of alternatives. The resultant scenarios were described in the cost/schedule strategy and work plan document. Each scenario was compared with the base case: waste processing at the originating site; transport of CH-TRU wastes in TRUPACT; shipment of drums in 6-Packs; 25 year stored waste workoff; WIPP operational 10/88, with all sites shipping to WIPP beginning 10/88; and no processing at WIPP. Major savings were identified in two alternate scenarios: centralize waste processing at INEL and eliminate rail shipment of TRUPACT. No attempt was made to calculate savings due to combination of scenarios. 1 ref., 5 figs., 1 tab. (MHB)

TRUPACT-1 implementation plan

Description: TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

Defense Remote Handled Transuranic Waste Cost/Schedule Optimization Study

Description: The purpose of this study is to provide the DOE information with which it can establish the most efficient program for the long management and disposal, in the Waste Isolation Pilot Plant (WIPP), of remote handled (RH) transuranic (TRU) waste. To fulfill this purpose, a comprehensive review of waste characteristics, existing and projected waste inventories, processing and transportation options, and WIPP requirements was made. Cost differences between waste management alternatives were analyzed and compared to an established baseline. The result of this study is an information package that DOE can use as the basis for policy decisions. As part of this study, a comprehensive list of alternatives for each element of the baseline was developed and reviewed with the sites. The principle conclusions of the study follow. A single processing facility for RH TRU waste is both necessary and sufficient. The RH TRU processing facility should be located at Oak Ridge National Laboratory (ORNL). Shielding of RH TRU to contact handled levels is not an economic alternative in general, but is an acceptable alternative for specific waste streams. Compaction is only cost effective at the ORNL processing facility, with a possible exception at Hanford for small compaction of paint cans of newly generated glovebox waste. It is more cost effective to ship certified waste to WIPP in 55-gal drums than in canisters, assuming a suitable drum cask becomes available. Some waste forms cannot be packaged in drums, a canister/shielded cask capability is also required. To achieve the desired disposal rate, the ORNL processing facility must be operational by 1996. Implementing the conclusions of this study can save approximately $110 million, compared to the baseline, in facility, transportation, and interim storage costs through the year 2013. 10 figs., 28 tabs.

Defense Special Case Transuranic Waste Implementation Plan

Description: The purpose of the Special Case Implementation Plan (SCIP) is to establish a comprehensive plan for the efficient long-term management and disposal of defense special case (SC) transuranic (TRU) waste. To fulfill this purpose, a review of SC waste management strategies (at both the site-specific and TRU program levels), waste characteristics and inventories, processing and transportation options, and disposal requirements was made. This review provides a plan for implementing policy decisions and useful information for making those decisions. The SCIP is intended to provide a baseline plant to which alternate plans can be compared. General potential alternatives are provided for future consideration when data concerning facility availability and costs are better defined. Milestones for the SC Implementation Plan are included which summarize each SC waste site. The cost of implementing the SC program has an upper limit of $89 million for the worst case scenario. The actual cost of implementation could be dramatically lower than the worst case figure. 15 refs., 3 figs., 12 tabs.
