Ross Hazardous and Toxic Materials Handling Facility: Environmental Assessment.

Description: The Bonneville Power Administration (BPA) owns a 200-acre facility in Washington State known as the Ross Complex. Activities at the Ross Complex routinely involve handling toxic substances such as oil-filled electrical equipment containing polychlorinated biphenyls (PCBs), organic and inorganic compounds for preserving wood transmission poles, and paints, solvents, waste oils, and pesticides and herbicides. Hazardous waste management is a common activity on-site, and hazardous and toxic substances are often generated from these and off-site activities. The subject of this environmental assessment (EA) concerns the consolidation of hazardous and toxic substances handling at the Complex. This environmental assessment has been developed to identify the potential environmental impacts of the construction and operation of the proposal. It has been prepared to meet the requirements of the National Environmental Policy Act (NEPA) to determine if the proposed action is likely to have a significant impact on the environment. In addition to the design elements included within the project, mitigation measures have been identified within various sections that are now incorporated within the project. This facility would be designed to improve the current waste handling practices and to assist BPA in meeting Federal and state regulations.

Bonneville Power Administration 1991 site environmental report

Description: In 1991, in order to provide BPA's management with environmental information for decision making, and to comply with the National Environmental Policy Act (NEPA) of 1969, BPA completed 15 environmental impact evaluations and decision documents, with many more in progress. BPA received the results of two US Department of Energy (DOE) environmental management audits, which noted areas for improvement in our operations. We completed Action Plans in response to each DOE report. We received one administrative complaint from the US Environmental Protection Agency (EPA) concerning a 1990 spill in Arlington, Oregon, caused by a BPA subcontractor. BPA responded promptly to EPA's findings and concerns. There were 32 new spill/release incidents, most involving failure of Polychlorinated biphenyl (PCB) capacitors. Cleanup of these spills/releases has proceeded satisfactorily. BPA continued vigorous efforts to clean up substations contaminated with residuals of oil and PCB from past spills. BPA took several actions to improve our environmental performance with respect to water quality. The BPA environmental team developed a long-term schedule for environmental appraisals and audits, identifying facilities and projects that will receive audits through 1996.

Sharp-Tailed Grouse and Pygmy Rabbit Wildlife Mitigation Project : Final Environmental Assessment.

Description: The Proposed Action is needed to protect and enhance shrub-steppe and riparian habitat for sharp-tailed grouse (Tympanuchus phasianellus columbianus), Pygmy rabbits (Brachylagus idahoensis), and other indigenous wildlife species. The purpose of the Proposed Action is to compensate, in part, for wildlife habitat lost from the construction of Grand Coulee Dam and the inundation of Lake Roosevelt. Bonneville Power Administration proposes to fund management agreements, conservation easements, acquisition of fee title, or a combination of these on as many as 29,000 acres in Lincoln and Douglas Counties to improve shrub-steppe and riparian habitat for sharp-tailed grouse and pygmy rabbits. The BPA also proposes to fund habitat improvements (enhancements) on project lands including existing public lands. Proposed habitat treatments would include control of grazing; planting of native trees, shrubs, forbs and grasses; protection of wetlands and streambanks; herbicide use; fire prescriptions; and wildfire suppression. Proposed management activities may include predator control, population introductions, and control of crop depredation.

Operating Years 1993 Through 1995 Power Purchases : Final Environmental Assessment.

Description: Bonneville Power Administration (BPA) is obligated to supply electric power to its contractual customers. Based on a forecast of growing customer loads and assuming Critical Period water conditions in the Columbia River Basin, BPA is planning to meet a firm energy deficit during the four operating years (OY) 1992 through 1995, i.e., August 1991 through July 1995. BPA has executed several power purchase agreements to cover the projected OY 1992 deficit. The proposed action is to extend two existing one-year power purchase agreements for an additional three years to cover the four-year Critical Period energy deficit. The extension of these two one-year power purchase agreements would: (1) increase BPA's firm energy load-carrying capability; (2) allow BPA to meet its firm energy contractual commitments over the remaining three years of the four-year Critical Period from August 1, 1992, to July 31, 1995; (3) provide flexibility for BPA's use of hydroelectric resources over the Critical Period; and (4) increase system reliability. Under Critical Period water conditions, absent the proposed action, projected loads would exceed the capability of the Federal power system to serve those loads. The purpose of BPA's proposed action is to assure consistency with its statutory responsibilities, including those found in the Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act).

Blue Creek Winter Range : Wildlife Mitigation Project : Final Environmental Assessment.

Description: Bonneville Power Administration (BPA) proposes to fund that portion of the Washington Wildlife Agreement pertaining to the Blue Creek Winter Range Wildlife Mitigation Project (Project) in a cooperative effort with the Spokane Tribe, Upper Columbia United Tribes, and the Bureau of Indian Affairs (BIA). If fully implemented, the proposed action would allow the sponsors to protect and enhance 2,631 habitat units of big game winter range and riparian shrub habitat on 2,185 hectares (5,400 acres) of Spokane Tribal trust lands, and to conduct long term wildlife management activities within the Spokane Indian Reservation project area. This Final Environmental Assessment (EA) examines the potential environmental effects of securing land and conducting wildlife habitat enhancement and long term management activities within the boundaries of the Spokane Indian Reservation. Four proposed activities (habitat protection, habitat enhancement, operation and maintenance, and monitoring and evaluation) are analyzed. The proposed action is intended to meet the need for mitigation of wildlife and wildlife habitat adversely affected by the construction of Grand Coulee Dam and its reservoir.

Antelope-Fossil Rebuild Project : Environmental Assessment.

Description: The Columbia Power Cooperative Association (CPCA), Monument, Oregon, proposes to upgrade a 69-kV transmission line in Wasco and Wheeler Counties, Oregon, between the Antelope Substation and the Bonneville Power Administration's (BPA) Fossil Substation. The project involves rebuilding and reconductoring 23.2 miles of transmission line, including modifying it for future use at 115 kV. Related project activities will include setting new wood pole structures, removing and disposing of old structures, conductors, and insulators, and stringing new conductor, all within the existing right-of-way. No new access roads will be required. A Borrower's Environmental Report was prepared for the 1992--1993 Work Plan for Columbia Power Cooperative Association in March 1991. This report investigated cultural resources, threatened or endangered species, wetlands, and floodplains, and other environmental issues, and included correspondence with appropriate Federal, state, and local agencies. The report was submitted to the Rural Electrification Administration for their use in preparing their environmental documentation for the project.

ASHRAE Standard 62-1989: Energy, Cost, and Program Implications.

Description: ASHRAE Standard 62-1989 (Standard 62-89) Ventilation for Acceptable Indoor Air Quality'' is the new heating, ventilating, and air-conditioning (HVAC) industry consensus for ventilation air in commercial buildings. Bonneville Power Administration (Bonneville) references ASHRAE Standard 62-81 (the predecessor to Standard 62-89) in their current environmental documents for required ventilation rates. Through its use, it had become evident to Bonneville that Standard 62-81 needed interpretation. Now that the revised Standard (Standard 62-89) is available, its usefulness needs to be evaluated. Based on current information and public comment, the American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE) revised Standard 62-1981 to Standard 62-89. Bonneville's study estimated the energy and cost implications of ASHRAE Standard 62-89 using simulations based on DOE-2.1D, a computer simulation program which estimates building use hourly as a function of building characteristics and climatic location. Ten types of prototypical commercial buildings used by Bonneville for load forecasting purposes were examined: Large and Small Office, Large and Small Retail, Restaurant, Warehouse, Hospital, Hotel, School, and Grocery. These building characterizations are based on survey and energy metering data and represent average or typical construction and operation practices and mechanical system types. Prototypical building ventilation rates were varied in five steps to estimate the impacts of outside air on building energy use. 11 refs., 14 tabs.

Site Specific Verification Guidelines.

Description: The Bonneville Power Administration (BPA) and the Northwest region have moved from energy surplus to a time when demand for energy is likely to exceed available supplies. The Northwest Power Planning Council is calling for a major push to acquire new resources.'' To meet anticipated loads in the next decade, BPA and the region must more than double that rate at which we acquire conservation resources. BPA hopes to achieve some of this doubling by programs independently designed and implemented by utilities and other parties without intensive BPA involvement. BPA will accept proposals for programs using performance-based payments, in which BPA bases its reimbursement to the sponsor on measured energy savings rather than program costs. To receive payment for conservation projects developed under performance-based programs, utilities and other project developers must propose verification plans to measure the amount of energy savings. BPA has traditionally used analysis of billing histories, before and after measure installation, adjusted by a comparison group on non-participating customers to measure conservation savings. This approach does not work well for all conversation projects. For large or unusual facilities the comparison group approach is not reliable due to the absence of enough comparable non-participants to allow appropriate statistical analysis. For these facilities, which include large commercial and institutional buildings, industrial projects, and complex combinations of building types served by a single utility meter, savings must be verified on a site-specific basis. These guidelines were written to help proposers understand what Bonneville considers the important issues in site specific verification of conservation performance. It also provides a toolbox of methods with guidance on their application and use. 15 refs.

1991 Pacific Northwest Loads and Resources Study, Technical Appendix: Volume 1.

Description: This publication provides detailed documentation of the load forecast scenarios and assumptions used in preparing BPA's 1991 Pacific Northwest Loads and Resources Study (the Study). This is one of two technical appendices to the Study; the other appendix details the utility-specific loads and resources used in the Study. The load forecasts and assumption were developed jointly by Bonneville Power Administration (BPA) and Northwest Power Planning Council (Council) staff. This forecast is also used in the Council's 1991 Northwest Conservation and Electric Power Plan (1991 Plan).

1991 Pacific Northwest Loads and Resources Study.

Description: This study establishes the Bonneville Power Administration's (BPA) planning basis for supplying electricity to BPA customers. The Loads and Resources Study is presented in three documents: (1) this summary of federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. This analysis updates our 1990 study. BPS's long-range planning incorporates resource availability with a range of forecasted electrical consumption. The forecasted future electrical demands-firm loads--are subtracted from the projected capability of existing resources to determine whether BPA and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, then additional conservation, contract purchases, or generating resources will be needed to meet load growth. This study analyzes the Pacific Northwest's projected loads and available generating resources in two parts: (1) the loads and resources of the federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional profile, which includes loads and resources in addition to the federal system. This study presents the federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for 1992- 2012.

Puget Sound Area Electric Reliability Plan : Draft Environmental Impact State.

Description: The Puget Sound Area Electric Reliability Plan Draft Environmental Impact Statement (DEIS) identifies the alternatives for solving a power system problem in the Puget Sound area. This Plan is undertaken by Bonneville Power Administration (BPA), Puget Sound Power Light, Seattle City Light, Snohomish Public Utility District No. 1 (PUD), and Tacoma Public Utilities. The Plan consists of potential actions in Puget Sound and other areas in the State of Washington. A specific need exists in the Puget Sound area for balance between east-west transmission capacity and the increasing demand to import power generated east of the Cascades. At certain times of the year, there is more demand for power than the electric system can supply in the Puget Sound area. This high demand, called peak demand, occurs during the winter months when unusually cold weather increases electricity use for heating. The existing power system can supply enough power if no emergencies occur. However, during emergencies, the system will not operate properly. As demand grows, the system becomes more strained. To meet demand, the rate of growth of demand must be reduced or the ability to serve the demand must be increased, or both. The plan to balance Puget Sound's power demand and supply has these purposes: The plan should define a set of actions that would accommodate ten years of load growth (1994--2003). Federal and State environmental quality requirements should be met. The plan should be consistent with the plans of the Northwest Power Planning Council. The plan should serve as a consensus guideline for coordinated utility action. The plan should be flexible to accommodate uncertainties and differing utility needs. The plan should balance environmental impacts and economic costs. The plan should provide electric system reliability consistent with customer expectations. 29 figs., 24 tabs.

Initial Results in the Use of Prony Methods to Determine the Damping and Modal Composition of Power System Dynamic Response Signals.

Description: Prony analysis is an emerging method that extends Fourier analysis by directly estimating the frequency, damping, strength, and relative phase of modal components present in a given signal. This is precisely the kind of information that power system engineers would like to extract from transient stability program (TSP) simulations and from large-scale system tests or disturbances. A tool of this sort would be particularly valuable for TSP output analysis, where it promises to provide: parametric summaries for damping studies (data compression), quantified information for adjusting remedial controls (sensitivity analysis and performance evaluation), insight into modal interaction mechanisms (modal analysis), reduced simulation times for damping evaluation (prediction). These considerations lead BPA to produce the interactive FORTRAN programs TRANSCIENT and DTRANSCIENT. The objectives are to evaluate the method, to revise the code for utility applications, and to fortify both for use with larger models. Polynomial rooting, a critical and numerically demanding task, is now accomplished by a routine (QPOLY) that was extracted from the NASA program SAMSAN and converted to quadruple precision. The revised DTRANSCIENT is now accessed as a subroutine, PRSPAK. For batch use PRSPAK has been converted to a more comprehensive program, SIGPAKZ. This report presents early results in the application of Prony analysis to power system problems. Key objectives are to: provide a brief mathematical description of Prony analysis, report on progress in applying and evaluating SIGPAKZ, outline the development status of the Prony code itself and needed enhancements to it. 21 refs., 12 figs.

Environmental Assessment : Squawfish Management Program : Final.

Description: Bonneville Power Administration (BPA) proposes to decrease the number of northern squawfish (Ptychocheilus oregonensis) in reservoirs in the Columbia River system. The goal of the Squawfish Management Program is to reduce losses of outmigrating juvenile salmon and steelhead (salmonids) to northern squawfish predation. The objective is to reduce the number of northern squawfish that feed on juvenile salmonids (smolts) by 10 to 20 percent to alter the age and size structure of the northern squawfish population. The hypothesis, based on computer modeling, indicates that sustained northern squawfish harvest (5 to 10 years) and the resultant population restructuring may reduce losses of juvenile salmonids to predation by up to 50 percent or more within 10 years. The proposed action would target northern squawfish 11 inches and longer, the size in which northern squawfish being preying significantly on juvenile salmonids. BPA proposes to fund three types of fisheries to harvest northern squawfish. BPA also proposes to fund monitoring activities of these fisheries to determine whether desired or other results occur. The three fisheries methods proposed are: (1) commercial Tribal fishing; (2) sport reward fishing; and (3) fishing from restricted areas of each dam ( dam angling''). These fisheries were tested in 1990 and 1991.

Puget Sound area electric reliability plan

Description: Various conservation, load management, and fuel switching programs were considered as ways to reduce or shift system peak load. These programs operate at the end-use level, such as residential water heat. Figure D-1a shows what electricity consumption for water heat looks like on normal and extreme peak days. Load management programs, such as water heat control, are designed to reduce electricity consumption at the time of system peak. On the coldest day in average winter, system load peaks near 8:00 a.m. In a winter with extremely cold weather, electricity consumption increases fr all hours, and the system peak shifts to later in the morning. System load shapes in the Puget Sound area are shown in Figure D-1b for a normal winter peak day (February 2, 1988) and extreme peak day (February 3, 1989). Peak savings from any program are calculated to be the reduction in loads on the entire system at the hour of system peak. Peak savings for all programs are measured at 8:00 a.m. on a normal peak day and 9:00 a.m. on an extreme peak day. On extremely cold day, some water heat load shifts to much later in the morning, with less load available for shedding at the time of system peak. Models of hourly end-use consumption were constructed to simulate the impact of conservation, land management, and fuel switching programs on electricity consumption. Javelin, a time-series simulating package for personal computers, was chosen for the hourly analysis. Both a base case and a program case were simulated. 15 figs., 7 tabs.

Puget Sound Area Electric Reliability Plan. Appendix E: Transmission Reinforcement Analysis : Draft Environmental Impact Statement.

Description: Five transmission line options and several reactive (voltage support) options are presently being considered as possible solutions to the PSAERP by the Transmission Team. The first two line options would be built on new rights-of way adjacent (as much as possible) to existing corridors. The reactive options would optimize the existing transmission system capability by adding new stations for series capacitors and/or switchgear. The other three line options are rebuilds or upgrades of existing cross mountain transmission lines. These options are listed below and include a preliminary assessment of the additional transmission system reinforcement required to integrate the new facilities into the existing transmission system. These options were derived from earlier study work that was summarized in Puget Sound Reinforcement Transmission Options'' and New Cross Mountain Transmission Line Alternative: The Crosstie'', which are attached. The initial Transmission Options study report recognized the value to system performance of adding an entirely new circuit rather than rebuilding an existing one. However, siting realities require that rebuild options be considered. Typically, the most attractive rebuild options would be the lowest capacity (lowest voltage) circuits. But because of corridor location, length and terminal proximity, the rebuild options listed below appear to be the most promising. Schematic diagrams and QV Curves of each option are also attached. It should be noted that Snoqualmie and Echo Lake refer to the same station east of Puget Sound and Naneum and Kittitas refer to the same station in the Ellensburg area. 100 figs., 20 tabs.

Marion Industrial Substation Project : Environmental Assessment.

Description: Consumers Power, Inc. (CPI), proposes to construct a new distribution substation under the existing Bonneville Power Administration (BPA) Albay-Lebanon transmission line near the city of Albany in Linn County, Oregon. BPA is proposing to grant a new Point of Delivery to CPI at this substation. The purpose of the project is to serve the developing industrial needs in the Marion Industrial Park and on the 550 acres of nearby land within CPI's service area that are zoned for residential use. CPI prepared, and the Rural Electrification Administration (REA) has approved a Borrower's Environmental Report (BER) which addresses this action along with several other proposed projects in the CPI service area. Portions of this BER are summarized in this brief EA. BPA is preparing its own EA since Department of Energy National Environmental Policy Act (NEPA) guidelines require additional environmental concerns to be addressed than are required by REA's NEPA guidelines.

Kalispell Maintenance Headquarters Project : Environmental Assessment.

Description: The facilities needed to maintain and repair Bonneville Power Administration (BPA's) electrical equipment in northwest Montana are currently in two locations: A maintenance headquarters at the Kalispell Substation, and a temporary leased facility south of Kalispell. The present situation is not efficient. There is not enough space to accommodate the equipment needed at each site, and coordination and communication between the two sites is difficult. Also, two sites means duplication of equipment and facilities. BPA needs a single, centralized facility that would efficiently accommodate all the area's maintenance activities and equipment. BPA proposes to build a maintenance headquarters facility consisting of 2 to 4 single-story buildings totaling about 35,000 square feet (office spaces and workshop areas); an open-ended vehicle storage building (carport style); a fenced-in storage year; a storage building for flammables, herbicides, and hazardous wastes; and a parking lot. The facility would require developing about 6 to 10 acres of land. Two sites are being considered for the proposed project (see the attached map for locations). This report is the environmental assessment of the two options.

Puget Sound Area Electric Reliability Plan. Appendix B : Local Generation Evaluation : Draft Environmental Impact Statement.

Description: The information and data contained in this Appendix was extracted from numerous sources. The principle sources used for technical data were Bonneville Power Administration's 1990 Resource Program along with its technical appendix, and Chapter 8 of the Draft 1991 Northwest Conservation and Electric Power Plan. All cost data is reported 1988 dollars unless otherwise noted. This information was supplemented by other data developed by Puget Sound utilities who participated on the Local Generation Team. Identifying generating resources available to the Puget Sound area involved a five step process: (1) listing all possible resources that might contribute power to the Puget Sound area, (2) characterizing the technology/resource status, cost and operating characteristics of these resources, (3) identifying exclusion criteria based on the needs of the overall Puget Sound Electric Reliability Plan study, (4) applying these criteria to the list of resources, and (5) summarizing of the costs and characteristics of the final list of resources. 15 refs., 20 tabs.

Puget Sound Area Electric Reliability Plan : Scoping Summary Report - Part B Preliminary Technical Analysis Appendix A.

Description: This report describes in general terms the nature of the voltage instability problem facing the Puget Sound area. The following two chapters cover the technical aspects of the problem. It deals with load growth, the root cause of the problem. Also addressed is the capacity of the current power system and the criteria for future system planning. It also explains the technical results of transmission system modeling which confirm the system's vulnerability to voltage instability, the principal symptom of the problem. The results of the scoping process in each of the four measure categories are presented. Included are lists of all options identified, a discussion of the screening criteria, and descriptions of the measures that survived the screening process and are proposed for further evaluation in Phase 2. We discuss the evaluation methodology which will be used to refine the analyses. The next steps in the planning process are outlined. It also describes the short term operational agreements that will assure continued reliable service until a long term solution is in place. 8 figs., 22 tabs.

Puget Sound Area Electric Reliability Plan. Appendix C : Economic and Technical Evaluation.

Description: In this Appendix, the study framework and evaluation for economic and technical factors are explained. This material documents the analysis performed for Section 4.8 of the EIS. Coupled with the environmental analysis, the evaluation factors described below will be used to judge the relative merits of our four alternatives: alternative strategies: 1 - transmission line, 2 - voltage support, 3 - demand reduction, 4 - combustion turbines. The evaluation factors include measures of economic impacts, risk, and social responsibility. For simplicity, this study assumes that the Puget Sound area is served by a single utility. Therefore, no distinction is made between private and public utilities or load served by BPA and load served by utility-owned generation. In addition, where appropriate, costs incurred by consumers are included as well as utility costs. This study has two relevant time periods. The analysis continues beyond 2003 through 2010 in order to adequately capture the costs and benefits of actions taken through 2003. 1992 Conversion Resources Supply Document

Description: In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

1992 Resource Program, 10 Year Plan : Draft II.

Description: The Resource Program is the Bonneville Power Administration's primary process for deciding how to meet future electricity resource needs, how much new resources to develop, which types of resources to acquire or option and how to go about acquiring them, and how much BPA will have to spend for these resources. Recognizing that BPA must make a long-term commitment to acquiring conservation effectively, the 1992 Resource Program outlines a 10-year plan. Draft 2 of the 1992 Resource Program provides a framework for discussing the funding levels proposed in the Programs in Perspective (PIP) process. Previous final resource programs have been released prior to the PIP process. This version of the Resource Program recognizes that the PIP discussions are an integral part of the resource decision-making process and, therefore, it will be finalized after PIP.

Air-Leakage Control Manual.

Description: This manual is for builders and designers who are interested in building energy-efficient homes. The purpose of the manual is to provide the how and why'' of controlling air leakage by means of a system called the Simple Caulk and Seal'' (SIMPLE{center dot}CS) system. This manual provides an overview of the purpose and contents of the manual; It discusses the forces that affect air leakage in homes and the benefits of controlling air leakage. Also discussed are two earlier approaches for controlling air leakage and the problems with these approaches. It describes the SIMPLE-{center dot}CS system. It outlines the standard components of the building envelope that require sealing and provides guidelines for sealing them. It outlines a step-by-step procedure for analyzing and planning the sealing effort. The procedure includes (1) identifying areas to be sealed, (2) determining the most effective and convenient stage of construction in which to do the sealing, and (3) designating the appropriate crew member or trade to be responsible for the sealing.
