Strategic plan for infrastructure optimization

Description: This document represents Fluor Daniel Hanford`s and DynCorp`s Tri-Cities Strategic Plan for Fiscal Years 1998--2002, the road map that will guide them into the next century and their sixth year of providing safe and cost effective infrastructure services and support to the Department of Energy (DOE) and the Hanford Site. The Plan responds directly to the issues raised in the FDH/DOE Critical Self Assessment specifically: (1) a strategy in place to give DOE the management (systems) and physical infrastructure for the future; (2) dealing with the barriers that exist to making change; and (3) a plan to right-size the infrastructure and services, and reduce the cost of providing services. The Plan incorporates initiatives from several studies conducted in Fiscal Year 1997 to include: the Systems Functional Analysis, 200 Area Water Commercial Practices Plan, $ million Originated Cost Budget Achievement Plan, the 1OO Area Vacate Plan, the Railroad Shutdown Plan, as well as recommendations from the recently completed Review of Hanford Electrical Utility. These and other initiatives identified over the next five years will result in significant improvements in efficiency, allowing a greater portion of the infrastructure budget to be applied to Site cleanup. The Plan outlines a planning and management process that defines infrastructure services and structure by linking site technical base line data and customer requirements to work scope and resources. The Plan also provides a vision of where Site infrastructure is going and specific initiatives to get there.

Spent Nuclear Fuel (SNF) Project Cold Vacuum Drying (CVD) Facility Operations Manual

Description: This document provides the Operations Manual for the Cold Vacuum Drying Facility (CVDF). The Manual was developed in conjunction with HNF-SD-SNF-SAR-002, Safety Analysis Report for the Cold Vacuum Drying Facility, Phase 2, Supporting Installation of the Processing Systems (Garvin 1998) and, the HNF-SD-SNF-DRD-002, 1997, Cold Vacuum Drying Facility Design Requirements, Rev. 3a. The Operations Manual contains general descriptions of all the process, safety and facility systems in the CVDF, a general CVD operations sequence, and has been developed for the spent nuclear fuel project (SNFP) Operations Organization and shall be updated, expanded, and revised in accordance with future design, construction and startup phases of the CVDF until the CVDF final ORR is approved.

Any deviations from the instructions provided in the tank sampling and analysis plan (TSAP) were discussed in this narrative. No notification limits were exceeded.

Tank 241-S-111 08/1999 Compatibility Grab Samples and Analytical Results for the Final Report [SEC 1 and SEC 2]

Description: This document is the format IV, final report for the tank 241-S-111 (S-111) grab samples taken in August 1999 to address waste compatibility concerns. Chemical, radiochemical, and physical analyses on the tank S-111 samples were performed as directed in Compatibility Grab Sampling and Analysis Plan for Fiscal Year 1999 (Sasaki 1999a,b). Any deviations from the instructions provided in the tank sampling and analysis plan (TSAP) were discussed in this narrative. The notification limit for {sup 137}Cs was exceeded on two samples. Results are discussed in Section 5.3.2. No other notification limits were exceeded.

Drop Accidents in the Canister Storage Building (CSB) Addressed by Design Features and or Design Calculations

Description: A variety of drop shear or impact scenarios have been identified for the Canister Storage Building. Some of these are being addressed by new calculations or require no specific action. This document describes five of them which are addressed by design features and/or existing design calculations. For each of the five a position is stated indicating the reason for assurance that the safety functions of the MCO will not be jeopardized by the accident. Following the position is a description of the basis for that position.

It summarizes performance for the period covered, highlights areas worthy of management attention, and provides a forward look to some of the upcoming key performance activities as extracted from the PHMC baseline. Retained Gas Sampler Calibration and Simulant Tests

Description: This test plan provides a method for calibration of the retained gas sampler (RGS) for ammonia gas analysis. Simulant solutions of ammonium hydroxide at known concentrations will be diluted with isotopically labeled 0.04 M ammonium hydroxide solution. Sea sand solids will also be mixed with ammonium hydroxide solution and diluent to determine the accuracy of the system for ammonia gas analysis.

Description: SigmaPlot is a vendor software product used in conjunction with the supercritical fluid extraction Fourier transform infrared spectrometer (SFE-FTIR) system. This product converts the raw spectral data to useful area numbers. SigmaPlot will be used in conjunction with procedure ZA-565-301, ''Determination of Moisture by Supercritical Fluid Extraction and Infrared Detection.'' This test plan will be performed in conjunction with or prior to HNF-6936, ''HA-53 Supercritical Fluid Extraction System Acceptance Test Plan'', to perform analyses for water. The test will ensure that the software can be installed properly and will manipulate the analytical data correctly.

Solid Waste Integrated Forecast Technical (SWIFT) Report FY2001 to FY2046 Volume 1

Description: This report provides up-to-date life cycle information about the radioactive solid waste expected to be managed by Hanford's Waste Management (WM) Project from onsite and offsite generators. It includes: an overview of Hanford-wide solid waste to be managed by the WM Project; program-level and waste class-specific estimates; background information on waste sources; and comparisons to previous forecasts and other national data sources. This report does not include: waste to be managed by the Environmental Restoration (EM-40) contractor (i.e., waste that will be disposed of at the Environmental Restoration Disposal Facility (ERDF)); waste that has been received by the WM Project to date (i.e., inventory waste); mixed low-level waste that will be processed and disposed by the River Protection Program; and liquid waste (current or future generation). Although this report currently does not include liquid wastes, they may be added as information becomes available.
