Building on and spinning off: Sandia National Labs` creation of sensors for Vietnam

Description: This paper discusses Sandia National Laboratories` development of new technologies for use in the Vietnam War - specifically the seismic sensors deployed to detect troop and vehicle movement - first along the Ho Chi Minh Trail and later in perimeter defense for American military encampments in South Vietnam. Although the sensor story is a small one, it is interesting because it dovetails nicely with our understanding of the war in Vietnam and its frustrations; of the creation of new technologies for war and American enthusiasm for that technology; and of a technological military and the organizational research and a m am development structure created to support it. Within the defense establishment, the sensors were proposed within the context of a larger concept - that of a barrier to prevent the infiltration of troops and supplies from North Vietnam to the South. All of the discussion of the best way to fight in Vietnam is couched in the perception that this was a different kind of war than America was used to fighting. The emphasis was on countering the problems posed by guerrilla/revolutionary warfare and eventually by the apparent constraints of being involved in a military action, not an outright war. The American response was to find the right technology to do the job - to control the war by applying a technological tincture to its wounds and to make the war familiar and fightable on American terms. And, when doubts were raised about the effectiveness of applying existing technologies (namely, the bombing of North Vietnam and Laos), the doubters turned to new technologies. Consolidated financial statements for fiscal year 1996

Description: The following overview and accompanying audited financial statements have been prepared for Fiscal Year (FY) 1996 to report the financial position and the results of operations of the Department of Energy. These statements include the consolidated Statement of Financial Position and the consolidated Statement of Operations and Changes in Net Position. The statements have been prepared in accordance with the Office of Management and Budget Bulletin No. 94-01, Form and Content for Agency Financial Statements, and were developed in accordance with the hierarchy of accounting standards described therein. The overview provides a narrative on the Department of Energy`s mission, activities, and accomplishments. Utilizing performance measures as the primary vehicle for communicating Departmental accomplishments and results, this overview discusses the most significant measures while others are discussed in the supplemental information to the financial statements.

Proceedings of the 5. joint Russian-American computational mathematics conference

Description: These proceedings contain a record of the talks presented and papers submitted by participants. The conference participants represented three institutions from the United States, Sandia National Laboratories (SNL), Los Alamos National Laboratory (LANL), Lawrence Livermore National Laboratory (LLNL), and two from Russia, Russian Federal Nuclear Center--All Russian Research Institute of Experimental Physics (RFNC-VNIIEF/Arzamas-16), and Russian Federal Nuclear Center--All Russian Research Institute of Technical Physics (RFNC-VNIITF/Chelyabinsk-70). Managing Senegalese water resources: Definition and relative importance of information needs

Description: This report provides an overview of the results of the Vital Issues process as implemented for the Senegal Water Resources Management Initiative, a collaborative effort between the Senegalese Ministry of Water Resources and Sandia National Laboratories. This Initiative is being developed to assist in the development of an efficient and sustainable water resources management system for Senegal. The Vital Issues process was used to provide information for the development of a proposal that will recommend actions to address the key management issues and establish a state-of-the-art decision support system (DSS) for managing Senegal`s water resources. Three Vital Issues panel meetings were convened to (1) develop a goal statement and criteria for identifying and ranking the issues vital to water resources management in Senegal; (2) define and rank the issues, and (3) identify and prioritize a preliminary list of information needed to address the vital issues. The selection of panelists from the four basic institutional perspectives (government, industry, academe, and citizens` interest groups) ensured a high level of stakeholder representation on the panels.

Applications of virtual reality to nuclear safeguards and non-proliferation

Description: This paper presents several applications of virtual reality relevant to the areas of nuclear safeguards and non-proliferation. Each of these applications was developed to the prototype stage at Sandia National Laboratories` Virtual Reality and Intelligent Simulation laboratory. These applications include the use of virtual reality for facility visualization, training of inspection personnel, and security and monitoring of nuclear facilities.

Chief Financial Officer FY 1997 status report and five-year plan

Description: The Chief Financial Officers Act of 1990 (CFO Act) establishes the legal framework for improved Federal financial management. The Act requires the agency CFO to prepare, and annually revise, a plan to implement the Office of Management and Budget (OMB) Federal Financial Management Status Report and Five-Year Plan. This is the sixth Status Report and Five-Year Plan submission to OMB by the Department of Energy (DOE). Financial management at the Department operates in an environment of Government-wide efforts to improve financial management and implements legislation and administrative provisions which stress the need for change. This report sets forth the Department`s plans for financial management improvements in the coming years. It also highlights several new initiatives completed or currently underway that will significantly improve the overall effectiveness of financial management at the Department of Energy.

New developments and applications of intense pulsed radiation sources at Sandia National Laboratories

Description: In the past thirty-six months, tremendous strides have been made in x-ray production using high-current z-pinches. Today, the x-ray energy (1.9 MJ) and power (200 TW) output of the Z accelerator (formerly PBFA-II) is the largest available in the laboratory. These z-pinch x-ray sources are being developed for research into the physics of high energy density plasmas of interest in weapon behavior and in inertial confinement fusion. Beyond the Z accelerator current of 20 MA, an extrapolation to the X-1 accelerator level of 60 MA may have the potential to drive high-yield ICF reactions at affordable cost if several challenging technical problems can be overcome. New developments have also taken place at Sandia in the area of high current, mm-diameter electron beams for advanced hydrodynamic radiography. On SABRE, x-ray spot diameters were less than 2 mm with a dose of 100 R at 1 meter in a 40 ns pulse.

U.S. Department of Energy fiscal year 1998 accountability report

Description: This report, the Department of Energy`s first Accountability Report, is part of an effort to better measure how the Department of Energy is serving the American taxpayers; the results achieved; and the cost-effectiveness of the work. By integrating the Department`s FY 1998 performance results, financial status, and management controls, this report is a useful tool and provides a status report on the Department`s performance in FY 1998. It presents a clearer picture of the return on the investment of the resources entrusted to this agency. After thorough review by the Office of the Inspector General, with one exception, the financial statements have been found to present fairly the financial position of the Department in conformity with Federal accounting standards. Overall, the Department has reasonable assurance that DOE has management controls in place to ensure that operational activities are efficient and effective and comply with the law. Ten challenges where management controls can be strengthened have been identified.

A basic parallel sparse eigensolver for structural dynamics

Description: In this work the basic Finite Element Tearing and Interconnecting (FETI) linear system solver and the PARPACK eigensolver are combined to compute the smallest modes of symmetric generalized eigenvalue problems that arise from structures modeled primarily by solid finite elements. Problems with over one million unknowns are solved. A comprehensive and relatively self-contained description of the FETI method is presented.

U.S. Department of Energy fiscal year 1997 annual report

Description: The Government Management Reform Act and the Government Performance and Results Act both have the objective of ensuring that Federal government agencies are accountable to American taxpayers. This report provides a clear accounting of the return on the investment entrusted to the Department of Energy. Unlike previous annual reports prepared by the Department, this report is fashioned along the lines of a corporate report to the shareholders. Not only does this report contain audited financial statements for the fiscal year but it also describes what the shareholders, American taxpayers, received in the way of services and contributions to the important National goals this Administration and the Department have promised to provide. This report provides a progress report on how the Department is serving the country and how they are doing it for much lower cost.

Important considerations in experimental design for large scale simulation analyses

Description: Economic and other factors accompanying developments in physics, mathematics and particularly in computer technology are shifting a substantial portion of the experimental resources associated with large scale engineering projects from physical testing to modeling and simulation. In the process, the priorities of selecting meaningful and informative tests and simulations to perform are also changing. This paper describes issues related to experimental design and how the goals and priorities of the experimental design for these problems are changing to accommodate the this shift in experimentation. Issues, priorities and new methods of approach are discussed.

Microtechnology for instrumentation

Description: For the last two decades, the majority of research and development at LLNL in microtechnology has focused on photonics devices and bulk micromachining, including miccroelectro-mechanical systems and associated areas. For the last ten years, we have used these capabilities to address our analytical instrumentation needs. Just as the miniature photonics have enable the fabrication of analytical instruments that are either higher performance, smaller, more portable, or are combinations of these. Examples of these are our portable thermal cyclers for DNA analysis, our hand-held gas chromatograph, our flow-stream-waveguide-based flow cytometer, and our etched-microchannel electrophoresis systems. This presentation will describe these and related developments.

A configuration space toolkit for automated spatial reasoning: Technical results and LDRD project final report

Description: A robot`s configuration space (c-space) is the space of its kinematic degrees of freedom, e.g., the joint-space of an arm. Sets in c-space can be defined that characterize a variety of spatial relationships, such as contact between the robot and its environment. C-space techniques have been fundamental to research progress in areas such as motion planning and physically-based reasoning. However, practical progress has been slowed by the difficulty of implementing the c-space abstraction inside each application. For this reason, we proposed a Configuration Space Toolkit of high-performance algorithms and data structures meeting these needs. Our intent was to develop this robotics software to provide enabling technology to emerging applications that apply the c-space abstraction, such as advanced motion planning, teleoperation supervision, mechanism functional analysis, and design tools. This final report presents the research results and technical achievements of this LDRD project. Key results and achievements included (1) a hybrid Common LISP/C prototype that implements the basic C-Space abstraction, (2) a new, generic, algorithm for constructing hierarchical geometric representations, and (3) a C++ implementation of an algorithm for fast distance computation, interference detection, and c-space point-classification. Since the project conclusion, motion planning researchers in Sandia`s Intelligent Systems and Robotics Center have been using the CSTk libcstk.so C++ library. The code continues to be used, supported, and improved by projects in the ISRC.

Addressing environmental justice under the National Environment Policy Act at Sandia National Laboratories/New Mexico

Description: Under Executive Order 12898, Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations, the Department of Energy (DOE) and Sandia National Laboratories New Mexico (SNL) are required to identify and address, as appropriate, disproportionately high, adverse human health or environmental effects of their activities on minority and low-income populations. The National Environmental Policy Act (NEPA) also requires that environmental justice issues be identified and addressed. This presents a challenge for SNL because it is located in a culturally diverse area. Successfully addressing potential impacts is contingent upon accurately identifying them through objective analysis of demographic information. However, an effective public participation process, which is necessarily subjective, is also needed to understand the subtle nuances of diverse populations that can contribute to a potential impact, yet are not always accounted for in a strict demographic profile. Typically, there is little or no coordination between these two disparate processes. This report proposes a five-step method for reconciling these processes and uses a hypothetical case study to illustrate the method. A demographic analysis and community profile of the population within 50 miles of SNL were developed to support the environmental justice analysis process and enhance SNL`s NEPA and public involvement programs. This report focuses on developing a methodology for identifying potentially impacted populations. Environmental justice issues related to worker exposures associated with SNL activities will be addressed in a separate report.

Energy and momentum conserving algorithms for rigid body contact

Description: Energy-momentum conserving methods are developed for rigid body dynamics with contact. Because these methods are unconditionally stable, they are not time step dependent and, hence, are well suited for incorporation into structural mechanics finite element codes. Both penalty and Lagrange multiplier methods are developed herein and are the extension of the energy-momentum conserving integration schemes for rigid bodies given by Simo and Wong [1].

Programming software for usability evaluation

Description: This report provides an overview of the work completed for a portion of the User Interface Testbed for Technology Packaging (UseIT) project. The authors present software methods for programming systems to record and view interactions with a graphical user interface. A brief description of the human factors design process is presented. The software methods exploit features available in the X Window System and the operating system for Windows{trademark} 95 and Windows{trademark} NT{reg_sign}.

Turbomachinery blade optimization using the Navier-Stokes equations

Description: A method is presented to perform aerodynamic design optimization of turbomachinery blades. The method couples a Navier-Stokes flow solver with a grid generator and numerical optimization algorithm to seek improved designs for transonic turbine blades. A fast and efficient multigrid, finite-volume flow solver provides accurate performance evaluations of potential designs. Design variables consist of smooth perturbations to the blade surface. A unique elliptic-hyperbolic grid generation method is used to regenerate a Navier-Stokes grid after perturbations have been added to the geometry. Designs are sought which improve a design objective while remaining within specified constraints. The method is demonstrated with two transonic turbine blades with different types and numbers of design variables.

222-S Laboratory maintenance implementation plan

Description: This Maintenance Improvement Plan has been developed for maintenance functions associated with the 222-S Laboratory. This plan is developed from the guidelines presented by Department of Energy (DOE) Order 4330.4B, Maintenance Management Program (DOE 1994), Chapter 11. The objective of this plan is to provide information for establishing and identifying WMH conformance programs and policies applicable to implementation of DOE Order 4330.4B guidelines. In addition, this maintenance plan identifies the actions necessary to develop a cost effective and efficient maintenance program at 222-S Laboratory. Maintenance activities are mainly going to be performed by existing maintenance organizations within Waste Management Federal Services of Hanford (WMH). Most maintenance performed at 222-S Laboratory is performed by the 222-S Laboratory maintenance organization. This 222-S Laboratory Maintenance Implementation Plan provides the interface requirements and responsibilities as they apply specifically to 222-S Laboratory. This document provides an implementation schedule which has been developed for items considered to be deficient or in need of improvement. The discussion section as applied to 222-S Laboratory implementation has been developed from a review of programs and practices utilizing the graded approach. Biennial review and additional reviews are conducted as significant programmatic and mission changes are made. This document is revised as necessary to keep this document current and in compliance with DOE requirements.

A tool to detect external cracks from within a metal tube

Description: A tool using a continuous electromagnetic wave from a transverse magnetic-dipole source with a coaxial electric-dipole receiver is outlined for the detection of external sidewall cracks in boiler tubes. A numerical study of the distribution of the fields shows that the direct transmission from the source to the receiver is reduced from that in free space. Further, if the diameter of the receiver dipole is made sufficiently small, it should be possible to detect cracks with a scattering loss of up to 40dB in thin-walled boiler tubes.

Test report for the Sample Transfer Canister system

Description: The Sample Transfer Canister will be used by the Waste Receiving and Processing Facility (WRAP) for the transport of small quantity liquid samples that meet the definition of a limited quantity radioactive material, and may also be corrosive and/or flammable. Transport of the system will typically be north of the Wye Barricade between WRAP and the 222-S Laboratory. The samples are intended to conform to the US Department of Transportation (DOT) regulation 49 CFR 1 73.4, ``Exceptions for small quantities.`` The regulations require prototype testing of the package to demonstrate the effectiveness of the packaging system. The test procedure consisted of one 24-hour compression test and five drop tests of various orientations onto an unyielding drop pad. The testing of the Sample Transfer Canister System was performed between February 16, 1998 and February 25, 1998. The results of the testing concluded that the Sample Transfer Canister System successfully met the testing requirements with certain modifications to the original system. The modifications included replacing the original eight flange screws which were cold rolled 316 stainless steel with greater strength grade 8 high carbon-carbon steel screws, replacing the initial two glass receptacles with a better performing single glass receptacle which proved not to leak during testing, and adding more bubble wrap as extra padding.

Fluor Daniel Hanford implementation plan for DOE Order 5480.28, Natural phenomena hazards mitigation

Description: Natural phenomena hazards (NPH) are unexpected acts of nature that pose a threat or danger to workers, the public, or the environment. Earthquakes, extreme winds (hurricane and tornado), snow, flooding, volcanic ashfall, and lightning strikes are examples of NPH that could occur at the Hanford Site. U.S. Department of Energy (DOE) policy requires facilities to be designed, constructed, and operated in a manner that protects workers, the public, and the environment from hazards caused by natural phenomena. DOE Order 5480.28, Natural Phenomena Hazards Mitigation, includes rigorous new natural phenomena criteria for the design of new DOE facilities, as well as for the evaluation and, if necessary, upgrade of existing DOE facilities. The Order was transmitted to Westinghouse Hanford Company in 1993 for compliance and is also identified in the Project Hanford Management Contract, Section J, Appendix C. Criteria and requirements of DOE Order 5480.28 are included in five standards, the last of which, DOE-STD-1023, was released in fiscal year 1996. Because the Order was released before all of its required standards were released, enforcement of the Order was waived pending release of the last standard and determination of an in-force date by DOE Richland Operations Office (DOE-RL). Agreement also was reached between the Management and Operations Contractor and DOE-RL that the Order would become enforceable for new structures, systems, and components (SSCS) 60 days following issue of a new order-based design criteria in HNF-PRO-97, Engineering Design and Evaluation. The order also requires that commitments addressing existing SSCs be included in an implementation plan that is to be issued 1 year following the release of the last standard.
