The Q{sup 2} evolution of the generalized Gerasimov-Drell-Hearn integral for the neutron using a {sup 3}He target

Description: The authors present data on the inclusive scattering of polarized electrons from a polarized {sup 3}He target at energies from 0.862 to 5.06 GeV, obtained at a scattering angle of 15.5{sup o}. The data include measurements from the quasielastic peak, through the resonance region, to the beginning of the deep inelastic regime, and were used to determine the virtual photon cross-section difference {sigma}{sub 1/2}-{sigma}{sub 3/2}. They extract the extended Gerasimov-Drell-Hearn integral for the neutron in the range of 4-momentum transfer squared Q{sup 2} of 0.1-0.9 (GeV){sup 2}. Sum rules involving the spin structure of the nucleon offer an important opportunity to study Quantum Chromodynamics (QCD). At long distance scales or in the confinement regime, a sum rule of great interest is that due to Gerasimov, Drell and Hearn (GDH). The GDH sum rule relates an integral over the full excitation spectrum of the spin-dependent total photoabsorption cross section to the nucleon's anomalous magnetic moment. It has not been investigated experimentally until recently, and further measurements are needed for a definitive test. At short distance scales or in the perturbative regime, two other sum rules, one due to Bjorken and the other derived by Ellis and Jaffe, have provided us with significant information on nucleon spin structure through an extensive experimental and theoretical investigation. These sum rules make predictions involving the first moments of the spin structure functions measured in deep inelastic scattering (DIS).

The objective of Phase I is to evaluate the technical and economic feasibility of cofiring biomass-based gasification fuel-gas in a power generation boiler. Waste coal fines are to be evaluated as the cofired fuel. The project is based on the use of commercially available technology for feeding and gas cleanup that would be suitable for deployment in municipal, large industrial and utility applications. Define a combustion system for the biomass gasification-based fuel-gas capable of stable, low-NOx combustion over the full range of gaseous fuel mixtures, with low carbon monoxide emissions and turndown capabilities suitable for large-scale power generation applications. The objective for Phase II is to design, install and demonstrate the combined gasification and combustion system in a large-scale, long-term cofiring operation to promote acceptance and utilization of indirect biomass cofiring technology for large-scale power generation applications. EARLY ENTRANCE CO-PRODUCTION PLANT - DECENTRALIZED GASIFICATION COGENERATION TRANSPORTATION FUELS AND STEAM FROM AVAILABLE FEEDSTOCKS

Description: Waste Processors Management, Inc. (WMPI), along with its subcontractors Texaco Power & Gasification (now ChevronTexaco), SASOL Technology Ltd., and Nexant Inc. entered into a Cooperative Agreement DE-FC26-00NT40693 with the U. S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) to assess the technoeconomic viability of building an Early Entrance Co-Production Plant (EECP) in the United States to produce ultra clean Fischer-Tropsch (FT) transportation fuels with either power or steam as the major co-product. The EECP design includes recovery and gasification of low-cost coal waste (culm) from physical coal cleaning operations and will assess blends of the culm with coal or petroleum coke. The project has three phases. Phase I is the concept definition and engineering feasibility study to identify areas of technical, environmental and financial risk. Phase II is an experimental testing program designed to validate the coal waste mixture gasification performance. Phase III updates the original EECP design based on results from Phase II, to prepare a preliminary engineering design package and financial plan for obtaining private funding to build a 5,000 barrel per day (BPD) coal gasification/liquefaction plant next to an existing co-generation plant in Gilberton, Schuylkill County, Pennsylvania. The current report covers the period performance from July 1, 2002 through September 30, 2002.

A MODULAR ACTUATOR ARCHITECTURE FOR ROBOTIC APPLICATIONS

Description: The United States Department of Energy (DOE) Complexes perform numerous hazardous material handling operations within the confines of a glovebox. The DOE is continuing to seek more efficient and safer means of handling these materials inside gloveboxes rather than the conventional, labor-intensive method through lead lined gloves. The use of glovebox automation technology will also be critical to the DOE in its efforts to comply with its mandated ALARA principles in handling the hazardous materials associated with the cleanup process. Operations associated with materials processing in a glovebox are similar to many industrial tasks, but the unique glovebox environment and Plutonium material properties create a unique set of challenges for conventional automation machinery. Such properties include: Low to moderate levels of ionizing radiation, high abrasiveness, corrosiveness, pyrophoric tendencies, rapid dispersal and permeation of environment, diffuses quickly, and possible incompatible material interaction. The glovebox presents the following challenges: existing gloveboxes may not be readily altered or even modified at all, complex mechanical operations for maintenance and repair are difficult or impossible through gloves, failed equipment may not be removed easily or at all. If a broken piece of equipment cannot be bagged-out through a glove port (approximately 216 mm (8 1/2 inch) diameter) it must remain in place. Broken equipment obstructs further operations. If it renders the entire glovebox unusable, a significant volume of waste is generated and an expensive system must be disposed of and replaced. A moderate sized glovebox alone costs between $250,000 and $500,000 and an equipment malfunction, which penetrates the glovebox and exposes the room to Plutonium or other toxic materials, is catastrophic. NEW AND NOVEL FRACTURE STIMULATION TECHNOLOGIES FOR THE REVITALIZATION OF EXISTING GAS STORAGE WELLS

Description: Gas storage wells are prone to continued deliverability loss at a reported average rate of 5% per annum (in the U.S.). This is a result of formation damage due to the introduction of foreign materials during gas injection, scale deposition and/or fines mobilization during gas withdrawal, and even the formation and growth of bacteria. As a means to bypass this damage and sustain/enhance well deliverability, several new and novel fracture stimulation technologies were tested in gas storage fields across the U.S. as part of a joint U.S. Department of Energy and Gas Research Institute R&D program. These new technologies include tip-screenout fracturing, hydraulic fracturing with liquid CO{sub 2} and proppant, extreme overbalance fracturing, and high-energy gas fracturing. Each of these technologies in some way address concerns with fracturing on the part of gas storage operators, such as fracture height growth, high permeability formations, and fluid sensitivity. Given the historical operator concerns over hydraulic fracturing in gas storage wells, plus the many other unique characteristics and resulting stimulation requirements of gas storage reservoirs (which are described later), the specific objective of this project was to identify new and novel fracture stimulation technologies that directly address these concerns and requirements, and to demonstrate/test their potential application in gas storage wells in various reservoir settings across the country. To compare these new methods to current industry deliverability enhancement norms in a consistent manner, their application was evaluated on a cost per unit of added deliverability basis, using typical non-fracturing well remediation methods as the benchmark and considering both short-term and long-term deliverability enhancement results. INCREASING HEAVY OIL RESERVES IN THE WILMINGTON OIL FIELD THROUGH ADVANCED RESERVOIR CHARACTERIZATION AND THERMAL PRODUCTION TECHNOLOGIES

Description: The objective of this project is to increase the recoverable heavy oil reserves within sections of the Wilmington Oil Field, near Long Beach, California, through the testing and application of advanced reservoir characterization and thermal production technologies. The hope is that successful application of these technologies will result in their implementation throughout the Wilmington Field and, through technology transfer, will be extended to increase the recoverable oil reserves in other slope and basin clastic (SBC) reservoirs. The existing steamflood in the Tar zone of Fault Block II-A (Tar II-A) has been relatively inefficient because of several producibility problems which are common in SBC reservoirs: inadequate characterization of the heterogeneous turbidite sands, high permeability thief zones, low gravity oil and non-uniform distribution of the remaining oil. This has resulted in poor sweep efficiency, high steam-oil ratios, and early steam breakthrough. Operational problems related to steam breakthrough, high reservoir pressure, and unconsolidated sands have caused premature well and downhole equipment failures. In aggregate, these reservoir and operational constraints have resulted in increased operating costs and decreased recoverable reserves. A suite of advanced reservoir characterization and thermal production technologies are being applied during the project to improve oil recovery and reduce operating costs, including: (1) Development of three-dimensional (3-D) deterministic and stochastic reservoir simulation models--thermal or otherwise--to aid in reservoir management of the steamflood and post-steamflood phases and subsequent development work. (2) Development of computerized 3-D visualizations of the geologic and reservoir simulation models to aid reservoir surveillance and operations. (3) Perform detailed studies of the geochemical interactions between the steam and the formation rock and fluids. POWER SYSTEMS DEVELOPMENT FACILITY

Description: This report discusses test campaign GCT4 of the Kellogg Brown & Root, Inc. (KBR) transport reactor train with a Siemens Westinghouse Power Corporation (Siemens Westinghouse) particle filter system at the Power Systems Development Facility (PSDF) located in Wilsonville, Alabama. The transport reactor is an advanced circulating fluidized-bed reactor designed to operate as either a combustor or a gasifier using one of two possible particulate control devices (PCDs). The transport reactor was operated as a pressurized gasifier during GCT4. GCT4 was planned as a 250-hour test run to continue characterization of the transport reactor using a blend of several Powder River Basin (PRB) coals and Bucyrus limestone from Ohio. The primary test objectives were: Operational Stability--Characterize reactor loop and PCD operations with short-term tests by varying coal-feed rate, air/coal ratio, riser velocity, solids-circulation rate, system pressure, and air distribution. Secondary objectives included the following: Reactor Operations--Study the devolatilization and tar cracking effects from transient conditions during transition from start-up burner to coal. Evaluate the effect of process operations on heat release, heat transfer, and accelerated fuel particle heat-up rates. Study the effect of changes in reactor conditions on transient temperature profiles, pressure balance, and product gas composition. Effects of Reactor Conditions on Synthesis Gas Composition--Evaluate the effect of air distribution, steam/coal ratio, solids-circulation rate, and reactor temperature on CO/CO{sub 2} ratio, synthesis gas Lower Heating Value (LHV), carbon conversion, and cold and hot gas efficiencies. Research Triangle Institute (RTI) Direct Sulfur Recovery Process (DSRP) Testing--Provide syngas in support of the DSRP commissioning. Loop Seal Operations--Optimize loop seal operations and investigate increases to previously achieved maximum solids-circulation rate.

PTI TECHNICAL ASSISTANCE TO REBUILD AMERICA

Description: Public Technology Inc. (PTI) engaged in a cooperative agreement, DE-FC26-01NT41107, with the US Department of Energy's (DOE) Rebuild America Program to provide energy efficiency and energy conservation technical assistance to local governments across the United States. The first year of the cooperative agreement dated from April 2, 2001 to April 1, 2002, at a funding level of $375,000. This technical report covers the period of October 2001--March 2002. PTI appreciates the support that it has received from Rebuild America and plans to continue, with DOE and Rebuild America support, to serve in a strategic capacity, lending the technical experience of its staff and that of the Energy Task Force on approaches to increasing program efficiencies, furthering program development, and coordinating information sharing to help ensure that energy programs are responsive to the needs of local governments.

Environmental remediation preservation of the facility continued. Government property has been transferred to UTSI as owner which frees up many items for proper disposal. Actions are underway to dispose of other wastes, and control pests and water at the DOE CFFF. Groundwater remediation activities as mandated by the Tennessee Department of Environment and Conservation (TDEC) continued throughout the quarter. A contract was awarded to an environmental consulting company to drill and sample three additional groundwater wells adjacent to the CFFF property. A report on this activity, with results of the sample analysis, has been sent to the TDEC.

SOLID STATE ENERGY CONVERSION ALLIANCE (SECA) SOLID OXIDE FUEL CELL PROGRAM

Description: This report summarizes the progress made during the September 2001-March 2002 reporting period under Cooperative Agreement DE-FC26-01NT41245 for the U. S. Department of Energy, National Energy Technology Laboratory (DOE/NETL) entitled ''Solid State Energy Conversion Alliance (SECA) Solid Oxide Fuel Cell Program''. The program focuses on the development of a low-cost, high-performance 3-to-10-kW solid oxide fuel cell (SOFC) system suitable for a broad spectrum of power-generation applications. The overall objective of the program is to demonstrate a modular SOFC system that can be configured to create highly efficient, cost-competitive, and environmentally benign power plants tailored to specific markets. The regional directors connect with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, various technical publications and other outreach efforts. These are guided by regional Producer Advisory Groups (PAGs), who are area operators and service companies working with the Regional Lead Organizations. The role of the national headquarters (HQ) staff includes planning and managing the PTTC program, conducting nation-wide technology transfer activities, and implementing a comprehensive communications effort. The organization effectively combines federal, state, and industry funding to achieve important goals for all of these sectors. This integrated funding base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results. PTTC is increasingly recognized as a critical resource for information and access to technologies, especially for smaller companies. This technical progress report summarizes PTTC's accomplishments during FY00, which lays the groundwork for further growth in the future. At a time of many industry changes and market movements, the organization has built a reputation and expectation to address industry needs of getting information distributed quickly which can impact the bottom line immediately.

TECHNOLOGY TRANSFER TO U.S. INDEPENDENT OIL AND NATURAL GAS PRODUCERS

Description: In pursuing its mission of helping U.S. independent oil and gas producers make timely, informed technology decisions, the Petroleum Technology Transfer Council (PTTC) functions as a cohesive national organization that implements industry's directives through active regional programs. The role of the national headquarters (HQ) organization includes planning and managing the PTTC program, conducting nation-wide technology transfer activities, and implementing a comprehensive communications effort. PTTC relies on 10 Regional Lead Organizations (RLOs) as its main program delivery mechanism to industry. Through its regions, PTTC connects with independent oil and gas producers--through technology workshops, resources centers, websites, newsletters, and other outreach efforts. The organization effectively combines federal, state, and industry funding to achieve important goals for all of these sectors. TECHNOLOGY TRANSFER TO U.S. INDEPENDENT OIL AND NATURAL GAS PRODUCERS

Description: The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. PTTC's Board made a strategic decision to relocate the Headquarters (HQ) office from Washington, DC to Houston, Texas. Driving force behind relocation was to better connect with independent producers, but cost savings could also be realized. Relocation was accomplished in late December 2000, with the HQ office being fully operational by January 2001. Early indications are that the HQ relocation is, in fact, enabling better networking with senior executives of independents in the Houston oil community. New Board leadership, elected in March 2001, will continue to effectively guide PTTC.
