Safety evaluation report related to the Department of Energy`s proposal for the irradiation of lead test assemblies containing tritium-producing burnable absorber rods in commercial light-water reactors. Project Number 697

Description: The NRC staff has reviewed a report, submitted by DOE to determine whether the use of a commercial light-water reactor (CLWR) to irradiate a limited number of tritium-producing burnable absorber rods (TPBARs) in lead test assemblies (LTAs) raises generic issues involving an unreviewed safety question. The staff has prepared this safety evaluation to address the acceptability of these LTAs in accordance with the provision of 10 CFR 50.59 without NRC licensing action. As summarized in Section 10 of this safety evaluation, the staff has identified issues that require NRC review. The staff has also identified a number of areas in which an individual licensee undertaking irradiation of TPBAR LTAs will have to supplement the information in the DOE report before the staff can determine whether the proposed irradiation is acceptable at a particular facility. The staff concludes that a licensee undertaking irradiation of TPBAR LTAs in a CLWR will have to submit an application for amendment to its facility operating license before inserting the LTAs into the reactor.

SCALE: A modular code system for performing standardized computer analyses for licensing evaluation: Control modules C4, C6

Description: This Manual represents Revision 5 of the user documentation for the modular code system referred to as SCALE. The history of the SCALE code system dates back to 1969 when the current Computational Physics and Engineering Division at Oak Ridge National Laboratory (ORNL) began providing the transportation package certification staff at the U. S. Atomic Energy Commission with computational support in the use of the new KENO code for performing criticality safety assessments with the statistical Monte Carlo method. From 1969 to 1976 the certification staff relied on the ORNL staff to assist them in the correct use of codes and data for criticality, shielding, and heat transfer analyses of transportation packages. However, the certification staff learned that, with only occasional use of the codes, it was difficult to become proficient in performing the calculations often needed for an independent safety review. Thus, shortly after the move of the certification staff to the U.S. Nuclear Regulatory Commission (NRC), the NRC staff proposed the development of an easy-to-use analysis system that provided the technical capabilities of the individual modules with which they were familiar. With this proposal, the concept of the Standardized Computer Analyses for Licensing Evaluation (SCALE) code system was born. This volume is part of the manual related to the control modules for the newest updated version of this computational package.

Standard technical specifications: General Electric plants, BWR/4. Volume 1, Revision 1: Specifications

Description: This report documents the results of the combined effort of the NRC and the industry to produce improved Standard Technical Specifications (STS), Revision 1 for General Electric BWR/4 Plants. The changes reflected in Revision 1 resulted from the experience gained from license amendment applications to convert to these improved STS or to adopt partial improvements to existing technical specifications. This NUREG is the result of extensive public technical meetings and discussions between the Nuclear Regulatory Commission (NRC) staff and various nuclear power plant licensees, Nuclear Steam Supply System (NSSS) Owners Groups, NSSS vendors, and the Nuclear Energy Institute (NEI). The improved STS were developed based on the criteria in the Final Commission Policy Statement on Technical Specifications Improvements for Nuclear Power Reactors, dated July 22, 1993. The improved STS will be used as the basis for individual nuclear power plant licensees to develop improved plant-specific technical specifications. This report contains three volumes. Volume 1 contains the Specifications for all chapters and sections of the improved STS. Volume 2 contains the Bases for Chapters 2.0 and 3.0, and Sections 3.1--3.3 of the improved STS. Volume 3 contains the Bases for Sections 3.4--3.10 of the improved STS.

Description: The Safeguards Summary Event List (SSEL), Vol. 2, Rev. 4, provides brief summaries of several hundred safeguards-related events involving nuclear material or facilities regulated by the U.S. Nuclear Regulatory Commission (NRC) which occurred and were reported from January 1, 1990, rough December 31, 1995. Because of public interest, the Miscellaneous category includes a few events which involve either source material, byproduct material, or natural uranium which are exempt from safeguards requirements. Licensee contractor and vendor inspection status report: Quarterly report, January--March 1996. Volume 20, Number 1

Description: A fundamental premise of the US Nuclear Regulatory Commission (NRC) licensing and inspection program is that licensees are responsible for the proper construction and safe and efficient operation of their nuclear power plants. The Federal government and nuclear industry have established a system for the inspection of commercial nuclear facilities to provide for multiple levels of inspection and verification. Each licensee, contractor, and vendor participates in a quality verification process in compliance with requirements prescribed by the NRC`s rules and regulations (Title 10 of the Code of Federal Regulations). The NRC does inspections to oversee the commercial nuclear industry to determine whether its requirements are being met by licensees and their contractors, while the major inspection effort is performed by the industry within the framework of quality verification programs. This periodical covers the results of inspections performed by the NRC`s Special Inspection Branch, Vendor Inspection Section, that have been distributed to the inspected organizations during the period from January 1996 through March 1996.

Licensee contractor and vendor inspection status report: Quarterly report, October--September, 1994. Volume 18, Number 4

Description: This periodical covers the results of inspections performed by the NRC`s Special Inspection Branch, Vendor Inspection Section, that have been distributed to the inspected organizations during the period from October 1994 through December 1994. The Vendor Inspection Section (VIS) of the Special Inspection Branch reviews and inspects nuclear steam system suppliers (NSSSs), architect engineering (AE) firms, suppliers of products and services, independent testing laboratories performing equipment qualification tests, and holders of NRC licenses (construction permit holders and operating licenses) in vendor-related areas. These inspections are performed to assure that the root causes of reported vendor-related problems are determined and appropriate corrective actions are developed. The inspections also review the vendors` conformance with applicable NRC and industry quality requirements, the adequacy of licensees` oversight of their vendors, and that adequate interfaces exist between licensees and vendors.

Human-system interface design review guideline -- Process and guidelines: Final report. Revision 1, Volume 1

Description: NUREG-0700, Revision 1, provides human factors engineering (HFE) guidance to the US Nuclear Regulatory Commission staff for its: (1) review of the human system interface (HSI) design submittals prepared by licensees or applications for a license or design certification of commercial nuclear power plants, and (2) performance of HSI reviews that could be undertaken as part of an inspection or other type of regulatory review involving HSI design or incidents involving human performance. The guidance consists of a review process and HFE guidelines. The document describes those aspects of the HSI design review process that are important to the identification and resolution of human engineering discrepancies that could adversely affect plant safety. Guidance is provided that could be used by the staff to review an applicant`s HSI design review process or to guide the development of an HSI design review plan, e.g., as part of an inspection activity. The document also provides detailed HFE guidelines for the assessment of HSI design implementations. NUREG-0700, Revision 1, consists of three stand-alone volumes. Volume 1 consists of two major parts. Part 1 describes those aspects of the review process of the HSI design that are important to identifying and resolving human engineering discrepancies. Part 2 contains detailed guidelines for a human factors engineering review which identify criteria for assessing the implementation of an applicant`s or licensee`s HSI design.

Licensed operating reactors. Status summary report data as of 12-31-94: Volume 19

Description: The Nuclear Regulatory Commission`s annual summary of licensed nuclear power reactor data is based primarily on the report of operating data submitted by licensees for each unit for the month of December because that report contains data for the month of December, the year to date (in this case calendar year 1994) and cumulative data, usually from the date of commercial operation. The data is not independently verified, but various computer checks are made. The report is divided into two sections. The first contains summary highlights and the second contains data on each individual unit in commercial operation. Section 1 capacity and availability factors are simple arithmetic averages. Section 2 items in the cumulative column are generally as reported by the licensee and notes as to the use of weighted averages and starting dates other than commercial operation are provided.
