Greater-Than-Class C Low-Level Radioactive Waste Transportation Strategy report and institutional plan

Description: This document contains two parts. Part I, Greater-Than-Class-C Low-Level Radioactive Waste Transportation Strategy, addresses the requirements, responsibilities, and strategy to transport and receive these wastes. The strategy covers (a) transportation packaging, which includes shipping casks and waste containers; (b) transportation operations relating to the five facilities involved in transportation, i.e., waste originator, interim storage, dedicated storage, treatment, and disposal; (c) system safety and risk analysis; (d) routes; (e) emergency preparedness and response; and (o safeguards and security. A summary of strategic actions is provided at the conclusion of Part 1. Part II, Institutional Plan for Greater-Than-Class C Low-Level Radioactive Waste Packaging and Transportation, addresses the assumptions, requirements, and institutional plan elements and actions. As documented in the Strategy and Institutional Plan, the most challenging issues facing the GTCC LLW Program shipping campaign are institutional issues closely related to the strategy. How the Program addresses those issues and demonstrates to the states, local governments, and private citizens that the shipments can and will be made safely will strongly affect the success or failure of the campaign.

Planning, Preparation, and Transport of the High-Enriched Uranium Spent Nuclear Fuel from the Czech Republic to the Russian Federation

Description: The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs. The paper also describes fuel loading and cask preparations at NRI and final preparations/approvals for transporting the shipment across the Czech Republic, Slovakia, Ukraine, and the Russian Federation to FSUE Mayak where the HEU spent nuclear fuel will be processed, the uranium will be downblended and made into low-enriched uranium fuel for commercial reactor use, and the high-level waste from the processing ...

Classification of transportation packaging and dry spent fuel storage system components according to importance to safety

Description: This report provides a graded approach for classification of components used in transportation packaging and dry spent fuel storage systems. This approach provides a method for identifying, the classification of components according to importance to safety within transportation packagings and dry spent fuel storage systems. Record retention requirements are discussed to identify the documentation necessary to validate that the individual components were fabricated in accordance with their assigned classification. A review of the existing regulations pertaining to transportation packagings and dry storage systems was performed to identify current requirements The general types of transportation packagings and dry storage systems were identified. Discussions were held with suppliers and fabricators of packagings and storage systems to determine current practices. The methodology used in this report is based on Regulatory Guide 7.10, Establishing Quality Assurance Programs for Packaging Used in the Transport of Radioactive Material. This report also includes a list of generic components for each of the general types of transportation packagings and spent fuel storage systems. The safety importance of each component is discussed, and a classification category is assigned.

Disposal demonstration of a high integrity container (HIC) containing an EPICOR-II prefilter from Three Mile Island

Description: A high integrity container (HIC) was developed, tested, and certified for use in disposing of unusual low-level radioactive waste from Three Mile Island Unit 2 (TMI-2). The work was coordinated by EG and G Idaho, Inc. and funded by the US Department of Energy. A disposal demonstration using an HIC containing an EPICOR-II prefilter from TMI-2 was completed at the commercial disposal facility in the State of Washington. A Certification of Compliance was issued by the Department of Social and Health Services of the State of Washington to use the HIC in disposing of up to 50 EPICOR-II prefilters. That Certification of Compliance was issued after rigorous review of the HIC design and test program by the State and by the US Nuclear Regulatory Commission. This report describes the processes of loading, transporting, and disposing of the demonstration HIC and briefly describes the design, testing, and approval effort leading up to the demonstration.

Historical summary of the Three Mile Island Unit 2 core debris transportation campaign

Description: Transport of the damaged core materials from the Unit 2 reactor of the Three Mile Island Nuclear Power Station (TMI-2) to the Idaho National Engineering Laboratory (INEL) for examination and storage presented many technical and institutional challenges, including assessing the ability to transport the damaged core; removing and packaging core debris in ways suitable for transport; developing a transport package that could both meet Federal regulations and interface with the facilities at TMI-2 and the INEL; and developing a transport plan, support logistics, and public communications channels suited to the task. This report is a historical summary of how the US Department of Energy addressed those challenges and transported, received, and stored the TMI-2 core debris at the INEL. Subjects discussed include preparations for transport, loading at TMI-2, institutional issues, transport operations, receipt and storage at the INEL, governmental inquiries/investigations, and lessons learned. Because of public attention focused on the TMI-2 Core Debris Transport Program, the exchange of information between the program and public was extensive. This exchange is a focus for parts of this report to explain why various operations were conducted as they were and why certain technical approaches were employed. And, because of that exchange, the program may have contributed to a better public understanding of such actions and may contribute to planning and execution of similar future actions.

Transportation capabilities study of DOE-owned spent nuclear fuel

Description: This study evaluates current capabilities for transporting spent nuclear fuel owned by the US Department of Energy. Currently licensed irradiated fuel shipping packages that have the potential for shipping the spent nuclear fuel are identified and then matched against the various spent nuclear fuel types. Also included are the results of a limited investigation into other certified packages and new packages currently under development. This study is intended to support top-level planning for the disposition of the Department of Energy`s spent nuclear fuel inventory.

Status of the TRIGA shipments to the INEEL from Europe

Description: This paper reports the activities underway by the US Department of Energy (DOE) for returning Training, Research, Isotope, General Atomics (TRIGA) spent nuclear fuel (SNF) from foreign research reactors (FRR) in four European countries to the Idaho National Engineering and Environmental Laboratory (INEEL). Those countries are Germany, Italy, Romania, and Slovenia. This is part of the ``Nuclear Weapons Nonproliferation Policy`` of returning research reactor SNF containing uranium enriched in the US. This paper describes the results of a pre-assessment trip in September, 1997, to these countries, including: history of the reactors and research being performed; inventory of TRIGA SNF; fuel types (stainless steel, aluminum, or Incoloy) and enrichments; and each country`s plans for returning their TRIGA SNF to the INEEL.

TMI-2 (Three-Mile Island-Unit 2) rail cask and railcar maintenance

Description: This paper describes the NuPac 125-B cask system (i.e., cask and railcar), and the maintenance and inspection requirements for that system. The paper discusses the operations being done to satisfy those requirements and how, in some cases, it has been efficient for the operations to be more rigorous than the requirements. Finally, this paper discusses the experiences gained from those operations and how specific hardware and procedural enhancements have resulted in a reliable and continuous shipping campaign. 2 refs., 2 figs.
