Evaluation of the TWRS SRID for Additional Requirements Resulting from W-420 Stack Monitoring System Upgrades [for 241C and 244A and BX and CF and S and TX]

Description: Project W-420, Stack Monitoring System Upgrades, will provide new effluent sampling equipment on six Tank Waste Remediation System (TWRS) facilities. The upgraded systems will support the safe, continued conduct of operations and maintenance, will meet current environmental and Authorization Basis (AB) requirements, and will provide for high reliability and flexibility in support of Hanford's long term cleanup mission. The purpose of this paper is to describe the Project W-420 upgrade activities, and to show that the upgraded stack monitoring systems will be similar to existing systems in use in TWRS facilities and functionally identical to what is described in the safety bases for the affected facilities. Therefore, the current TWRS Standards/Requirements Identification Document (S/RID) is sufficient to cover the project and no new S/RID requirements are needed as a result of Project W-420. Additionally, Project W-420 hereby requests that the S/RID functional area Facility Experts (FEs) signify their concurrence with the signing the distribution sheet attached to this document.

HEPA Filter Differential Pressure Fan Interlock System Functional Requirements and Technical Design Criteria

Description: Double-shell tanks (DSTs) and Double Contained Receiver Tanks (DCRTs) are actively ventilated, along with certain single-shell tanks (SSTs) and other RPP facilities. The exhaust air stream on a typical primary ventilation system is drawn through two stages of high-efficiency particulate air (HEPA) filtration to ensure confinement of airborne radioactive materials. Active ventilation exhaust stacks require a stack CAM interlock to detect releases from postulated accidents, and to shut down the exhaust fan when high radiation levels are detected in the stack airstream. The stack CAM interlock is credited as a mitigating control to stop continued unfiltered radiological and toxicological discharges from the stack, which may result from an accident involving failure of a HEPA filter. This document defines the initial technical design baseline for a HEPA filter AP fan interlock system.
