Emissions Inventory Report Summary for Los Alamos National Laboratory for Calendar Year 2004

Description: Los Alamos National Laboratory (LANL) is subject to annual emissions reporting requirements for regulated air pollutants under Title 20 of the New Mexico Administrative Code, Chapter 2, Part 73 (20.2.73 NMAC), ''Notice of Intent and Emissions Inventory Requirements''. The applicability of the requirements is based on the Laboratory's potential to emit 100 tons per year of suspended particulate matter, nitrogen oxides, carbon monoxide, sulfur oxides, or volatile organic compounds. Additionally, on April 30, 2004, LANL was issued a Title V Operating Permit from the New Mexico Environment Department, Air Quality Bureau, under 20.2.70 NMAC. This Title V Operating Permit (Permit No. P-100) includes emission limits and operating limits for all regulated sources of air pollution at LANL. The Title V Operating Permit also requires semi-annual emissions reporting for all sources included in the permit. This report summarizes both the annual emissions inventory reporting and the semi-annual emissions reporting for LANL for calendar year 2004. LANL's 2004 emissions are well below the emission limits in the Title V Operating Permit.

2002 Toxic Chemical Release Inventory Report for the Emergency Planning and Community Right-to-Know Act of 1986, Title III, Section 313

Description: For reporting year 2002, Los Alamos National Laboratory (LANL or the Laboratory) submitted Form R reports for lead compounds and mercury as required under the Emergency Planning and Community Right-to-Know Act (EPCRA), Section 313. No other EPCRA Section 313 chemicals were used in 2002 above the reportable thresholds. This document was prepared to provide a description of the evaluation of EPCRA Section 313 chemical usage and threshold determinations for LANL for calendar year 2002 as well as provide background information about the data included on the Form R reports. Section 313 of EPCRA specifically requires facilities to submit a Toxic Chemical Release Inventory report (Form R) to the U.S. Environmental Protection Agency (EPA) and state agencies if the owners and operators manufacture, process, or otherwise use any of the listed toxic chemicals above listed threshold quantities. EPA compiles this data in the Toxic Release Inventory database. Form R reports for each chemical over threshold quantities must be submitted on or before July 1 each year and must cover activities that occurred at the facility during the previous year. In 1999 EPA promulgated a final rule on Persistent Bioaccumulative Toxics (PBTs). This rule added several chemicals to the EPCRA Section 313 list of toxic chemicals and established lower reporting thresholds for these and other PBT chemicals that were already reportable under EPCRA Section 313. These lower thresholds became applicable in reporting year 2000. In 2001, EPA expanded the PBT rule to include a lower reporting threshold for lead and lead compounds. Facilities that manufacture, process, or otherwise use more than 100 lb of lead or lead compounds must submit a Form R.

Emissions Inventory Report Summary: Reporting Requirements for the New Mexico Administrative Code, Title 20, Chapter 2, Part 73 (20.2.73 NMAC) for Calendar Year 2003

Description: Los Alamos National Laboratory is subject to annual emissions-reporting requirements for regulated air pollutants under Title 20 of the New Mexico Administrative Code, Chapter 2, Part 73 (20.2.73 NMAC), Notice of Intent and Emissions Inventory Requirements. The applicability of the requirements is based on the Laboratory's potential to emit 100 tons per year of suspended particulate matter, nitrogen oxides, carbon monoxide, sulfur oxides, or volatile organic compounds. For calendar year 2003, the Technical Area 3 steam plant and the air curtain destructors were the primary sources of criteria air pollutants from the Laboratory, while the air curtain destructors and chemical use associated with research and development activities were the primary sources of volatile organic compounds and hazardous air pollutants. Emissions of beryllium and aluminum were reported for activities permitted under 20.2.72 NMAC. Hazardous air pollutant emissions were reported from chemical use as well as from all combustion sources. In addition, estimates of particulate matter with diameter less than 2.5 micrometers and ammonia were provided as requested by the New Mexico Environment Department, Air Quality Bureau.

Direct Measurement of Geometric and Resistive Wakefields in Tapered Collimators for the International Linear Collider

Description: Precise collimation of the beam halo is required in the International Linear Collider (ILC) to prevent beam losses near the interaction region that could cause unacceptable backgrounds for the physics detector. The necessarily small apertures of the collimators lead to transverse wakefields that may result in beam deflections and increased emittance. A set of collimator wakefield measurements has previously been performed in the ASSET region of the SLAC Linac. We report on the next phase of this program, which is carried out at the recently commissioned End Station A (ESA) test facility at SLAC. Measurements of resistive and geometric wakefields using tapered collimators are compared with model predictions from MAFIA and GdfidL and with analytic calculations.
