Description: Following the release of BP's second quarter earning statement, which showed a $10 billion reduction in tax liability for oil-spill-related cleanup and expenses, media headlines have generated public concern, and in some cases outrage, over these tax savings. Further, the ability of BP to realize these tax savings has generated a number of inquiries as to how and why BP is entitled to this reduction in tax liability. This report discusses the nature of BP's $10 billion "credit" and the nature of corporate tax deductions.

Description: This report analyzes various revenue options for deficit reduction, highlighting proposals made by the President's Fiscal Commission and the Debt Reduction Task Force. Others, such as House Budget Committee Chairman Paul Ryan and the Obama Administration, have noted the importance of tax reform as part of a deficit reduction plans. These plans, however, do not provide the same level of detail as the Fiscal Commission and Debt Reduction Task Force, and are therefore not reviewed in detail as part of this report.

The Value of Energy Tax Incentives for Different Types of Energy Resources: In Brief

Description: This report discusses past and current energy tax incentives and their effects. The following sections estimate the value of tax incentives relative to the level of energy produced using fossil and renewable energy resources. Before proceeding with the analysis, some limitations are outlined. The analysis itself requires quantification of energy production and energy tax incentives. Once data on energy production and energy tax incentives have been presented, the value of energy tax incentives can be evaluated relative to current levels of energy production. Trends in tax incentives are also discussed.

Reducing the Budget Deficit: Tax Policy Options

Description: This report begins by reviewing the current fiscal situation. As a percentage of gross domestic product (GDP), revenues remain at historically low levels while spending remains elevated, contributing to budget deficits. The budget deficit in FY2011 is projected to be nearly $1.5 trillion, or 9.8% of GDP. Further, in recent years, the share of the federal budget devoted to mandatory spending has increased, making it difficult, if not impossible, for fiscal sustainability to be achieved through cuts in discretionary spending alone. Large budget deficits continue to contribute to a growing national debt, which, if left unchecked, could undermine future economic growth.
