U.S. Farm Income Outlook for 2016

Description: This report discusses this the U.S. Department of Agriculture's (USDA's) farm income outlook and its implications. According to USDA's Economic Research Service (ERS), national net farm income--a key indicator of U.S. farm well-being--is forecast at $54.8 billion in 2016, down 3% from last year. The 2016 forecast represents the third consecutive year of decline and would be the lowest since 2002 in both nominal and inflation-adjusted dollars.

Brazil's WTO Case Against the U.S. Cotton Program: A Brief Overview

Description: On June 2, 2008, a World Trade Organization (WTO) Appellate Body (AB) publicly released its final report upholding a December 2007 compliance panel ruling that the United States has not fully complied with a March 2005 WTO ruling against certain U.S. cotton support programs. This AB ruling was part of a prolonged dispute settlement case (DS267) originated by Brazil against certain aspects of the U.S. cotton program in September 2002. This report provides a brief overview of Brazil's case against the U.S. cotton program, the evolution and current status of the case, and the potential role for Congress.

Agriculture in the WTO: Member Spending on Domestic Support

Description: Under the World Trade Organization’s (WTO’s) Agreement on Agriculture (AA), member countries agreed to general rules regarding disciplines on domestic and export subsidies, and concessions on market access. This report focuses solely on the commitments made by WTO member countries concerning government outlays in support of domestic agricultural production. The three sections of the report provide a brief overview of WTO domestic policy commitments; background information on WTO member requirements for reporting on domestic subsidy outlays; WTO member outlays made to support agricultural production; and U.S. agricultural support outlays compared against spending limits. In addition, the report briefly discusses the implications for U.S. agricultural policy of continued adherence to existing WTO commitments.

This report provides background information on farm-based energy production and how this fits into the national energy-use picture. It briefly reviews the primary agriculture-based renewable energy types and issues of concern associated with their production, particularly their economic and energy efficiencies and long-run supply. Finally, this report examines the major legislation related to farm-based energy production and use.

Consumers and Food Price Inflation

Farm Safety-Net Payments Under the 2014 Farm Bill: Comparison by Program Crop

Description: This report looks at available Commodity Credit Corporation (CCC) and Federal Crop Insurance Act (FCIC) data for the major program crops and compares relative support using several different measures: absolute payments, payments per acre, payments as a share of the value of production, and payments as a share of the cost of production. Genetically Engineered Soybeans: Acceptance and Intellectual Property Rights Issues in South America

Agriculture in the WTO: Policy Commitments Made Under the Agreement on Agriculture

Description: This report provides a review of the major agricultural policy commitments made by members of the World Trade Organization (WTO) during the Uruguay Round of multilateral trade negotiations completed in 1994, and the legal text that underlies those commitments. Most agricultural support commitments are embodied in the Agreement on Agriculture and it is the essential focus of this review. However, references are made to additional supporting legal texts that emerged as part of the Uruguay Round Agreement, as well as to related studies and references produced by the WTO, its member countries, and international organizations interested in trade and development.

Asian Soybean Rust: Background and Issues

Description: This report discusses the background and issues regarding Asian soybean rust (ASR) that was discovered in the United States in an experimental field in Louisiana.
