Magnetic Fusion: The DOE Fusion Energy Sciences Program

Description: For over 45 years, the United States has been trying to tame the energy source of the hydrogen bomb to produce electricity. Harnessing fusion, the nuclear reaction that powers the sun, requires confining and heating deuterium and tritium nuclei so that they will produce sustained, controlled nuclear energy. One path, called magnetic fusion energy (MFE), is to use very strong magnetic fields to confine a deuterium and tritium plasma while heating it to fusion temperatures.

Electric Power and the Year 2000 Computer Problem

Description: The North American Electric Reliability Council (NERC) at the request of the Department of Energy is coordinating an effort to minimize the vulnerability of the nation's electric utility system to disruption resulting from computer failures as the date changes to January 1, 2000, the so-called Y2K computer problem. NERC now believes that the electric power industry would be able to reliably meet demand during the transition from 1999 to 2000 with the systems that are now Y2K ready. Nevertheless, at least 30% of the nation's utilities and 35% of the nation's nuclear power plants are not now expected to be Y2K ready until the last half of 1999.

The Department of Energy's Tritium Production Program

Description: Tritium is a radioactive isotope of hydrogen used to enhance the explosive yield of every thermonuclear weapon. Tritium has a radioactive decay rate of 5.5% per year and has not been produced in this country for weapons purposes since 1988. To compensate for decay losses, tritium levels in the existing stockpile are being maintained by recycling and reprocessing it from dismantled nuclear weapons. To maintain the nuclear weapons stockpile at the level called for in the Strategic Arms Reduction Treaty (START) II (not yet in force), however, a new tritium source would be needed by the year 2011. If the START I stockpile levels remain the target, as is now the case, tritium production would be needed by 2005.

Those categories, which approximate the way DOE has divided up its programs, are set up to keep similar research activities together.1 This arrangement is somewhat different from the way the R&D budget is approached by the congressional appropriations committees. This report gives a description of the programs within each category including their research objectives and the activities where significant budget changes were requested for FY2001. It then describes the request and congressional actions on the request.

Congress and the Fusion Energy Sciences Program: A Historical Analysis

Description: The U.S. government has been funding research into controlled thermonuclear fusion since 1951. Since 1957, when the program was declassified, a public record is available in the form of appropriations and authorization reports presenting congressional decisions about fusion research. This report analyzes that record in order to assess how the program may fare in the future. The program recently underwent a major restructuring at the direction of Congress, and is currently establishing plans about how to proceed toward the goal of developing a practical fusion powerplant. These plans are likely to be the subject of close congressional scrutiny during review of the FY2001 budget request from the Department of Energy

Department of Energy: Programs and Reorganization Proposals

Description: This report, a revision of an earlier CRS review of DOE programs, consists of an introductory discussion of the agency and its mission as a whole, and a description of its major programs as independent entities. Many of DOE's original energy-related missions have disappeared or changed radically. In addition, with the end of the Cold War, DOE's nuclear weapons-related programs, almost two-thirds of the total budget, are undergoing modification. However, regardless of the outcome of the debate on DOE's future, many of its present functions will continue in one location or another.
