2006 Update of Business Downtime Costs

Description: The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

Role for Distributed Energy Resources (DER) in the Digital Economy

Description: A large, and growing, part of the Nation's economy either serves or depends upon the information technology industry. These high-tech or "digital" enterprises are characterized by a dependence on electronic devices, need for completely reliable power supply, and intolerance to any power quality problems. In some cases these enterprises are densely populated with electronic loads and have very high energy usage per square foot. Serving these enterprises presents both electric power and equipment cooling challenges. Traditional electric utilities are often hard-pressed to deliver power that meets the stringent requirements of digital customers, and the economic and social consequences of a service quality or reliability problem can be large. New energy delivery and control options must be developed to effectively serve a digital economy. This report explores how distributed energy resources, partnerships between utility and customer to share the responsibility for service quality, innovative facility designs, higher energy efficiencies and waste-heat utilization can be coupled to meet the needs of a growing digital economy.

Demand Response For Power System Reliability: FAQ

Description: Demand response is the most underutilized power system reliability resource in North America. Technological advances now make it possible to tap this resource to both reduce costs and improve. Misconceptions concerning response capabilities tend to force loads to provide responses that they are less able to provide and often prohibit them from providing the most valuable reliability services. Fortunately this is beginning to change with some ISOs making more extensive use of load response. This report is structured as a series of short questions and answers that address load response capabilities and power system reliability needs. Its objective is to further the use of responsive load as a bulk power system reliability resource in providing the fastest and most valuable ancillary services.

Exploring Distributed Energy Alternatives to Electrical Distribution Grid Expansion in Souhern California Edison Service Territory

Description: Distributed energy (DE) technologies have received much attention for the energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention have been the desires to globally reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and concerns with interconnection on the distribution system. This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth. Spinning Reserve From Hotel Load Response: Initial Progress

Description: This project was motivated by the fundamental match between hotel space conditioning load response capability and power system contingency response needs. As power system costs rise and capacity is strained demand response can provide a significant system reliability benefit at a potentially attractive cost. At ORNL s suggestion, Digital Solutions Inc. adapted its hotel air conditioning control technology to supply power system spinning reserve. This energy saving technology is primarily designed to provide the hotel operator with the ability to control individual room temperature set-points based upon occupancy (25% to 50% energy savings based on an earlier study [Kirby and Ally, 2002]). DSI added instantaneous local load shedding capability in response to power system frequency and centrally dispatched load shedding capability in response to power system operator command. The 162 room Music Road Hotel in Pigeon Forge Tennessee agreed to host the spinning reserve test. The Tennessee Valley Authority supplied real-time metering equipment in the form of an internet connected Dranetz-BMI power quality meter and monitoring expertise to record total hotel load during both normal operations and test results. The Sevier County Electric System installed the metering. Preliminary testing showed that hotel load can be curtailed by 22% to 37% depending on the outdoor temperature and the time of day. These results are prior to implementing control over the common area air conditioning loads. Testing was also not at times of highest system or hotel loading. Full response occurred in 12 to 60 seconds from when the system operator s command to shed load was issued. A Tariff for Reactive Power - IEEE

Description: This paper describes a suggested tariff or payment for the local supply of reactive power from distributed energy resources. The authors consider four sample customers, and estimate the cost of supply of reactive power for each customer. The power system savings from the local supply of reactive power are also estimated for a hypothetical circuit. It is found that reactive power for local voltage regulation could be supplied to the distribution system economically by customers when new inverters are installed. The inverter would be supplied with a power factor of 0.8, and would be capable of local voltage regulation to a schedule supplied by the utility. Inverters are now installed with photovoltaic systems, fuel cells and microturbines, and adjustable-speed motor drives.

Potential Impacts of Plug-in Hybrid Electric Vehicles on Regional Power Generation

Description: Plug-in hybrid electric vehicles (PHEVs) are being developed around the world, with much work aiming to optimize engine and battery for efficient operation, both during discharge and when grid electricity is available for recharging. However, the general expectation has been that the grid will not be greatly affected by the use of PHEVs because the recharging will occur during off-peak hours, or the number of vehicles will grow slowly enough so that capacity planning will respond adequately. This expectation does not consider that drivers will control the timing of recharging, and their inclination will be to plug in when convenient, rather than when utilities would prefer. It is important to understand the ramifications of adding load from PHEVs onto the grid. Depending on when and where the vehicles are plugged in, they could cause local or regional constraints on the grid. They could require the addition of new electric capacity and increase the utilization of existing capacity. Usage patterns of local distribution grids will change, and some lines or substations may become overloaded sooner than expected. Furthermore, the type of generation used to meet the demand for recharging PHEVs will depend on the region of the country and the timing of recharging. This paper analyzes the potential impacts of PHEVs on electricity demand, supply, generation structure, prices, and associated emission levels in 2020 and 2030 in 13 regions specified by the North American Electric Reliability Corporation (NERC) and the U.S. Department of Energy's (DOE's) Energy Information Administration (EIA), and on which the data and analysis in EIA's Annual Energy Outlook 2007 are based (Figure ES-1). A Comparative Study on Emerging Electric Vehicle Technology Assessments

Description: Numerous organizations have published reports in recent years that investigate the ever changing world of electric vehicle (EV) technologies and their potential effects on society. Specifically, projections have been made on greenhouse gas (GHG) emissions associated with these vehicles and how they compare to conventional vehicles or hybrid electric vehicles (HEVs). Similar projections have been made on the volumes of oil that these vehicles can displace by consuming large amounts of grid electricity instead of petroleum-based fuels. Finally, the projected rate that these new vehicle fleets will enter the market varies significantly among organizations. New ideas, technologies, and possibilities are introduced often, and projected values are likely to be refined as industry announcements continue to be made. As a result, over time, a multitude of projections for GHG emissions, oil displacement, and market penetration associated with various EV technologies has resulted in a wide range of possible future outcomes. This leaves the reader with two key questions: (1) Why does such a collective range in projected values exist in these reports? (2) What assumptions have the greatest impact on the outcomes presented in these reports? Since it is impractical for an average reader to review and interpret all the various vehicle technology reports published to date, Sentech Inc. and the Oak Ridge National Laboratory have conducted a comparative study to make these interpretations. The primary objective of this comparative study is to present a snapshot of all major projections made on GHG emissions, oil displacement, or market penetration rates of EV technologies. Environmental Regulation Impacts on Eastern Interconnection Performance

Description: In the United States, recent environmental regulations will likely result in the removal of nearly 30 GW of oil and coal-fired generation from the power grid, mostly in the Eastern Interconnection (EI). The effects of this transition on voltage stability and transmission line flows have previously not been studied from a system-wide perspective. This report discusses the results of power flow studies designed to simulate the evolution of the EI over the next few years as traditional generation sources are replaced with environmentally friendlier ones such as natural gas and wind.

Key Residential Building Equipment Technologies for Control and Grid Support PART I (Residential)

Description: Electrical energy consumption of the residential sector is a crucial area of research that has in the past primarily focused on increasing the efficiency of household devices such as water heaters, dishwashers, air conditioners, and clothes washer and dryer units. However, the focus of this research is shifting as objectives such as developing the smart grid and ensuring that the power system remains reliable come to the fore, along with the increasing need to reduce energy use and costs. Load research has started to focus on mechanisms to support the power system through demand reduction and/or reliability services. The power system relies on matching generation and load, and day-ahead and real-time energy markets capture most of this need. However, a separate set of grid services exist to address the discrepancies in load and generation arising from contingencies and operational mismatches, and to ensure that the transmission system is available for delivery of power from generation to load. Currently, these grid services are mostly provided by generation resources. The addition of renewable resources with their inherent variability can complicate the issue of power system reliability and lead to the increased need for grid services. Using load as a resource, through demand response programs, can fill the additional need for flexible resources and even reduce costly energy peaks. Loads have been shown to have response that is equal to or better than generation in some cases. Furthermore, price-incentivized demand response programs have been shown to reduce the peak energy requirements, thereby affecting the wholesale market efficiency and overall energy prices. Testing of the 3M Company Composite Conductor

Description: The 3M Company has developed a high-temperature low-sag conductor referred to as Aluminum-Conductor Composite-Reinforced or ACCR. The conductor uses an aluminum metal matrix material to replace the steel in conventional conductors. The objective of this work is to accelerate the commercial acceptance by electric utilities of this new conductor design by testing four representative conductor classes in controlled conditions. A unique facility called the Powerline Conductor Accelerated Testing (PCAT) Facility was built at ORNL for testing overhead conductors. The PCAT has been uniquely designed for testing overhead bare transmission line conductors at high currents and temperatures after they have been installed and tensioned to the manufacturer's specifications. The ability to operate a transmission line conductor in this manner does not exist elsewhere in the United States. Four classes of ACCR cable designed by the 3M Company have been successfully test at ORNL small, medium, large and small/compact. Based on these and other manufacturer tests, the 3M Company has successfully introduced the ACCR into the commercial market and has completed over twenty installations for utility companies.

Benefits and Challenges of Achieving a Mainstream Market for Electric Vehicles

Description: The Plug-in Hybrid electric Vehicle (PHEV) Market Introduction Study Final Report identified a range of policies, incentives and regulations designed to enhance the probability of success in commercializing PHEVs as they enter the automotive marketplace starting in 2010. The objective of the comprehensive PHEV Value Proposition study, which encompasses the PHEV Market Introduction Study, is to better understand the value proposition that PHEVs (as well as other plug-in electric vehicle platforms - PEVs) provide to the auto companies themselves, to the consumer and to the public at large as represented by the government and its public policies. In this report we use the more inclusive term PEVs, to include PHEVs, BEVs (battery electric vehicles that operate only on battery) and EREVs (extended range electric vehicles that combine battery electric vehicles with an internal combustion engine that charges the battery as needed). The objective of Taratec's contribution to Phase 2 of the PHEV Value Proposition Study is to develop a clear understanding of the benefits of PEVs to three stakeholders - auto original equipment manufacturers (OEMs), utilities, and the government - and of the technical and commercial challenges and risks to be overcome in order to achieve commercial success for these vehicles. The goal is to understand the technical and commercial challenges in moving from the 'early adopters' at the point of market introduction of these vehicles to a 'sustainable' mainstream market in which PEVs and other PEVs represent a normal, commercially available and attractive vehicle to the mainstream consumer. Plug-in Hybrid Electric Vehicle Value Proposition Study - Final Report

Description: PHEVs have been the subject of growing interest in recent years because of their potential for reduced operating costs, oil displacement, national security, and environmental benefits. Despite the potential long-term savings to consumers and value to stakeholders, the initial cost of PHEVs presents a major market barrier to their widespread commercialization. The study Objectives are: (1) To identify and evaluate value-added propositions for PHEVs that will help overcome the initial price premium relative to comparable ICEs and HEVs and (2) to assess other non-monetary benefits and barriers associated with an emerging PHEV fleet, including environmental, societal, and grid impacts. Study results indicate that a single PHEV-30 on the road in 2030 will: (1) Consume 65% and 75% less gasoline than a comparable HEV and ICE, respectively; (2) Displace 7.25 and 4.25 barrels of imported oil each year if substituted for equivalent ICEs and HEVs, respectively, assuming 60% of the nation's oil consumed is imported; (3) Reduce net ownership cost over 10 years by 8-10% relative to a comparable ICE and be highly cost competitive with a comparable HEV; (4) Use 18-22% less total W2W energy than a comparable ICE, but 8-13% more than a comparable HEV (assuming a 70/30 split of E10 and E85 use in 2030); and (5) Emit 10% less W2W CO{sub 2} than equivalent ICEs in southern California and emits 13% more W2W CO{sub 2} than equivalent ICEs in the ECAR region. A Tariff for Reactive Power

Description: Two kinds of power are required to operate an electric power system: real power, measured in watts, and reactive power, measured in volt-amperes reactive or VARs. Reactive power supply is one of a class of power system reliability services collectively known as ancillary services, and is essential for the reliable operation of the bulk power system. Reactive power flows when current leads or lags behind voltage. Typically, the current in a distribution system lags behind voltage because of inductive loads such as motors. Reactive power flow wastes energy and capacity and causes voltage droop. To correct lagging power flow, leading reactive power (current leading voltage) is supplied to bring the current into phase with voltage. When the current is in phase with voltage, there is a reduction in system losses, an increase in system capacity, and a rise in voltage. Reactive power can be supplied from either static or dynamic VAR sources. Static sources are typically transmission and distribution equipment, such as capacitors at substations, and their cost has historically been included in the revenue requirement of the transmission operator (TO), and recovered through cost-of-service rates. By contrast, dynamic sources are typically generators capable of producing variable levels of reactive power by automatically controlling the generator to regulate voltage. Transmission system devices such as synchronous condensers can also provide dynamic reactive power. A class of solid state devices (called flexible AC transmission system devices or FACTs) can provide dynamic reactive power. One specific device has the unfortunate name of static VAR compensator (SVC), where 'static' refers to the solid state nature of the device (it does not include rotating equipment) and not to the production of static reactive power. The Oak Ridge Competitive Electricity Dispatch (ORCED) Model

Description: The Oak Ridge Competitive electricity Dispatch (ORCED) model has been used for multiple analyses of the impacts of different technologies and policies on the electricity grid. The model was developed over ten years ago and has been greatly enhanced since the initial documentation from June 1998 (ORNL/CON-464). The report gives guidance on the workflow and methodologies used, but does not provide a complete user's manual detailing steps necessary to operate the model. It lists the major resources used, shows the main inputs and outputs of the model, and describes how it can be used for a variety of analyses.

The Integrity of ACSR Full Tension Single-Stage Splice Connector at Higher Operation Temperature

Description: Due to increases in power demand and limited investment in new infrastructure, existing overhead power transmission lines often need to operate at temperatures higher than those used for the original design criteria. This has led to the accelerated aging and degradation of splice connectors. It is manifested by the formation of hot-spots that have been revealed by infrared imaging during inspection. The implications of connector aging is two-fold: (1) significant increases in resistivity of the splice connector (i.e., less efficient transmission of electricity) and (2) significant reductions in the connector clamping strength, which could ultimately result in separation of the power transmission line at the joint. Therefore, the splice connector appears to be the weakest link in electric power transmission lines. This report presents a protocol for integrating analytical and experimental approaches to evaluate the integrity of full tension single-stage splice connector assemblies and the associated effective lifetime at high operating temperature.

Providing Reliability Services through Demand Response: A Prelimnary Evaluation of the Demand Response Capabilities of Alcoa Inc.

Description: Demand response is the largest underutilized reliability resource in North America. Historic demand response programs have focused on reducing overall electricity consumption (increasing efficiency) and shaving peaks but have not typically been used for immediate reliability response. Many of these programs have been successful but demand response remains a limited resource. The Federal Energy Regulatory Commission (FERC) report, 'Assessment of Demand Response and Advanced Metering' (FERC 2006) found that only five percent of customers are on some form of demand response program. Collectively they represent an estimated 37,000 MW of response potential. These programs reduce overall energy consumption, lower green house gas emissions by allowing fossil fuel generators to operate at increased efficiency and reduce stress on the power system during periods of peak loading. As the country continues to restructure energy markets with sophisticated marginal cost models that attempt to minimize total energy costs, the ability of demand response to create meaningful shifts in the supply and demand equations is critical to creating a sustainable and balanced economic response to energy issues. Restructured energy market prices are set by the cost of the next incremental unit of energy, so that as additional generation is brought into the market, the cost for the entire market increases. The benefit of demand response is that it reduces overall demand and shifts the entire market to a lower pricing level. This can be very effective in mitigating price volatility or scarcity pricing as the power system responds to changing demand schedules, loss of large generators, or loss of transmission. Local Dynamic Reactive Power for Correction of System Voltage Problems

Description: Distribution systems are experiencing outages due to a phenomenon known as local voltage collapse. Local voltage collapse is occurring in part because modern air conditioner compressor motors are much more susceptible to stalling during a voltage dip than older motors. These motors can stall in less than 3 cycles (.05s) when a fault, such as on the sub-transmission system, causes voltage to sag to 70 to 60%. The reasons for this susceptibility are discussed in the report. During the local voltage collapse, voltages are depressed for a period of perhaps one or two minutes. There is a concern that these local events are interacting together over larger areas and may present a challenge to system reliability. An effective method of preventing local voltage collapse is the use of voltage regulation from Distributed Energy Resources (DER) that can supply or absorb reactive power. DER, when properly controlled, can provide a rapid correction to voltage dips and prevent motor stall. This report discusses the phenomenon and causes of local voltage collapse as well as the control methodology we have developed to counter voltage sag. The problem is growing because of the use of low inertia, high efficiency air conditioner (A/C) compressor motors and because the use of electric A/C is growing in use and becoming a larger percentage of system load. A method for local dynamic voltage regulation is discussed which uses reactive power injection or absorption from local DER. This method is independent, rapid, and will not interfere with conventional utility system voltage control. The results of simulations of this method are provided. Lean NOx Trap Catalysis for Lean Natural Gas Engine Applications

Description: Distributed energy is an approach for meeting energy needs that has several advantages. Distributed energy improves energy security during natural disasters or terrorist actions, improves transmission grid reliability by reducing grid load, and enhances power quality through voltage support and reactive power. In addition, distributed energy can be efficient since transmission losses are minimized. One prime mover for distributed energy is the natural gas reciprocating engine generator set. Natural gas reciprocating engines are flexible and scalable solutions for many distributed energy needs. The engines can be run continuously or occasionally as peak demand requires, and their operation and maintenance is straightforward. Furthermore, system efficiencies can be maximized when natural gas reciprocating engines are combined with thermal energy recovery for cooling, heating, and power applications. Expansion of natural gas reciprocating engines for distributed energy is dependent on several factors, but two prominent factors are efficiency and emissions. Efficiencies must be high enough to enable low operating costs, and emissions must be low enough to permit significant operation hours, especially in non-attainment areas where emissions are stringently regulated. To address these issues the U.S. Department of Energy and the California Energy Commission launched research and development programs called Advanced Reciprocating Engine Systems (ARES) and Advanced Reciprocating Internal Combustion Engines (ARICE), respectively. Fuel efficiency and low emissions are two primary goals of these programs. The work presented here was funded by the ARES program and, thus, addresses the ARES 2010 goals of 50% thermal efficiency (fuel efficiency) and <0.1 g/bhp-hr emissions of oxides of nitrogen (NOx). A summary of the goals for the ARES program is given in Table 1-1. ARICE 2007 goals are 45% thermal efficiency and <0.015 g/bhp-hr NOx. Cybersecurity through Real-Time Distributed Control Systems

Description: Critical infrastructure sites and facilities are becoming increasingly dependent on interconnected physical and cyber-based real-time distributed control systems (RTDCSs). A mounting cybersecurity threat results from the nature of these ubiquitous and sometimes unrestrained communications interconnections. Much work is under way in numerous organizations to characterize the cyber threat, determine means to minimize risk, and develop mitigation strategies to address potential consequences. While it seems natural that a simple application of cyber-protection methods derived from corporate business information technology (IT) domain would lead to an acceptable solution, the reality is that the characteristics of RTDCSs make many of those methods inadequate and unsatisfactory or even harmful. A solution lies in developing a defense-in-depth approach that ranges from protection at communications interconnect levels ultimately to the control system s functional characteristics that are designed to maintain control in the face of malicious intrusion. This paper summarizes the nature of RTDCSs from a cybersecurity perspec tive and discusses issues, vulnerabilities, candidate mitigation approaches, and metrics.
