Western Region Renewable Energy Markets: Implications for the Bureau of Land Management

Description: The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

Market Assessment of Biomass Gasification and Combustion Technology for Small- and Medium-Scale Applications

Description: This report provides a market assessment of gasification and direct combustion technologies that use wood and agricultural resources to generate heat, power, or combined heat and power (CHP) for small- to medium-scale applications. It contains a brief overview of wood and agricultural resources in the U.S.; a description and discussion of gasification and combustion conversion technologies that utilize solid biomass to generate heat, power, and CHP; an assessment of the commercial status of gasification and combustion technologies; a summary of gasification and combustion system economics; a discussion of the market potential for small- to medium-scale gasification and combustion systems; and an inventory of direct combustion system suppliers and gasification technology companies. The report indicates that while direct combustion and close-coupled gasification boiler systems used to generate heat, power, or CHP are commercially available from a number of manufacturers, two-stage gasification systems are largely in development, with a number of technologies currently in demonstration. The report also cites the need for a searchable, comprehensive database of operating combustion and gasification systems that generate heat, power, or CHP built in the U.S., as well as a national assessment of the market potential for the systems.

Guam Initial Technical Assessment Report

Description: Under an interagency agreement, funded by the Department of Interior's (DOI) Office of Insular Affairs (OIA), the National Renewable Energy Laboratory (NREL) was tasked to deliver technical assistance to the island of Guam by conducting an island initial technical assessment that would lay out energy consumption and production data and establish a baseline. This assessment will be used to conduct future analysis and studies by NREL that will estimate energy efficiency and renewable energy potential for the island of Guam.

Navajo Generating Station and Clean-Energy Alternatives: Options for Renewables

Description: In January 2012, the National Renewable Energy Laboratory delivered to the Department of the Interior the first part of a study on Navajo Generating Station (Navajo GS) and the likely impacts of BART compliance options. That document establishes a comprehensive baseline for the analysis of clean energy alternatives, and their ability to achieve benefits similar to those that Navajo GS currently provides. This analysis is a supplement to NREL's January 2012 study. It provides a high level examination of several clean energy alternatives, based on the previous analysis. Each has particular characteristics affecting its relevance as an alternative to Navajo GS. It is assumed that the development of any alternative resource (or portfolio of resources) to replace all or a portion of Navajo GS would occur at the end of a staged transition plan designed to reduce economic disruption. We assume that replacing the federal government's 24.3% share of Navajo GS would be a cooperative responsibility of both the U.S. Bureau of Reclamation (USBR) and the Central Arizona Water Conservation District (CAWCD).

Navajo Generating Station and Air Visibility Regulations: Alternatives and Impacts

Description: Pursuant to the Clean Air Act, the U.S. Environmental Protection Agency (EPA) announced in 2009 its intent to issue rules for controlling emissions from Navajo Generating Station that could affect visibility at the Grand Canyon and at several other national parks and wilderness areas. The final rule will conform to what EPA determines is the best available retrofit technology (BART) for the control of haze-causing air pollutants, especially nitrogen oxides. While EPA is ultimately responsible for setting Navajo Generating Station's BART standards in its final rule, it will be the U.S. Department of the Interior's responsibility to manage compliance and the related impacts. This study aims to assist both Interior and EPA by providing an objective assessment of issues relating to the power sector.

Wavelet based characterization of ex vivo vertebral trabecular bone structure with 3T MRI compared to microCT

Description: Trabecular bone structure and bone density contribute to the strength of bone and are important in the study of osteoporosis. Wavelets are a powerful tool to characterize and quantify texture in an image. In this study the thickness of trabecular bone was analyzed in 8 cylindrical cores of the vertebral spine. Images were obtained from 3 Tesla (T) magnetic resonance imaging (MRI) and micro-computed tomography ({micro}CT). Results from the wavelet based analysis of trabecular bone were compared with standard two-dimensional structural parameters (analogous to bone histomorphometry) obtained using mean intercept length (MR images) and direct 3D distance transformation methods ({micro}CT images). Additionally, the bone volume fraction was determined from MR images. We conclude that the wavelet based analyses delivers comparable results to the established MR histomorphometric measurements. The average deviation in trabecular thickness was less than one pixel size between the wavelet and the standard approach for both MR and {micro}CT analysis. Since the wavelet based method is less sensitive to image noise, we see an advantage of wavelet analysis of trabecular bone for MR imaging when going to higher resolution.
