The role of competitive forces in integrated resource planning

Description: In this report, we study the potential for competitive forces to enhance the efficiency of integrated resource planning and produce consumer cost reductions. We examine the efficiency gains from competition in the private power market, and ask whether similar forces can be successful on the demand-side of the market. The goal of this analysis is to identify and elucidate options available to state Public Utility Commissions (PUCs) to support competition in utility demand-side management program… more

Energy Efficiency Upgrades for Little Rock Air Force Base

Description: Little Rock Air Force Base (LRAFB), in partnership with the local utility, Entergy Services, Inc., has reduced energy costs and used savings from investments in high-efficiency equipment to maintain and improve the condition of base housing and other facilities. Three projects were completed, with over $10 million invested. Major accomplishments include replacing air-to-air heat pumps with high-efficiency ground-source heat pumps (GSHPs) in more than 1,500 base housing units, lighting modificat… more

Review of demand-side bidding programs: Impacts, costs, and cost-effectiveness

Description: In December 1987, Central Maine Power (CMP) instituted the first competitive bidding program that allowed developers to propose installation of conservation measures. Since then, about 30 utilities in 14 states have solicited bids from energy service companies (ESCOs) and customers to reduce energy demand in residential homes and in commercial and industrial facilities. Interest in the use of competitive procurement mechanisms for demand-side resources continues to grow. In this study, the auth… more

Measured energy savings and economics of retrofitting existing single-family homes: An update of the BECA-B database

Description: The energy bill for US single-family households was over $77 billion in 1987 (excluding auto fuel purchases), accounting for approximately 20% of national energy expenditures. Large sums are spent on residential retrofits by individual homeowners, government agencies, and utilities. As of late 1987, over 21 million households indicated that they had added at least one energy-saving measure in the previous two years, while a recent Electric Power Research Institute (EPRI) study estimated that ne… more

Evaluation of Public Service Electric & Gas Company`s standard offer program, Volume I

Description: In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated p… more

Ratepayer-funded energy-efficiency programs in a restructured electricity industry: Issues, options, and unanswered questions

Description: Regulated utilities have, in the past, been responsible for {open_quotes}Public purpose{close_quotes} programs that contribute to the general social good, such as energy-efficiency programs. In several states, continuation of these programs has become a critical issue in forging the consensus required to proceed with restructuring. As a result of reviewing the restructuring process in several states, we expect this trend to continue, but do not believe a single, generic approach can or should b… more

Environmental externalities: A survey of state commission actions

Description: Awareness of the environmental consequences of electricity production have led many state public utility commissions (PUC) to consider these externalities formally in their regulation of utilities. At the request of NARUC`s Energy Conservation staff subcommittee, the Lawrence Berkeley Laboratory conducted a survey to identify the extent and range of PUC approaches to this issue; responses were obtained from PUC staff in 49 states and the District of Columbia. The study should be viewed as provi… more

Primer on electricity futures and other derivatives

Description: Increased competition in bulk power and retail electricity markets is likely to lower electricity prices, but will also result in greater price volatility as the industry moves away from administratively determined, cost-based rates and encourages market-driven prices. Price volatility introduces new risks for generators, consumers, and marketers. Electricity futures and other derivatives can help each of these market participants manage, or hedge, price risks in a competitive electricity marke… more

Independent review of estimated load reductions for PJM's small customer load response pilot project

Description: This study describes the results of a low-cost approach used to measure reported load reductions from a residential electric water heater (EWH) load control program operated as part of PJM Interconnection's Demand Response small customer pilot program. Lawrence Berkeley National Laboratory (LBNL) conducted this independent review of the engineering estimates for EWH load control reported by a Curtailment Service Provider (CSP) at PJM's request. LBNL employed low-cost measurement and verificatio… more

Review of consolidated Edison`s integrated resource bidding program

Description: Competitive bidding has emerged as the dominant method for procuring new resources by US utilities. In New York, the Public Service Commission (NYPSC) ordered the state`s seven investor-owned utilities to develop bidding programs to acquire supply and DSM resource options. Utilities were allowed significant discretion in program design in order to encourage experimentation. Competitive bidding programs pose formidable policy, design, and management challenges for utilities and their regulators.… more

Review of integrated resource bidding at Niagara Mohawk

Description: In June 1988, the New York Public Service Commission (PSC) ordered the state`s investor-owned utilities to develop competitive bidding programs that included both supply and demandside resource options. The New York State Energy Research & Development Authority (NYSERDA), the New York Department of Public Service, and the Department of Energy`s Integrated Resource Planning program asked Lawrence Berkeley Laboratory (LBL) to review the integrated bidding processes of two New York utilities, Niag… more

An R and D Agenda to enhance electricity system reliability by increasing customer participation in emerging competitive markets

Description: Recent electricity price spikes are painful reminders of the value that meaningful demand-side responses could bring to the restructuring US electricity system. Review of the aggregate offers made by suppliers confirms that even a modest increase demand elasticity could dramatically reduce these extremes in price volatility. We submit that dramatically increased customer participation in these markets to enhance system reliability and reduce price volatility is sorely needed. Indeed, allowing c… more

Survey of state regulatory activities on least cost planning for gas utilities

Description: Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers' short-term and long-term energy service needs at the lowest cost. Incorporating the concept of meeting customer energy service needs entails a recognition that customers' costs must be considered along with the utility's costs in the economic analysis of energy options. As applied to gas utilities, an integrated r… more

Customer response to day-ahead wholesale market electricity prices: Case study of RTP program experience in New York

Description: There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical pe… more
