Data analysis for remote monitoring of safeguarded facilities

Description: The International Remote Monitoring Project (IRMP) sponsored by the US DOE allows DOE and its international partners to gain experience with the remote collection, transmission, and interpretation of safeguards-relevant data. This paper focuses on the interpretation of the data from these remote monitoring systems. Users of these systems need to be able to ascertain that the remote monitoring system is functioning as expected and that the events generated by the sensors are consistent with declared activity. The initial set of analytical tools being provided for IRMP installations this year include a suite of automatically generated views of user-selected data. The baseline set of tools, with illustrative examples, will be discussed. Plans for near-term enhancements will also be discussed. Finally, the applicability of more advanced analytical techniques such as expert systems will be discussed.

Information model for on-site inspection system

Description: This report describes the information model that was jointly developed as part of two FY93 LDRDs: (1) Information Integration for Data Fusion, and (2) Interactive On-Site Inspection System: An Information System to Support Arms Control Inspections. This report describes the purpose and scope of the two LDRD projects and reviews the prototype development approach, including the use of a GIS. Section 2 describes the information modeling methodology. Section 3 provides a conceptual data dictionary for the OSIS (On-Site Information System) model, which can be used in conjunction with the detailed information model provided in the Appendix. Section 4 discussions the lessons learned from the modeling and the prototype. Section 5 identifies the next steps--two alternate paths for future development. The long-term purpose of the On-Site Inspection LDRD was to show the benefits of an information system to support a wide range of on-site inspection activities for both offensive and defensive inspections. The database structure and the information system would support inspection activities under nuclear, chemical, biological, and conventional arms control treaties. This would allow a common database to be shared for all types of inspections, providing much greater cross-treaty synergy.

International safeguards data authentication

Description: The International Safeguards community is becoming increasingly reliant on information stored in electronic form. In international monitoring and related activities it must be possible to verify and maintain the integrity of this electronic information. This paper discusses the use of data authentication technology to assist in accomplishing this task. The paper provides background information, identifies the relevance to international safeguards, discusses issues related to export controls, algorithm patents, key management and the use of commercial vs. custom software.

Modular Integrated Monitoring System (MIMS) - architecture and implementation

Description: The MIMS is being developed as a cost-effective means of performing safeguards in unattended remote monitoring applications. Based on industry standards and an open systems approach, the MIMS architecture supports both data acquisition and data review subsystems. Data includes images as well as discrete and analog sensor outputs. The MIMS uses an Echelon LonWorks network as a standard means and method of data acquisition from the sensor. A common data base not only stores sensor and image data but also provides a structure by which dynamic changes to the sensor system can be reflected in the data acquisition and data review subsystems without affecting the execution software. The architecture includes standards for wide area communications between data acquisition systems and data review systems. Data authentication is provided as an integral part of the design. The MIMS software implements this architecture by combining the use of commercial applications with a set of custom 16 and 32 bit Microsoft Windows applications which are run under Windows NT and Windows 95 operating systems.

Extraction of information from unstructured text

Description: Extracting information from unstructured text has become an emphasis in recent years due to the large amount of text now electronically available. This status report describes the findings and work done by the end of the first year of a two-year LDRD. Requirements of the approach included that it model the information in a domain independent way. This means that it would differ from current systems by not relying on previously built domain knowledge and that it would do more than keyword identification. Three areas that are discussed and expected to contribute to a solution include (1) identifying key entities through document level profiling and preprocessing, (2) identifying relationships between entities through sentence level syntax, and (3) combining the first two with semantic knowledge about the terms.

Determining information management needs for enhanced international safeguards

Description: The Safeguards Information Management System initiative is a program of the Department of Energy`s (DOE) Office of Arms Control and Nonproliferation aimed at supporting the International Atomic Energy Agency`s (IAEA) efforts to strengthen safeguards through the enhancement of information management capabilities. The DOE hopes to provide the IAEA with the ability to correlate and analyze data from existing and new sources of information, including publicly available information, information on imports and exports, design information, environmental monitoring data, and non-safeguards information. The first step in this effort is to identify and define IAEA requirements. In support of this, we have created a users` requirements document based on interviews with IAEA staff that describes the information management needs of the end user projected by the IAEA, including needs for storage, retrieval, analysis, communication, and visualization of data. Also included are characteristics of the end user and attributes of the current environment. This paper describes our efforts to obtain the required information. We discuss how to accurately represent user needs and involve users for an international organization with a multi-cultural user population. We describe our approach, our experience in setting up and conducting the interviews and brainstorming sessions, and a brief discussion of what we learned.

End user needs for enhanced IAEA Safeguards Information Management Capabilities

Description: The International Atomic Energy Agency is undertaking a program for strengthening its safeguards on the recognition that safeguards must give assurance not only of the non-diversion of declared material or that declared facilities are not being misused, but also of the absence of any undeclared nuclear activities in States which have signed comprehensive safeguards agreements with the Agency. The IAEA has determined that the detection of undeclared nuclear activities and the creation of confidence in the continuing peaceful use of declared material and facilities is largely dependent on more information being made available to the Agency and on the capability of the Agency to make more effective use of this additional information, as well as existing information.

The interactive on-site inspection system: An information management system to support arms control inspections

Unattended Monitoring System Design Methodology

Description: A methodology for designing Unattended Monitoring Systems starting at a systems level has been developed at Sandia National Laboratories. This proven methodology provides a template that describes the process for selecting and applying appropriate technologies to meet unattended system requirements, as well as providing a framework for development of both training courses and workshops associated with unattended monitoring. The design and implementation of unattended monitoring systems is generally intended to respond to some form of policy based requirements resulting from international agreements or domestic regulations. Once the monitoring requirements are established, a review of the associated process and its related facilities enables identification of strategic monitoring locations and development of a conceptual system design. The detailed design effort results in the definition of detection components as well as the supporting communications network and data management scheme. The data analyses then enables a coherent display of the knowledge generated during the monitoring effort. The resultant knowledge is then compared to the original system objectives to ensure that the design adequately addresses the fundamental principles stated in the policy agreements. Implementation of this design methodology will ensure that comprehensive unattended monitoring system designs provide appropriate answers to those critical questions imposed by specific agreements or regulations. This paper describes the main features of the methodology and discusses how it can be applied in real world situations.
