System effectiveness of material control and accounting systems

Description: Lawrence Livermore Laboratory is developing a methodology that will assist the NRC in evaluating material control and accounting systems. The major features of that methodology are described, with an emphasis on the decision analytic issues involved. A key problem is the estimation of the relative likelihood of adversary actions.
