Appropriations for FY2005: Energy and Water Development

Description: Appropriations are one part of a complex federal budget process that includes budget resolutions, appropriations (regular, supplemental, and continuing) bills, rescissions, and budget reconciliation bills. This Report is a guide to one of the 13 regular appropriations bills that Congress passes each year. It is designed to supplement the information provided by the House and Senate Appropriations Subcommittees on Energy and Water Development.

Aviation Safety: Better Management Controls are Needed to Improve FAA's Safety Enforcement and Compliance Efforts

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The safety of the nation's flying public depends, in large part, on the aviation industry's compliance with safety regulations and the Federal Aviation Administration's (FAA) enforcement of those regulations when violations occur. FAA attempts to gain the industry's compliance through enforcement tools, including levying fines and suspending or revoking operating certificates, and partnership programs t… more

Coated Metal Articles and Method of Making

Description: The method of protectively coating metallic uranium which comprises dipping the metallic uranium in a molten alloy comprising about 20-75% of copper and about 80-25% of tin, dipping the coated uranium promptly into molten tin, withdrawing it from the molten tin and removing excess molten metal, thereupon dipping it into a molten metal bath comprising aluminum until it is coated with this metal, then promptly withdrawing it from the bath.

Criteria for Second Stability for Ballooning Modes in Stellarators

Description: An expression determining how variations in the pressure-gradient and average magnetic shear affect ballooning stability for a stellarator equilibrium is presented. The procedure for determining the marginal stability boundaries, for each field line, depends only on the equilibrium and a single ballooning eigenfunction calculation. This information is sufficient to determine if increasing pressure-gradient is stabilizing or destabilizing and to predict whether the configuration possess a second… more

Deformation and Shear Band Development in an Ultrahigh Carbon Steel During High Strain Rate Deformation

Description: The mechanical response of a pearlitic UHCS-1.3C steel deformed at approximately 4000 s{sup -1} to large strains ({var_epsilon} = -0.9) has been studied. Failure, at both the macroscopic and the microscopic levels has been evaluated, and the ability of the material to absorb energy in compression has been examined. Failure occurred by the development of a shear band. However before failure, extensive buckling of the carbide plates was observed and the UHCS-1.3C material exhibited significant po… more

Documentation as Problem Solving for Literacy Outreach Programs

Description: Age-appropriate technical writing lessons for underperforming high-school students can offer them an innovative, ''authentic'' way to improve how they read and write. Thus the techniques and principles of effective technical communication routinely applied at work also provide a positive response to one of today's great educational challenges. This workshop shows participants how to (1) introduce English and science teachers to the value of technical writing as a response to school literacy pro… more

Drug Rehabilitation Clinics: Illegal Drug Activities Near Some District of Columbia Clinics Undermine Clinic Services and Patient Rehabilitation

Description: Testimony issued by the Government Accountability Office with an abstract that begins "GAO summarized the results of its investigation, performed at Congress' request, of street narcotic sales in the vicinity of certain drug rehabilitation clinics in the District of Colombia. To obtain an overview of the problem, we conducted physical surveillance of five clinics in the District of Columbia and interviewed clinic personnel and law enforcement officials. In brief, we found that a significant amo… more

Energetic Ion Transport and Concomitant Change of the Fusion Reactivity during Reconnection Events in Spherical Tori

Description: Effects of MHD reconnection events on the beam-plasma fusion reactivity and transport of the beam ions are studied. Based on the analysis of fusion reactivity changes induced by MHD events, the conclusion is drawn that the strong drops of the neutron yield during sawtooth crashes observed in the National Spherical Torus experiment (NSTX) [M. Ono et al., Nucl. Fusion 40, 557 (2000)] are associated with both a particle redistribution inside the plasma and a loss of the beam ions. Mechanisms of th… more

Numerical evaluation of one-loop diagrams near exceptional momentum configurations

Description: One problem which plagues the numerical evaluation of one-loop Feynman diagrams using recursive integration by part relations is a numerical instability near exceptional momentum configurations. In this contribution we will discuss a generic solution to this problem. As an example we consider the case of forward light-by-light scattering.

Phosphate Mineral Source Evaluation and Zone-of-Influence Estimates for Sediment Contaminant Amendments at the TNX Outfall Delta Operable Unit

Description: The TNX pilot-scale research facility released processed waste, containing elevated concentrations of several metals and radionuclides into an unlined seepage basin between 1958 and 1980. The contents of this basin have entered the nearby swamp, the TNX Outfall Delta (TNX OD), by subsurface and overland flow. Studies were conducted to evaluate whether sediment amendments could be used to reduce contaminant mobility and bioavailability. Previous studies showed that the addition of a phosphate mi… more

A Plutonium Ceramic Target for MASHA

Description: We are currently developing a plutonium ceramic target for the MASHA mass separator. The MASHA separator will use a thick plutonium ceramic target capable of tolerating temperatures up to 2000 C. Promising candidates for the target include oxides and carbides, although more research into their thermodynamic properties will be required. Reaction products will diffuse out of the target into an ion source, where they will then be transported through the separator to a position-sensitive focal-plan… more

Recent Progress on the Conversion of Surplus Picric Acid/Explosive D to Higher Value Products

Description: The global demilitarization of nuclear and conventional munitions is producing millions of pounds of surplus energetic materials. Historically, energetic materials (high explosives, propellants, and pyrotechnics) have been disposed of by open burning/open detonation (OB/OD). The use of OB/OD is becoming unacceptable due to public concerns and increasingly stringent environmental regulations. Clearly, there is a great need to develop environmentally sound and cost-effective alternatives to OB/OD… more
