Development of All-Solid-State Sensors for Measurement of Nitric Oxide and Ammonia Concentrations by Optical Absorption in Particle-Laden Combusion Exhaust Streams

Description: An all-solid-state continuous-wave (cw) laser system for ultraviolet absorption measurements of the nitric oxide (NO) molecule has been developed and demonstrated. For the NO sensor, 250 nW of tunable cw ultraviolet radiation is produced by sum-frequency-mixing of 532-nm radiation from a diode-pumped Nd:YAG laser and tunable 395-nm radiation from an external cavity diode laser (ECDL). The sum-frequency-mixing process occurs in a beta-barium borate crystal. The nitric oxide absorption measuremen… more

A Free Trade Area of the Americas: Status of Negotiations and Major Policy Issues

Description: In 1994, 34 Western Hemisphere nations met at the first Summit of the Americas, envisioning a plan to create a Free Trade Area of the Americas (FTAA) by January 2005. Nine years later, the third draft text of an agreement is being readied for the eighth trade ministerial scheduled for November 17-21, 2003 in Miami. However, serious differences between Brazil and the United States, similar to those that led to the collapse of the September 2003 WTO talks in Cancún, Mexico, invite a cautious asse… more

China and Proliferation of Weapons of Mass Destruction and Missiles: Policy Issues

Description: Congress has long been concerned about whether U.S. policy advances the national interest in reducing the role of the People's Republic of China (PRC) in the proliferation of weapons of mass destruction (WMD) and missiles that could deliver them. China has taken some steps to mollify U.S. concerns about its role in weapons proliferation. Skeptics question whether China's cooperation in weapons nonproliferation has warranted President Bush's pursuit of stronger bilateral ties. This report discus… more

Use of Fault Tree Analysis for Automotive Reliability and Safety Analysis

Description: Fault tree analysis (FTA) evolved from the aerospace industry in the 1960's. A fault tree is deductive logic model that is generated with a top undesired event in mind. FTA answers the question, ''how can something occur?'' as opposed to failure modes and effects analysis (FMEA) that is inductive and answers the question, ''what if?'' FTA is used in risk, reliability and safety assessments. FTA is currently being used by several industries such as nuclear power and chemical processing. Typicall… more

Compensation of Wave-Induced Motion and Force Phenomena for Ship-Based High Performance Robotic and Human Amplifying Systems

Description: The decrease in manpower and increase in material handling needs on many Naval vessels provides the motivation to explore the modeling and control of Naval robotic and robotic assistive devices. This report addresses the design, modeling, control and analysis of position and force controlled robotic systems operating on the deck of a moving ship. First we provide background information that quantifies the motion of the ship, both in terms of frequency and amplitude. We then formulate the motion… more

Selection and Testing of "Getters" for Adsorption of Iodine-129 and Technetium-99: A Review

Description: During the last several decades considerable research effort has been expended to identify suitable "getter" materials that can immobilize or delay the transport of anionic radionuclides (such as 129I and 99TcO4) that would be released from physically and chemically degrading waste packages. Several investigators have identified a number of important performance characteristics such as adsorption potential and chemical/physical stability that getter materials should possess for effective deploy… more

X-Ray Diffraction From Shocked Crystals: Experiments and Predications of Molecular Dynamics Simulations

Description: When a crystal is subjected to shock compression beyond its Hugoniot Elastic Limit (HEL), the deformation it undergoes is composed of elastic and plastic strain components. In situ time-dependent X-ray diffraction, which allows direct measurement of lattice spacings, can be used to investigate such phenomena. This paper presents recent experimental results of X-ray diffraction from shocked fcc crystals. Comparison is made between experimental data and simulated X-ray diffraction using a post-pr… more
