2001 environmental monitoring report for the Bettis Atomic Power Laboratory, West Mifflin Site

Description: The 2001 results for the Bettis-Pittsburgh radiological and nonradiological environmental monitoring programs are presented. The results demonstrate that the existing procedures ensured that releases to the environment during 2001 were in accordance with applicable Federal, State, County, and local regulations. Evaluation of the environmental data indicates that current operations at the Site continue to have no adverse effect on human health and the quality of the environment. A conservative assessment of radiation exposure to the general public as a result of Site operations demonstrates that the dose received by any member of the public was well below the most restrictive dose limits established by the Environmental Protection Agency, the Nuclear Regulatory Commission, and the U.S. Department of Energy. A risk assessment of potentially exposed populations to chemical residues in the environment at the Site demonstrates that any potential risk posed by these residues is much less than the risks encountered in normal everyday life.

Abstract Moments of Art Found in the Ordinary

Description: This paper is an experiment using digital video to locate and identify the abstract in everyday life and nature. The abstract moment occurs when the image that is captured by video loses its connection with the original context, allowing the images to be viewed in an entirely new way. The abstract moment is initiated by a transformative instant, that instant in which perception is altered and the viewer sees the intended content of composition of light and sound. The project contains four digital videos that record the artist's progress and interests.

Adult Chinook Salmon Abundance Monitoring in Lake Creek, Idaho, Annual Report 2001.

Description: Underwater time-lapse video technology has been used to monitor adult spring and summer chinook salmon (Oncorhynchus tshawytscha) escapement into the Secesh River and Lake Creek, Idaho, since 1998. Underwater time- lapse videography is a passive methodology that does not trap or handle this Endangered Species Act listed species. Secesh River chinook salmon represent a wild spawning aggregate that has not been directly supplemented with hatchery fish. The Secesh River is also a control stream under the Idaho Salmon Supplementation study. This project has successfully demonstrated the application of underwater video monitoring to accurately quantify chinook salmon abundance in Lake Creek in 1998, 1999 and 2001. The adult salmon spawner escapement estimate into Lake Creek in 2001 was 697 fish, the largest escapement since the project began. Jack salmon comprised 10% of the spring migration. Snow pack in the drainage was 38% of the average during the winter of 2000/2001. The first fish passage on Lake Creek was recorded on June 9, 19 days after installation of the fish counting station and two weeks earlier than previously reported. Peak net upstream movement of 52 adults occurred on June 22. Peak of total movement activity was July 3. The last fish passed through the Lake Creek fish counting station on September 6. Redd count expansion methods were compared to underwater video determined salmon spawner abundance in Lake Creek in 2001. Expanded index area redd count point estimates and intensive area redd counts in 2001, estimated from 1.3 percent fewer to 56 percent greater number of spawners than underwater video determined spawner abundance. Redd count expansion values had unknown variation associated with the point estimates. Fish per redd numbers in Lake Creek have varied widely. In 2001 there were 2.07 fish per redd. ADVANCED CHARACTERIZATION OF FRACTURED RESERVOIRS IN CARBONATE ROCKS: THE MICHIGAN BASIN

Description: The purpose of the study was to collect and analyze existing data on the Michigan Basin for fracture patterns on scales ranging form thin section to basin. The data acquisition phase has been successfully concluded with the compilation of several large digital databases containing nearly all the existing information on formation tops, lithology and hydrocarbon production over the entire Michigan Basin. These databases represent the cumulative result of over 80 years of drilling and exploration. Plotting and examination of these data show that contrary to most depictions, the Michigan Basin is in fact extensively faulted and fractured, particularly in the central portion of the basin. This is in contrast to most of the existing work on the Michigan Basin, which tends to show relatively simple structure with few or minor faults. It also appears that these fractures and faults control the Paleozoic sediment deposition, the subsequent hydrocarbon traps and very likely the regional dolomitization patterns. Recent work has revealed that a detailed fracture pattern exists in the interior of the Central Michigan Basin, which is related to the mid-continent gravity high. The inference is that early Precambrian, ({approx}1 Ga) rifting events presumed by many to account for the gravity anomaly subsequently controlled Paleozoic sedimentation and later hydrocarbon accumulation. There is a systematic relationship between the faults and a number of gas and oil reservoirs: major hydrocarbon accumulations consistently occur in small anticlines on the upthrown side of the faults. The main tools used in this study to map the fault/fracture patterns are detailed, close-interval (CI = 10 feet) contouring of the formation top picks accompanied by a new way of visualizing the data using a special color spectrum to bring out the third dimension. Analysis Of Sequential Barycenter Random Probability Measures via Discrete Constructions

Description: Hill and Monticino (1998) introduced a constructive method for generating random probability measures with a prescribed mean or distribution on the mean. The method involves sequentially generating an array of barycenters that uniquely defines a probability measure. This work analyzes statistical properties of the measures generated by sequential barycenter array constructions. Specifically, this work addresses how changing the base measures of the construction affects the statististics of measures generated by the SBA construction. A relationship between statistics associated with a finite level version of the SBA construction and the full construction is developed. Monte Carlo statistical experiments are used to simulate the effect changing base measures has on the statistics associated with the finite level construction.

An Annotated Bibliography of Mobile Agents in Networks

Description: The purpose of this thesis is to present a comprehensive colligation of applications of mobile agents in networks, and provide a baseline association of these systems. This work has been motivated by the fact that mobile agent systems have been deemed proficuous alternatives in system applications. Several mobile agent systems have been developed to provide scalable and cogent solutions in network-centric applications. This thesis examines some existing mobile agent systems in core networking areas, in particular, those of network and resource management, routing, and the provision of fault tolerance and security. The inherent features of these systems are discussed with respect to their specific functionalities. The applicability and efficacy of mobile agents are further considered in the specific areas mentioned above. Although an initial foray into a collation of this nature, the goal of this annotated bibliography is to provide a generic referential view of mobile agent systems in network applications.

Approaches to Nature Aesthetics: East Meets West

Description: Nature aesthetics is examined as an approach to environmental ethics. The characteristics of proper nature appreciation show that every landscape can be appreciated impartially in light of the dynamic processes of nature. However, it is often claimed that natural beauty decreases if humans interfere into nature. This claim leads to the separation of human culture and nature, and limits the number of landscapes which can be protected in terms of aesthetic value. As a solution to this separation, a non-dualistic Japanese aesthetics is examined as a basis for the achievement of the coexistence of culture and nature. Ecological interrelationships between human culture and nature are possible by means of an aesthetic consciousness in terms of non-hierarchical attitudes.

Assessing the Effect of Inquiry-Based Professional Development on Science Achievement Tests Scores.

Description: This study analyzed student test scores to determine if teacher participation in an inquiry-based professional development was able to make a statistically significant difference in student achievement levels. Test scores for objectives that assessed the critical thinking skills and problem-solving strategies modeled in a science inquiry institute were studied. Inquiry-based experiences are the cornerstones for meeting the science standards for scientific literacy. State mandated assessment tests measure the levels of student achievement and are reported as meeting minimum expectations or showing mastery for specific learning objectives. Students test scores from the Texas Assessment of Academic Skills Test (TAAS) for 8th grade science and the Biology End Of Course (EOC) exams were analyzed using ANCOVA, Chi Square, and Logistic Regression, with the Iowa Test of Basic Skills (ITBS) 7th Grade Science Subtest as covariate. It was hypothesized that the students of Inquiry Institute teachers would have higher scale scores and better rates of mastery on the critical thinking objectives than the students of non-Institute teachers. It was also hypothesized that it would be possible to predict student mastery on the objectives that assessed critical thinking and problem solving based on Institute participation. This quasi-experimental study did not show a statistically significant difference between the two groups. The effects of inquiry-based professional development may not be determined by analyzing the results of the standardized tests currently being used in Texas. Inquiry training may make a difference, but because of factors such as the ceiling effect, insufficient time to implement the program, and test items that are intended to but do not address critical thinking skills, the TAAS and EOC tests may not accurately assess effects of the Inquiry Institute. Assessment of Salmonids and their Habitat Conditions in the Walla Walla River Basin within Washington, 2001 Annual Report.

Description: Concerns about the decline of native salmon and trout populations have increased among natural resource managers and the public in recent years. As a result, a multitude of initiatives have been implemented at the local, state, and federal government levels. These initiatives include management plans and actions intended to protect and restore salmonid fishes and their habitats. In 1998 bull trout (Salvelinus confluentus) were listed under the Endangered Species Act (ESA), as ''Threatened'', for the Walla Walla River and its tributaries. Steelhead (Oncorhynchus mykiss) were listed as ''Threatened'' in 1999 for the mid-Columbia River and its tributaries. These ESA listings emphasize the need for information about these threatened salmonid populations and their habitats. The Washington Department of Fish and Wildlife (WDFW) is entrusted with ''the preservation, protection, and perpetuation of fish and wildlife....[and to] maximize public recreational or commercial opportunities without impairing the supply of fish and wildlife (WAC 77.12.010).'' In consideration of this mandate, the WDFW submitted a proposal in December 1997 to the Bonneville Power Administration (BPA) for a study to assess salmonid distribution, relative abundance, genetics, and the condition of salmonid habitats in the Walla Walla River basin. The primary purposes of this project are to collect baseline biological and habitat data, to identify major data gaps, and to draw conclusions whenever possible. The study reported herein details the findings of the 2001 field season (March to November, 2001).

An Assessment of the Parent Orientation Program at the University of North Texas

Description: Although most institutions offer a parent program option to the orientation program, there has been little formalized research into the quality, planning or programming of parent orientation. There has been very little research into the impact parent orientation has on parents and whether or not they feel that such programs have met their needs, particularly by gender, minority status, educational background, or by geographic distance from the institution. This study seeks to determine the effectiveness of the parent orientation program at the University of North Texas to the parents who participate in this program. The study attempts to measure whether parents feel that they have adequate information about the institution to adequately support their student through the college transition; if parents feel welcomed by the UNT campus community; and if they feel that they have developed resources and institutional contacts that may be useful in the future in assisting their child to have a successful college experience at UNT. The study, conducted in the summer of 2002, had 736 respondents. An instrument developed to determine parent's perceptions of the effectiveness of the parent orientation program consisted of 31 questions using a Likert scale. A t-Test was utilized to analyze the data because it is designed to compare the means of the same variable with two different groups. Generally, all aspects of the parent orientation program were found to be positive by each subgroup. Parents found value in the orientation program and how it prepared them to support their new college student. In all four components studied, women had a stronger feeling than the males. Minority status had no significant impact on the outcomes of orientation according to the participants. Educational background proved not to be a significant factor. Atmospheric Neutrinos Can Make Beauty Strange

Description: The large observed mixing angle in atmospheric neutrinos, coupled with Grand Unification, motivates the search for a large mixing between right-handed strange and bottom squarks. Such mixing does not appear in the standard CKM phenomenology, but may induce significant b {yields} s transitions through gluino diagrams. Working in the mass eigenbasis, we show quantitatively that an order one effect on CP violation in B{sub d}{sup 0} {yields} {pi}K{sub S} is possible due to a large mixing between right-handed b and s squarks, while still satisfying constraints from b {yields} s {gamma}. We also include the effect of right- and left-handed bottom squark mixing proportional to m{sub b}{mu} tan{beta}. For small {mu}tan{beta} there may also be a large effect in B{sub s} mixing correlated with a large effect in B{sub d}{sup 0} {yields} {phi}K{sub S}, typically yielding an unambiguous signal of new physics at Tevatron Run II.

Automatic Software Test Data Generation

Description: In software testing, it is often desirable to find test inputs that exercise specific program features. Finding these inputs manually, is extremely time consuming, especially, when the software being tested is complex. Therefore, there have been numerous attempts automate this process. Random test data generation consists of generating test inputs at random, in the hope that they will exercise the desired software features. Often the desired inputs must satisfy complex constraints, and this makes a random approach seem unlikely to succeed. In contrast, combinatorial optimization techniques, such as those using genetic algorithms, are meant to solve difficult problems involving simultaneous satisfaction of many constraints.

Bandanna, An Opera by Daron Aric Hagen with Libretto by Paul Muldoon, Commissioned by the College Band Directors National Association: The Origins of an Artwork with a Glimpse at its Musical Character Development

Description: All information for this study was obtained by original source documents, interviews with the principal participants and the personal observations of the writer. A complete transcript of interviews with Daron Aric Hagen Michael Haithcockand Robert De Simone are included as appendices. In1961 the College Band Directors National Association (CBDNA) created its commissioning project for the purpose of contracting prominent composers to contribute works of high quality to the growing wind repertoire. Recently, CBDNA commissioned works that sought to collaborate with other disciplines within the artistic community. These collaborative works added new depth to the wind repertoire and helped advance the genre to new levels of prominence. CBDNA commissioned Daron Aric Hagen to write an opera using winds in the pit. He titled the work Bandanna, based on Shakespeare's Othello. Hagen contracted Paul Muldoon to write the libretto. A consortium of 79 member schools contributed to the project. A total of $100,000.00 was paid to the composer. The Director of Bands at Baylor University conducted the premiere performance of Bandanna during the 1999 CBDNA convention on 25 February 1999. Hagen assigned instrumental, thematic and harmonic attributes to each character. There are literally thousands of interactions between these elements that weave a tight pattern of organic unity into the entire work, making it exceptionally rich with symbolism and innuendo. Though still in its infancy, the uniqueness of this work both in the manner in which it came into being and through its artistic merits are fascinating. Only the future will determine whether Bandanna has true longevity or will fade into the background as a historical curiosity.

Beyond GNP: Economic Freedom as a Determinant of Basic Human Needs.

Description: Research concerning ‘basic needs' in the Human Rights literature has consistently found a positive and significant relationship between measures of wealth and basic needs provision. This study utilizes a relatively new measure of economic freedom to test hypotheses regarding general macro-economic policy decisions and basic needs outcomes. A pooled dataset of 138 countries over four years is examined using OLS panel regression controlling for both' year' and ‘country,' in a standard basic needs model. Consistent and systematic differences between economic freedom effects in OECD nations and non-OECD nations are revealed. The Economic Freedom Index has both theoretical and empirical advantages over previous measures of wealth and economic freedom, allowing human rights scholars to test specific economic policy decisions as they affect basic needs outcomes.

Bias and self-bias of magnetic macroparticle filters for cathodic arc plasmas

Description: Curved magnetic filters are often used for the removal of macroparticles from cathodic arc plasmas. This study addresses the need to further reduce losses and improving plasma throughput. The central figure of merit is the system coefficient Kappa defined as filtered ion current normalized by the plasma-producing arc current. The coefficient Kappa is investigated as a function of DC and pulsed magnetic field operation, magnetic field strength, external electric bias, and arc amplitude. It increases with positive filter bias but saturates at about 15 V for relatively low magnetic field ({approx}10 mT), whereas stronger magnetic fields lead to higher Kappa with saturation at about 25 V. Further increase of positive bias reduces Kappa. These findings are true for both pulsed and DC filters. Bias of pulsed filters has been realized using the voltage drop across a self-bias resistor, eliminating the need for a separate bias circuit. Almost 100 A of filtered copper ions have been obtained in pulse d mode, corresponding to Kappa approximately equal to 0.04. The results are interpreted by a simplified potential trough model.

Bull Trout Life History, Genetics, Habitat Needs, and Limiting Factors in Central and Northeast Oregon, Annual Report 2001.

Description: Bull trout Salvelinus confluentus exhibit a number of life history strategies. Stream-resident bull trout complete their life cycle in their natal tributaries. Migratory bull trout spawn in tributary streams where juvenile fish usually spend from one to four years before migrating to either a larger river (fluvial) or lake (adfluvial) where they rear before returning to the tributary stream to spawn (Fraley and Shepard 1989). These migratory forms occur where conditions allow movement from spawning locations to downstream waters that provide greater foraging opportunities (Dunham and Rieman 1999). Resident and migratory forms may occur together, and either form can produce resident or migratory offspring (Rieman and McIntyre 1993). The ability to migrate is important to the persistence of local bull trout populations (Rieman and McIntyre 1993). The identification of migratory corridors can help focus habitat protection efforts. Determining the life history form(s) that comprise local populations, the timing of seasonal movements, and the geographic extent of these movements are critical to bull trout protection and recovery efforts. This section describes work accomplished in 2001 that continued to address two objectives of this project. These objectives are (1) determine the distribution of juvenile and adult bull trout and habitats associated with that distribution, and (2) determine fluvial and resident bull trout life history patterns. Completion of these objectives is intended through studies of bull trout in the Grande Ronde, Walla Walla, and John Day basins. These basins were selected because they provide a variety of habitats, from relatively degraded to pristine, and bull trout populations were thought to vary from relatively depressed to robust. Characterization of Fuel Cell Vehicle Duty Cycle Elements

Description: This report covers research done as part of US Department of Energy contract DE-PS26-99FT14299 with the Fuel Cell Propulsion Institute on the fuel cell RATLER{trademark} vehicle, Lurch, as well as work done on the fuel cells designed for the vehicle. All work contained within this report was conducted at the Robotic Vehicle Range at Sandia National Laboratories in Albuquerque New Mexico. The research conducted includes characterization of the duty cycle of the robotic vehicle. This covers characterization of its various abilities such as hill climbing and descending, spin-turns, and driving on level ground. This was accomplished with the use of current sensors placed in the vehicle in conjunction with a Data Acquisition System (DAS), which was also created at Sandia Labs. Characterization of the two fuel cells was accomplished using various measuring instruments and techniques that will be discussed later in the report. A Statement of Work for this effort is included in Appendix A. This effort was able to complete characterization of vehicle duty cycle elements using battery power, but problems with the fuel cell control systems prevented completion of the characterization of the fuel cell operation on the benchtop and in the vehicle. Some data was obtained characterizing the fuel cell current-voltage performance and thermal rise rate by bypassing elements of the control system.

Characterization of Vadose Zone Sediment: Borehole C3103 Located in the 216-B-7A Crib Near the B Tank Farm

Description: This report summarizes data collected from samples in borehole C3103. Borehole C3103 was completed to further characterize the nature and extent of vadose zone contaminants supplied by intentional liquid discharges into the crib 216-B7A/7B between 1954 and 1967. These cribs received dilute waste streams from the bismuth phosphate fuel reprocessing program in the 1950's and decontamination waste in the 1960's. Elevated concentrations of several constituents were primarily measured at different depth intervals. The primary radionuclides present in this borehole are cesium-137 and uranium near the top of the borehole. Characterization Well R-7 Geochemistry Report

Description: This report provides analytical results for four groundwater-sampling rounds conducted at characterization well R-7. The goal of the characterization efforts was to assess the hydrochemistry and to determine if contaminants from Technical Area (TA)-2 and TA-21 of the Los Alamos National Laboratory (LANL or the Laboratory) are present in the regional aquifer in the vicinity of the well. Figure 1.0-1 shows the well's location in the narrow upper part of Los Alamos Canyon, between the inactive Omega West reactor and the mouth of DP Canyon. Well R-7 is in an excellent location to characterize the hydrology and groundwater chemistry in both perched groundwater and the regional aquifer near sites of known Laboratory effluent release, including radionuclides and inorganic chemicals (Stone et al. 2002, 72717). The Risk Reduction and Environmental Stewardship-Remediation (RRES-R) Program (formerly the Environmental Restoration [ER] Project) installed well R-7 as part of groundwater investigations to satisfy requirements of the ''Hydrogeologic Workplan'' (LANL 1998, 59599) and to support the Laboratory's ''Groundwater Protection Management Program Plan'' (LANL 1996, 70215). Well R-7 was designed primarily to provide geochemical or water quality and hydrogeologic data for the regional aquifer within the Puye Formation. This report also presents a geochemical evaluation of the analytical results for well R-7 and provides hydrogeochemical interpretations using analytical results for groundwater samples collected at the well. Discussion of other hydrogeochemical data collected within the east-central portion of the Laboratory, however, is deferred until they can be evaluated in the context of sitewide information collected from other RRES and Hydrogeologic Workplan characterization wells (R-8A, R-9, and R-9i). Once all deep groundwater investigations in the east-central portion of the Laboratory are completed, geochemical and hydrogeologic conceptual models for the Los Alamos Canyon watershed may be included in a groundwater risk analysis. Closure Report for Corrective Action Unit 326: Areas 6 and 27 Release Sites, Nevada Test Site, Nevada

Description: This Closure Report (CR) documents the activities undertaken to close Corrective Action Unit (CAU) 326, Areas 6 and 27 Release Sites, in accordance with the Federal Facility Agreement and Consent Order (FFACO) of 1996. Site closure was performed in accordance with the Nevada Division of Environmental Protection (NDEP)-approved Streamlined Approach for Environmental Restoration Plan (SAFER) Plan for CAU 326 (US Department of Energy, Nevada Operations Office [DOE/NV, 2001]). CAU 326 consists of four Corrective Action Sites (CASs), 06-25-01, 06-25-02, 06-25-04, and 27-25-01. CAS 06-25-01 is a release site associated with an underground pipeline that carried heating oil from the heating oil underground storage tank (UST), Tank 6-CP-1, located to the west of Building CP-70 to the boiler in Building CP-1 located in the Area 6 Control Point (CP) compound. This site was closed in place administratively by implementing use restrictions. CAS 06-25-02 is a hydrocarbon release associated with an active heating oil UST, Tank 6-DAF-5, located west of Building 500 at the Area 6 Device Assembly Facility. This site was closed in place administratively by implementing use restrictions. CAS 06-25-04 was a hydrocarbon release associated with Tank 6-619-4. This site was successfully remediated when Tank 6-619-4 was removed. No further action was taken at this site. CAS 27-25-01 is an excavation that was created in an attempt to remove hydrocarbon-impacted soil from the Site Maintenance Yard in Area 27. Approximately 53 cubic meters (m{sup 3}) (70 cubic yards [yd{sup 3}]) of soil impacted by total petroleum hydrocarbons (TPH) and polychlorinated biphenyls (PCBs) was excavated from the site in August of 1994. Clean closure of this site was completed in 2002 by the excavation and disposal of approximately 160 m{sup 3} (210 yd{sup 3}) of PCB-impacted soil.

Cognitive and Perceptual-Motor Indicators of Lateralized vs. Diffuse Brain Damage in Adults.

Description: Among the goals of the neuropsychological assessment are to detect the presence of brain damage, localize which areas of the brain may be dysfunctional and describe subsequent functional impairments. The sensitivity of neuropsychological instruments in carrying out these functions is a question of some debate. The purpose of this study is to determine the utility of lateralizing indicators from the WAIS-III, McCarron Assessment of Neuromuscular Development (MAND) and Haptic Visual Discrimination Test (HVDT), from the McCarron-Dial System Neuropsychological Assessment Battery (MDS), in ascertaining the presence or absence of brain damage as well as location of lesion. The classification accuracies of using performance level indicators from these tests and lateralizing indicators, alone and together, were compared.

Collection and Characterization of Particulate from the Tore Supra Tokamak (Dec. 1999 Vent)

Description: Particulate generated during the operation of a fusion device contributes to the radiological source term associated with accident scenarios in the device.1,2 Understanding the mechanisms generating the particulate and correctly describing its physical and chemical behavior is essential for safety analyses of future fusion devices. Knowledge of these mechanisms is gained by collecting and characterizing particulate matter from operating fusion facilities. Tokamak dust, the particulate matter generated during the operation of a tokamak fusion device, was collected from Tore Supra in December 1999, during the initial phase of the scheduled shutdown for installation of advanced plasma facing components. Tore Supra, located at CEA Cadarache, France, is presently the third largest operating tokamak with the capability of long-pulse operation. Eighteen super-conducting coils produce the 4.5 T magnetic field inside a vessel 2.4 m in major radius and 1.2 m in minor radius. Limiter and divertor regimes of operation are possible. In the divertor regime, the circular magnetic configuration is ergodized by six outboard resonant divertor modules that are covered with 12 m2 of carbon fiber composite (CFC) tiles. In addition, some field lines are diverted to actively cooled neutralizing plates made of CuCrZr bars covered with B4C. In the limiter regime, the plasma leans on the actively cooled inboard first wall or on a set of inertially cooled pumped limiters. The first wall area of 12 m2 is covered with both polycrystalline graphite tiles (83%) and CFC tiles (17%). The single outboard limiter is constructed of pyrolitic graphite, and the four toroidally symmetric bottom limiters are constructed of CFC. Figure 1.1 displays the relative location of plasma facing components within the plasma chamber of Tore Supra.
