Electricity: The Road Toward Restructuring

Description: The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a subs… more

Withdrawal from the ABM Treaty: Legal Considerations

Description: On December 13, 2001, President Bush gave formal notice to Russia, Belarus, Kazakhstan, and the Ukraine that the United States was withdrawing from the Anti-Ballistic Missile Treaty because of the constraints it imposes on the testing of missile defense systems; and six months later, on June 13, 2002, the treaty effectively terminated. The ABM Treaty has been in force since 1972. Pertinent legal questions that have been raised about U.S. withdrawal concern whether the treaty allows it; if so, t… more

SEPARATION AND EXTRACTION OF PLUTONIUM IN MIXED WASTE

Description: The Sonatol process uses ultrasonic agitation in fluorinated surfactant solutions to remove radioactive particles from surfaces. Filtering the suspended particles allows the solutions to be reused indefinitely. The current work applies the Sonatol process to the decontamination of heterogeneous legacy Pu-238 waste that exhibits excessive hydrogen gas generation, which prevents transportation of the waste to the Waste Isolation Pilot Plant. Bartlett Services, Inc. (BSI) designed and fabricated a… more

Rapid Ultrasensitive Chemical-Fingerprint Detection of Chemical and Biochemical Warfare Agents

Description: Vibrational spectra can serve as chemical fingerprints for positive identification of chemical and biological warfare molecules. The required speed and sensitivity might be achieved with surface-enhanced Raman spectroscopy (SERS) using nanotextured metal surfaces. Systematic and reproducible methods for preparing metallic surfaces that maximize sensitivity have not been previously developed. This work sought to develop methods for forming high-efficiency metallic nanostructures that can be inte… more

Automobile and Light Truck Fuel Economy: The CAFE Standards

Description: One of the least controversial provisions of the Energy Policy and Conservation Act of 1975 (P.L. 94-163) established corporate average fuel economy (CAFE) standards for new passenger cars. This report presents a brief background and analysis regarding the price of crude oil that brought into sharp focus the fuel inefficiency of U.S. automobiles. The report also discusses the previous issues and the most recent developments regarding CAFE.

Field Trials of Newly Developed Positive Displacement Submersible Pump

Description: The purpose of this grant was to evaluate under real world conditions the performance of a new type of downhole pump, the hydraulically driven submersible diaphragm pump. This pump is supplied by Pumping Solutions Incorporated, Albuquerque NM. The original scope of the project was to install 10 submersible pumps, and compare that to 10 similar installations of rod pumps. As an operator, the system as tested was not ready for prime time. The PSI group did improve the product and offered excellen… more

Microstructural Origins of Dynamic Fracture in Ductile Metals

Description: From the formation of microscopic cracks in the fuel pipe liner of the space shuttle to the safety of roadway bridges, the fracture of materials has enormous implications throughout our society. The ability to assess and design safe engineering structures requires a detailed knowledge of this failure process. The fracture process depends on both the loading history and the detailed microscopic structure (microstructure) of the material. Weak points, such as inclusions and grain boundary junctio… more

Modeling and Characterization of Recompressed Damaged Materials

Description: Ductile metals subjected to shock loading can develop internal damage through nucleation growth and coalescence of voids. The extent of damage can range from a well-defined spall plane induced by light shocks to more widespread damage caused by strong shocks. Because damage materials are often part of a dynamic system, significant additional deformation can occur in extensively damaged materials. To represent material behavior in simulation codes for stockpile stewardship calculations, both the… more
