The demand-side management program development process: A utility perspective

Description: This report describes an aspect of DSM that has received little attention, namely, how utilities develop DSM programs. The selection of utilities to study purposely was biased in favor of those with reputations for being experienced DSM program developers so as to optimize the chances to obtain detailed information. The DSM planning process is affected by organizational factors and external influences: (1) the location of the demand-side planning department within the utility; (2) the demand-si… more

Thermal testing of the proposed HUD energy efficiency standard for new manufactured homes

Description: Thermal testing of two manufactured homes was performed at the National Renewable Energy Laboratory's (NREL's) Collaborative Manufactured Buildings Facility for Energy Research and Testing (CMFERT) environmental enclosure in the winter and spring of 1991. The primary objective of the study was to directly measure the thermal performance of the two homes, each built according to a proposed new US Department of Housing and Urban Development (HUD) standard. Secondary objectives were to test the ac… more

Draft 1992 : Operations, Maintenance, and Replacement 10-Year Plan.

Description: Two years ago, BPA released its first-ever Operations, Maintenance, and Replacement (OM R) 10-Year Plan. That effort broke new ground and was an extensive look at the condition of Operations, Maintenance, and Replacement on BPA's power system. This document -- the 1992 OM R 10-Year Plan -- uses that original plan as its foundation. It takes a look at how well BPA has accomplished the challenging task set out in the 1990 Plan. The 1992 Plan also introduces the Construction Program. Construction'… more

Public involvement in integrated resource planning: A study of demand-side management collaboratives

Description: Many utilities and nonutility parties (NUPs) across the country have tried a new approach to reaching agreement on Demand-Side Management (DSM) program design and policy issues. Through this, which is called the DSM collaborative process, parties who have often been adversaries in the past attempt to reach consensus rather than using traditional litigation to resolve differences. We examined nine cases of DSM collaboration involving 24 utilities and approximately 50 NUPs in 10 states. This is t… more

Strategies for understanding the deflagration-to-detonation transition

Description: The deflagration-to-detonation (DDT) phenomenon has been studied for many years. However, no comprehensive model of the DDT process is available. It is important to understand the mechanism by which an explosive will detonate when the source of ignition is a weak shock or flame, and to able to predict this response. We have identified several key areas of the DDT problem which need to be understood before any such prediction can be made, and have established a modest program to obtain a more fu… more

Computer simulation of shading and blocking: Discussion of accuracy and recommendations

Description: A field of heliostats suffers losses caused by shading and blocking by neighboring heliostats. The complex geometry of multiple shading and blocking events suggests that a processing code is needed to update the boundary vector for each shading or blocking event. A new version, RSABS, (programmer's manual included) simulates the split-rectangular heliostat. Researchers concluded that the dominant error for the given heliostat geometry is caused by the departure from planarity of the neighboring… more

Results of LWR snubber aging research

Description: This report describes the aging research results and recommendations for snubbers used in commercial nuclear power plants. Snubbers are safety-related devices used to restrain undesirable dynamic loads at various piping and equipment locations in nuclear power plants (NPPs). Each snubber must accommodate a plant's normal thermal movements and must be capable of restraining the maximum off-normal dynamic loads, such as a seismic event or a transient, postulated for its specific location. Derivation of uranium residual radioactive material guidelines for the Ventron site

Description: Residual radioactive material guidelines for uranium were derived for the Ventron site in Beverly, Massachusetts. This site has been identified for remedial action under the Formerly Utilized Sites Remedial Action Program of the US Department of Energy (DOE). The derivations for the single radionuclides and the total uranium guidelines were based on the requirement that the 50-year committed effective dose equivalent to a hypothetical individual who lives or works in the immediate vicinity of t… more

Assessment of the Fishery Improvement Opportunities on the Pend Oreille River: Recommendations for Fisheries Enhancement: Final Report.

Description: This report recommends resident fish substitution projects to partially replace anadromous fish losses caused by construction of Grand Coulee and Chief Joseph Dams. These recommendations involve enhancing the resident fishery in the Pend Oreille River as a substitute for anadromous fish losses. In developing these recommendations we have intentionally attempted to minimize the impact upon the hydroelectric system and anadromous fish recovery plans. In this report we are recommending that the No… more

Economics and Lighting Level Recommendations

Description: The Illuminating Engineering Society of North America develops light level recommendations for tasks where visual performance is important. The 1959 and 1972 recommendations for illumination levels were based on the principle of delivering a fixed level of performance as predicted by the visual performance models of the time. This same principle is being considered for future revisions to the recommendations. There is currently no explicit method for determining whether a given fixed performanc… more
