Modeling approaches to long-run integrated technological impact analysis

Description: Analysis of the energy-economic-environmental impacts of energy policies, such as a major synthetic fuels program, requires methodologies that reflect the potential benefits and costs of proposed policy alternatives. Energy policies typically have secondary economic and environmental effects as well as direct effects on energy itself, and these must collectively be assessed to provide a complete basis for policy selection. The focus of this report is on approaches to the analysis of long-term i… more

Building retrofit for cities

Description: The impact of high fuel prices on retrofit in the urban sector is discussed. Then, the benefits of a strong urban retrofit program are enumerated. Institutional, financial, informational, and attitudinal barriers that stand in the way of widespread implementation of energy conservation retrofit are discussed. Policy tools which can be used to implement a retrofit program consist of tax breaks, financing arrangements, mandatory building efficiency standards, and education programs.

Powerplant Productivity. Improvement Study: current practices in Illinois utilities towards powerplant productivity. Final report, Project 1, Task 1

Description: Efforts of this task indicate that powerplant productivity is a complex issue that has to take into account economic factors, equipment limitations, and system-loading characteristics as well as external constraints such as regulatory requirements. Among the specific findings are: (1) utilities in Illinois use the industry-wide measures of performance such as capacity factor, availability factor, forced outage rates etc.; equivalent availability as a measure is not in common practice; (2) sever… more

Institutional arrangements for the reduction of proliferation risks formulation, evaluation, and implementation of institutional concepts

Description: The purpose of this study was to: (1) identify alternative institutional arrangements applicable to the sensitive steps in the back-end of the fuel cycle that might reduce their associated proliferation risks; and (2) assess their advantages and disadvantages from the standpoint of nonproliferation effectiveness and political, economic, and operational acceptability. The concept of international or multinational custody of sensitive materials and facilities was found to offer a high degree of p… more

Powerplant Productivity Improvement Study: benefits of improved powerplant reliability. Final report, Project 2, Task 2

Description: A summary of total cumulative fuel consumption differences by fuel type through 1990 for four improvement scenarios is presented for Commonwealth Edison Company (CE) and for Illinois Power Company (IP). In all scenarios, liquid-fuel consumption is reduced. Generation is shifted to the coal and/or nuclear units for which improved availability has been assumed. For a 2% improvement in both planned (POR) and forced outage rates (FOR), a total of more than 16 million barrels of No. 6 oil will have … more

Use of benefit-cost analysis in establishing Federal radiation protection standards: a review

Description: This paper complements other work which has evaluated the cost impacts of radiation standards on the nuclear industry. It focuses on the approaches to valuation of the health and safety benefits of radiation standards and the actual and appropriate processes of benefit-cost comparison. A brief historical review of the rationale(s) for the levels of radiation standards prior to 1970 is given. The Nuclear Regulatory Commission (NRC) established numerical design objectives for light water reactors… more

Geothermal development in southwest Idaho: the socioeconomic data base

Description: This report inventories, analyzes, and appraises the existing socioeconomic data base for the ten counties in southwest Idaho that would be impacted by any significant geothermal development. The inventory describes key sociological demographic, and economic characteristics, and presents spatial boundaries, housing data, and projections of population and economic activity for the counties. The inventory identifies the significant gaps in the existing data base and makes recommendations for futu… more

Institutional arrangements for the reduction of proliferation risks formulation, evaluation, and implementation of institutional concepts. Appendices

Description: The purpose of this supporting analysis is to provide a foundation for developing a model, an international or multinational institution capable of accomodating the back end of the fuel cycle, while meeting US nonproliferation goals. The analysis is based on a review of selected, defunct and extant institutions which, although not necessarily concerned with nonproliferation, have faced a trade-off between acceptability and effectiveness in meeting their objectives. Discussion of the various ins… more

Survey of Indian issues in the state of New Mexico relating to uranium mining and milling

Description: (Estimates of Indian uranium resources range from 11 to 50% of the US total resources. About 17% of New Mexico's reserves are known to be on Indian lands. New Mexico has produced almost half of the nation's uranium supply; over half of the known reserves are located within the state. However, the state has virtually no jurisdiction over development of Indian uranium. As a result, economic and environmental impacts on the state are beyond its control. The lack of state and federal control over t… more

Energy planning with solar and conservation: individual values and community choice

Description: Conflict among the priorities of individuals, private sector businesses, and government entities makes the transition to a renewable energy-resource base a difficult one. These conflicts are intensified by the overwhelming number of externalities created by the actions of each of these decision making groups. This paper explores the nature of some of these conflicts and externalities and gives an illustrative example of the benefits to be derived from community energy planning. Community energy… more

Market for ethanol feed joint products

Description: This report presents results of econometric estimations and mathematical simulations of markets for joint feed products of motor ethanol. The major issues considered are the nature of current market price relationships, effects on prices, including feed substitutes prices, and effects of demands for increased use of distillers' grains and gluten meal. The econometric section shows that soybean meal was by far the dominant force in the pricing of the two products. However, neither one could be a… more
