Description: This report provides an overview of U.S. assistance to Latin America and the Caribbean. It examines historical and recent trends in aid to the region as well as the Obama Administration's FY2015 request for State Department and U.S Agency for International Development (USAID)-administered assistance. It also tracks congressional action on foreign aid appropriations for Latin America and the Caribbean in FY2015, and raises questions Congress may consider as it appropriates funding for the region.

UNT Libraries Strategic Plan Priorities FY 2014-2017: Key prospective Goal Areas for the UNT Libraries

Description: This report summarizes key strategic priorities for the UNT Libraries in the FY 2014-2017 period, and will inform planning activities during this time. This document should be read in close conjunction with other associated strategic planning documents of the UNT Libraries, including the following: 2014 Strategic Plan Alignment Map of UNT Libraries and Academic Affairs, UNT Libraries Strategic Plan 2011-2015, and UNT Press Strategic Plan 2014-2019. This document lays out the primary directions that the UNT Libraries will undertake during the coming four years. It builds on previous work and accomplishments during the 2011-2014 period, and serves as a transitional planning guide for moving beyond the 2011-2015 strategic plan. The most important priority for the next three years will be the first one listed: improving library resources. Without adequate resources, it is unlikely that progress will be made on the other priorities.

Congressional Action on FY2015 Appropriations Measures

Description: The congressional appropriations process, which provides discretionary spending for federal government agencies, assumes the annual enactment of 12 regular appropriations bills prior to the beginning of the fiscal year (October 1). One or more continuing resolutions (CRs) may be enacted if all regular appropriations bills are not completed by that time. This report provides information on the budget enforcement framework for the consideration of FY2015 appropriations measures, the status of the FY2015 regular appropriations bills as of the beginning of the fiscal year, and the enactment of FY2015 continuing appropriations.

Across-the-Board Rescissions in Appropriations Acts: Overview and Recent Practices

Description: This report provides information on the main components of across-the-board rescissions and recent practices since FY2008. The annual appropriations process reqires an agreement on the level of funding for individual items or accounts but also with regard to the total amount of discretionary budget authority that will be provided for that fiscal year. If that agreed-upon amount requires a reduction in budget authority and sufficient reductions are not associated with individual programs, an alternative method to reduce that amount is an "across-the-board rescission."

Defense Spending and the Budget Control Act Limits

Description: This report discusses the Budget Control Act, which sets limits on defense spending between fiscal years 2012 and 2021 and possible measures to avoid a sequester. The current debate in Congress has centered on whether to adjust the BCA defense caps upward; move base budget spending to accounts designated for Overseas Contingency Operations (OCO) that are not subject to spending limits; reduce the defense spending in the Administration's request to comply with BCA revised caps; or use some combination of these approaches.
