Light-Weight Radioisotope Heater Unit Safety Analysis Report (LWRHU-SAR). Volume I. A. Introduction and executive summary. B. Reference Design Document (RDD)

Description: The orbiter and probe portions of the NASA Galileo spacecraft contain components which require auxiliary heat during the mission. To meet these needs, the Department of Energy's (DOE's) Office of Special Nuclear Projects (OSNP) has sponsored the design, fabrication, and testing of a one-watt encapsulated plutonium dioxide-fueled thermal heater named the Light-Weight Radioisotope Heater Unit (LWRHU). This report addresses the radiological risks which might be encountered by people both at the la… more

A Broad View of Model Validation

Description: The safety assessment of a nuclear waste repository requires the use of models. Such models need to be validated to ensure, as much as possible, that they are a good representation of the actual processes occurring in the real system. In this paper we attempt to take a broad view by reviewing step by step the modeling process and bringing out the need to validating every step of this process. This model validation includes not only comparison of modeling results with data from selected experime… more

The current status of activities within the various federal agencies directed toward developing ALARA criteria for other areas of the nuclear fuel cycle is presented. Based on the historical development, the present activities, and on discussions with … more

Health and environmental effects of refuse derived fuel (RDF) production and RDF/coal co-firing technologies

Description: Six facilities, representing the scope of different co-firing techniques with their associated RDF production systems were reviewed in detail for combustion equipment, firing modes, emission control systems, residue handling/disposal, and effluent wastewater treatment. These facilities encompass all currently operational or soon to be operational co-firing plants and associated RDF production systems. Occupational health and safety risks for these plants were evaluated on the basis of fatal and… more

Shipments of Nuclear Fuel and Waste: Are They Really Safe?

Description: The safety aspects of shipping nuclear fuels and radioactive wastes are discussed by considering: US regulations on the shipment of hazardous and radioactive materials, types of radioactive wastes; packaging methods, materials, and specifications; design of shipping containers; evaluation of the risk potential under normal shipping conditions and in accident situations. It is concluded that: the risk of public catastrophe has been eliminated by strict standards, engineering design safety, and o… more

International aspects of restrictions of ozone-depleting substances

Description: This report summarizes international efforts to protect stratospheric ozone. Also included in this report is a discussion of activities in other countries to meet restrictions in the production and use of ozone-depleting substances. Finally, there is a brief presentation of trade and international competitiveness issues relating to the transition to alternatives for the regulated chlorofluorocarbons (CFCs) and halons. The stratosphere knows no international borders. Just as the impact of reduce… more

New approach to regression in certain time/space series problems. Technical report No. 11. [Dose-response relationships for air pollution]

Description: This paper introduces a new method for estimating a dose-response relationship from spatially averaged time series of air pollution and health data. Because time is perceived as a nuisance parameter to be eliminated, least-squares regression and traditional time series methodology (e.g., spectral analysis, Box-Jenkins methods) are rejected in favor of a nonparametric estimation procedure based on observing health effects in times of nearly equal pollution. The method requires estimating the rat… more

Seismic evaluation of commercial plutonium fabrication plants in the United States

Description: This report is an overview of Lawrence Livermore National Laboratory's seismic assessment of six commercial plutonium fabrication plants licensed by the US Nuclear Regulatory Commission (NRC) before September 2, 1971. The seismic assessment generally has three parts: (1) documentation of the structural condition of each facility and its critical equipment; (2) characterization of the seismic hazard (i.e., determination of peak ground acceleration vs return period for each site); and (3) evaluat… more

Engineering assessment of inactive uranium mill tailings: Monument Valley Site, Monument Valley, Arizona

Description: Ford, Bacon and Davis Utah Inc. has reevalated the Monument Valley site in order to revise the March 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Monument Valley, Arizona. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposure of individuals and nearby populations, th… more

The corporation and the community: Credibility, legitimacy, and imposed risk

Description: In this age of rapid changes, large segments of society no longer trust any institution or authority in regard to pronouncements on what is safe. Because of this distrust, the public has demanded and obtained increased rights for individuals to intervene directly in decisions affecting them. Rosenthal warns that an organization that just fulfills its legal requirements for safety is no longer doing enough. Industry leaders must work toward re-establishing credibility by identifying persons who … more

Designation of facility usage categories for Hanford Site facilities

Description: This report summarizes the Hanford Site methodology used to ensure facility compliance with the natural phenomena design criteria set forth in the US Department of Energy Orders and guidance. The current Hanford Site methodology for Usage Category designation is based on an engineered feature's safety function and on the feature's assigned Safety Class. At the Hanford Site, Safety Class assignments are deterministic in nature and are based on teh consequences of failure, without regard to the l… more

Evaluation of regional effects of effluents from uranium production in New Mexico

Description: The Grants Uranium Region is a 2500 mile area of northcentral New Mexico which has produced about 40 percent of all domestic uranium, and holds over one-half of the current reserves. The increasing demand for uranium to fuel commercial nuclear power plants is resulting in rapid growth of the uranium industry and economic, social, and environmental changes are occurring. One of the environmental issues of this region is the concern for eventually unacceptable levels of air and water pollution fr… more

Energy-environmental impacts of five energy conservation measures in the Middle Atlantic and Pacific states

Description: Estimates of some energy and environmental impacts for five different energy-conservation measures (district heating, industrial cogeneration, retrofit, rate reform, and vehicle redesign) were prepared for two different regions (Middle Atlantic and Pacific) and two different time periods (1985 and 2000) based upon data presented in regional reference energy systems developed at BNL. Results of the analysis indicate that regional energy use can be reduced by <1 to 6%. Vehicle redesign produce… more
