Description: This report examines U.S. policy toward Cuba in the 115th Congress in three sections: Cuba's political and economic environment; U.S. policy toward Cuba; and selected issues in U.S.-Cuban relations, including restrictions on travel and trade, funding for democracy and human rights projects in Cuba and for U.S. government-sponsored radio and television broadcasting, migration, anti-drug cooperation, U.S. property claims, and U.S. fugitives from justice in Cuba.

Puerto Rico and Electric Power Restoration from Hurricane Maria

Description: This report discusses efforts to restore power in Puerto Rico after Hurricane Maria decimated the island's electricity infrastructure. Challenges in power restoration due to the extent of the damage, supply deliveries, timing of the storm after Hurricane Harvey and Irma, and the electric company's financial crisis along with recommendations for strengthening the electric system are discussed.

Description: This report discusses multiple challenges the government of Puerto Rico faces in the fall of 2015. Concerns regarding the sustainability of Puerto Rico's public finances have intensified over the past year, despite several measures taken by the island's government to reduce spending, increase revenues, and restructure its obligations. The Puerto Rican government outlined a medium-term strategy to address those challenges in a fiscal plan put forth in mid-September 2015.

Description: With four successive elected civilian governments, the Central American nation of Panama has made notable political and economic progress since the 1989 U.S. military intervention that ousted the regime of General Manuel Noriega from power. The current President, Martín Torrijos of the Democratic Revolutionary Party (PRD), was elected in May 2004 and inaugurated to a four-year term on September 1, 2004.
