241-AY-101 Tank Construction Extent of Condition Review for Tank Integrity

Description: This report provides the results of an extent of condition construction history review for tank 241-AY-101. The construction history of tank 241-AY-101 has been reviewed to identify issues similar to those experienced during tank AY-102 construction. Those issues and others impacting integrity are discussed based on information found in available construction records, using tank AY-102 as the comparison benchmark. In tank 241-AY-101, the second double-shell tank constructed, similar issues as t… more

The Acceptance of Gifts of Free Meals by Members of Congress

Description: This report outlines the rules by which Congress may accept free meals from outside private third parties. The report highlights that the most common exceptions to this rule are of de minimis value (under 50 dollars). Moreover, the report specifies that gifts from foreign agents, lobbyists, and those who have direct interest in congressional legislation are of the most concern.

Advanced liquefaction using coal swelling and catalyst dispersion techniques

Description: Research in this project centers upon developing a new approach to the direct liquefaction of coal to produce an all-distillate product slate at a sizable cost reduction over current technology. The approach integrates all aspects of the coal liquefaction process including coal selection, pretreatment, coal swelling with catalyst impregnation, coal liquefaction experimentation, product recovery with characterization, alternate bottoms processing, and a technical assessment including an economic… more

Air Quality Issues and Animal Agriculture: EPA's Air Compliance Agreement

Description: This report discusses a plan announced by EPA in January 2005, called the Air Compliance Agreement, intended to produce air quality monitoring data on animal agriculture emissions from a small number of farms, while at the same time protecting all participants (including farms where no monitoring takes place) through a "safe harbor" from liability under certain provisions of federal environmental laws.

Aluminum hydroxide issue closure package

Description: Aluminum hydroxide coatings on fuel elements stored in aluminum canisters in K West Basin were measured in July and August 1998. Good quality data was produced that enabled statistical analysis to determine a bounding value for aluminum hydroxide at a 99% confidence level. The updated bounding value is 10.6 kg per Multi-Canister Overpack (MCO), compared to the previously estimated bounding value of 8 kg/MCO. Thermal analysis using the updated bounding value, shows that the MCO generates oxygen … more

ANALYSIS OF DUST DELIQUESCENCE FOR FEP SCREENING

Description: The purpose of this report is to evaluate the potential for penetration of the Alloy 22 (UNS N06022) waste package outer barrier by localized corrosion due to the deliquescence of soluble constituents in dust present on waste package surfaces. The results support a recommendation to exclude deliquescence-induced localized corrosion (pitting or crevice corrosion) of the outer barrier from the total system performance assessment for the license application (TSPA-LA). Preparation of this report, a… more

Argonne National Laboratory-East site environmental report for calendar year 1998.

Description: This report discusses the results of the environmental protection program at Argonne National Laboratory-East (ANL-E) for 1998. To evaluate the effects of ANL-E operations on the environment, samples of environmental media collected on the site, at the site boundary, and off the ANL-E site were analyzed and compared with applicable guidelines and standards. A variety of radionuclides were measured in air, surface water, on-site groundwater, and bottom sediment samples. In addition, chemical con… more

Arts and Humanities: Background on Funding

Description: This report includes a brief description regarding funding for the arts and humanities as a perennial issue in Congress. Although arts funding represents less than 1% of the Bush Administration’s FY2006 total estimated budget authority, Congress continues to address the concern of whether federal funding is crucial to sustain arts institutions.

Asymmetries in inclusive pion production at large x{sub F} = (0.5 to 0.8) and p{sub T} {ge} 0.8 GeV/c with a polarized beam for a RHIC polarimeter

Description: The authors propose to measure asymmetries in the inclusive reactions, using a transversely polarized beam, a liquid hydrogen target, and a carbon target. The measurements would be made using the 23-GeV/c proton beam in an extracted beam line from the AGS, a spectrometer consisting of an analyzing magnet, scintillation hodoscopes, scintillation trigger counters, and a gas threshold Cerenkov counter. The kinematic range covered by the experiments would be p{sub T} up to 1.0 GeV/c and x{sub F} = … more

Beam-Based Solenoid Compensation for the PEP-II

Description: Commissioning the compensation system of the solenoid in the BaBar detector presents a challenging problem due to the complexity of the system, which uses twelve normal quadrupoles and twelve skew quadrupoles in each ring. The setting of these skew quadrupoles needs to be readjusted according to the machine optical parameters since the machines always have some unknown errors. In this paper, we will describe a beam based method to match the coupling and optics in the interaction region to compe… more

The Benjamin Shock Tube Problem in KULL

Description: The goal of the EZturb mix model in KULL is to predict the turbulent mixing process as it evolves from Rayleigh-Taylor, Richtmyer-Meshkov, or Kelvin-Helmholtz instabilities. In this report we focus on a simple example of the Richtmyer-Meshkov instability (which occurs when a shock hits an interface between fluids of different densities) without the complication of reshock. The experiment by Benjamin et al. involving a Mach 1.21 incident shock striking an air / SF6 interface, is a good one to mo… more

Bills of Attainder: The Constitutional Implications of Congress Legislating Narrowly

Description: This report discusses congressional bills of attainder, defined by the Supreme Court as "law[s] that legislatively determine guilt and inflict punishment upon an identifiable individual without provision of the protections of a judicial trial." The report specifically examines the two main criteria courts use to determine whether legislation is a bill of attainder: specificity and punishment.

C-018H LERF filtration test plan. Revision 1

Description: The following outlines the plan to test the polymeric backwash filtration system at the LERF. These tests will determine if the ETF filter design is adequate. If the tests show that the design is adequate, the task will be complete. If the tests show that the technology is inadequate, it may be necessary to perform further tests to qualify other candidate filtration technologies (e.g., polymeric tubular ultrafiltration, centrifugal ultrafiltration). The criteria to determine the success or fail… more

Calculation of Tin Atomic Data and Plasma Properties.

Description: This report reviews the major methods and techniques we use in generating basic atomic and plasma properties relevant to extreme ultraviolet (EUV) lithography applications. The basis of the work is the calculation of the atomic energy levels, transitions probabilities, and other atomic data by various methods, which differ in accuracy, completeness, and complication. Later on, we calculate the populations of atomic levels and ion states in plasmas by means of the collision-radiation equilibrium… more
