The 239 Pu(n,2n)238Pu cross section: preliminary calculations

Description: The primary motivation for the present work is to provide theoretical values for the ratio of the partial 239Pu(n,2nx{gamma})238Pu to total 239 Pu(n,2n)238Pu cross section for several discrete gamma transitions. Results and conclusions of preliminary calculations from threshold to 20 MeV are presented. Calculations are based on theoretical models with parameters obtained from the literature or from our ad hoc systematics. Optical model cross sections … more

Access to Broadband Networks: The Net Neutrality Debate

Description: This report discusses the current debate over "net neutrality." While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

Adaptation of a Commercial Counter X-Ray Diffractometer for Investigations to 3000°C

Description: The rapid advances in many technologically important areas have not only served to accentuate the increased demands for high temperature metals and ceramics but have necessitated a more through knowledge of their physical properties when exposed to high temperature service. Toward this latter end, the use of X-ray diffraction has proved an invaluable tool in providing data of regions of thermal stability, expansion coefficients, solid solubility limits, and phase transformations by direct exami… more

The ADESORB Process for Economical Production of Sorbents for Mercury Removal from Coal Fired Power Plants

Description: The DOE's National Energy Technology Laboratory (NETL) currently manages the largest research program in the country for controlling coal-based mercury emissions. NETL has shown through various field test programs that the determination of cost-effective mercury control strategies is complex and highly coal- and plant-specific. However, one particular technology has the potential for widespread application: the injection of activated carbon upstream of either an electrostatic precipitator (ESP)… more

Aerodynamic loadings associated with swept and unswept spoilers on a flat-plate at Mach numbers of 1.61 and 2.01

Description: Report presenting an investigation at two Mach numbers to examine the flow, force, and moment characteristics associated with spoilers mounted on a flat plate at a range of sweep angles. Pressure measurements were obtained over the plate and spoiler faces. The pressures were integrated to determine the spoiler lift, pitching-moment, drag, and hinge-moment characteristics.

Agroterrorism: Threats and Preparedness

Description: The potential of terrorist attacks against agricultural targets (agroterrorism) is increasingly recognized as a national security threat, especially after the events of September 11, 2001. This report focuses primarily on biological weapons (rather than chemical weapons) because biological weapons generally are considered the more potent agroterrorism threat. This report also focuses more on the threat of agroterrorism against agricultural production, rather than on food processing and distribu… more

Aluminum Leaching of ''Archived'' Sludge from Tanks 8F, 11H, and 12H

Description: Aluminum can promote formation or dissolution of networks in hydroxide solid solutions. When present in large amounts it will act as a network former increasing both the viscosity and the surface tension of melts. This translates into poor free flow properties that affect pour rate of glass production in the Defense Waste Processing Facility (DWPF). To mitigate this situation, DWPF operations limit the amount of aluminum contained in sludge. This study investigated the leaching of aluminum comp… more

Application of Integrated Reservoir Management and Reservoir Characterization to Optimize Infill Drilling

Description: Infill drilling if wells on a uniform spacing without regard to reservoir performance and characterization foes not optimize reservoir development because it fails to account for the complex nature of reservoir heterogeneities present in many low permeability reservoirs, and carbonate reservoirs in particular. New and emerging technologies, such as geostatistical modeling, rigorous decline curve analysis, reservoir rock typing, and special core analysis can be used to develop a 3-D simulation m… more

Application of Yerzley mechanical oscillograph to testing of Y3333 cellular silicone (progress report 1). [Density; thickness; resilience; effective dynamic modulus]

Description: The usefulness of the Yerzley mechanical oscillograph in detecting differences among Y3333 cellular silicones was evaluated. Four properties of Y3333 were measured: density, thickness, resilience, and effective dynamic modulus. Test samples came from five lots of standard Y3333 compound and from two lots of experimental Y3333. Tests of the four properties revealed that individual sheets of Y3333 were homogeneous. Since sheets from the same lot differed little in properties, normal process varia… more

At-sea test validation data needed to verify the NOAA/DOE CWP Analytic Code

Description: Test data requirements are developed in this memorandum for the one-third scale Ocean Thermal Energy Conversion (OTEC) cold water pipe (CWP) at-sea tests. A major goal of the at-sea tests is to collect sufficient data so that the National Oceanic and Atmospheric Administration (NOAA)/Department of Energy (DOE) CWP Analytic Code can be validated. The code is examined to determine the individual responses requiring verification. The wave environment is then considered for prototype survival and t… more

Automobiles Imported from Japan

Description: In recent years, U.S. automotive imports from Japan have seen an increasing at an unusually rapid pace. Congress is considering measures that alleviate the situation and in June 1980 concurrently resolved to promote the competitiveness of U.S. industry in world automobile and truck markets. As a result of the restraint agreement, automobile imports from Japan dropped from 1.99 million units in 1980 to 1.91 million units in 1981 (calendar year).
