Best Practices: Taking a Strategic Approach Could Improve DOD's Acquisition of Services

Description: A letter report issued by the General Accounting Office with an abstract that begins "GAO studied several leading companies in the private sector that have made dramatic changes to their process for acquiring services. GAO found that these changes generally began with a corporate decision to pursue a more strategic approach to acquiring services--from developing a better picture of what the company was actually spending on services to developing new ways of doing business. The Defense Departmen… more

Defense Management: Industry Practices Can Help Military Exchanges Better Assure That Their Goods Are Not Made by Child or Forced Labor

Description: A letter report issued by the General Accounting Office with an abstract that begins "The military exchanges operate retail stores similar to department stores in more than 1,500 locations worldwide. The exchanges stock merchandise from many sources, including name-brand companies, brokers and importers, and overseas firms. Reports of worker rights abuses, such as child labor and forced overtime, and antilabor practices have led human rights groups and the press to scrutinize working conditions… more

Time Reversal Signal Processing in Communications - A Feasibility Study

Description: A typical communications channel is subjected to a variety of signal distortions, including multipath, that corrupt the information being transmitted and reduce the effective channel capacity. The mitigation of the multipath interference component is an ongoing concern for communication systems operating in complex environments such as might be experienced inside buildings, urban environments, and hilly or heavily wooded areas. Communications between mobile units and distributed sensors, so imp… more

The roots of terrorism: A reassessment after September 11th

Description: The brutal terrorist attacks of September 11th, the anthrax attacks that followed and growing knowledge of al Qaeda's pursuit of nuclear, biological and chemical weapons have not only intensified concerns about terrorism but also created doubts about our understanding of terrorism. These attacks were in many ways unprecedented, and ultimately raise the question of the roots or causes of terrorism. Historically and today, there have been divergent views on this question, which reflect philosophi… more

Estimating discharged plutonium using measurements of structural material activation products

Description: As the US and Russia move to lower numbers of deployed nuclear weapons, transparency regarding the quantity of weapons usable fissile material available in each country may become more important. In some cases detailed historical information regarding material production at individual facilities may be incomplete or not readily available, e.g., at decommissioned facilities. In such cases tools may be needed to produce estimates of aggregate material production as part of a bilateral agreement. … more

Metrology and quality assurance from surveillance of gas compositions over PuO[sub 2]

Description: Until the late 1980s, a primary mission of the Department of Energy (DOE) has been the production of nuclear materials for nuclear weapons. Termination of the Cold War in 1989 and the subsequent nuclear weapons treaties dramatically decreased the inventory needs for nuclear weapons. These activities resulted in the consolidation of nuclear material inventories and activities, generating substantial amounts of surplus nuclear materials ranging from plutonium metal and pure oxides to impure pluto… more

Precompression and desensitization of a high explosive by trapped gas in plate impacts--new measurements

Description: It has long been known that trapped gas between an impactor and high explosive will precompress a layer of the explosive. Most quantitative studies measure the resulting decrease in shock sensitivity. There have been no studies really aimed at measuring the properties of the precompressed layer. Experiments at Los Alamos originally to study release behavior allow the layer to be probed in PBX 9502 (95% TATB, 5% KeI-F 800).

Description: Predicting the lifetime of PBX 9501 is critical to assurance of the reliability of the nuclear weapons stockpile. Ln support of the Lifetime Prediction Model, we have been investigating the physical and chemical aging processes that can potentially affect the lifetime of PBX 9501. Surveillance data of stockpile PBX 9501 binder have shown a decrease in Estane molecular weight as a fiinction of age. Estane is a poly(ester urethane) consisting of poly(buly1ene adipate) as the flexible soft segment… more

Contributions to Human Errors and Breaches in National Security Applications.

Description: Los Alamos National Laboratory has recognized that security infractions are often the consequence of various types of human errors (e.g., mistakes, lapses, slips) and/or breaches (i.e., deliberate deviations from policies or required procedures with no intention to bring about an adverse security consequence) and therefore has established an error reduction program based in part on the techniques used to mitigate hazard and accident potentials. One cornerstone of this program, definition of the… more

Compressive properties of PBXN-110 and its HTPB binder as a function of temperature and strain rate

Description: The compressive constitutive strength behavior of PBXN-110 and its HTPB-based binder system was measured as a function of temperature (-55 C to +20 C) and strain rate (10{sup -3} and 2000 s{sup -1}). PBXN-110 is a plastic bonded explosive (PBX) with relatively high binder content that contains 88wt% HMX and 12wt% HTPB-based binder. A pure analog of the PBXN-110 binder system was tested for comparison to the strain rate and temperature dependence of the composite PBXN-110. As expected, the stren… more
