1.5D Quasilinear Model for Alpha Particle-TAE Interaction in ARIES ACT-I

Description: We study the TAE interaction with alpha particle fusion products in ARIES ACT-I using the 1.5D quasilinear model. 1.5D uses linear analytic expressions for growth and damping rates of TAE modes evaluated using TRANSP pro les to calculates the relaxation of pressure pro les. NOVA- K simulations are conducted to validate the analytic dependancies of the rates, and to normalize their absolute value. The low dimensionality of the model permits calculating loss diagrams in large parameter spaces.

1 mil gold bond wire study.

Description: In microcircuit fabrication, the diameter and length of a bond wire have been shown to both affect the current versus fusing time ratio of a bond wire as well as the gap length of the fused wire. This study investigated the impact of current level on the time-to-open and gap length of 1 mil by 60 mil gold bond wires. During the experiments, constant current was provided for a control set of bond wires for 250ms, 410ms and until the wire fused; non-destructively pull-tested wires for 250ms; and notched wires. The key findings were that as the current increases, the gap length increases and 73% of the bond wires will fuse at 1.8A, and 100% of the wires fuse at 1.9A within 60ms. Due to the limited scope of experiments and limited data analyzed, further investigation is encouraged to confirm these observations.

14-plex Feasibility Report

Description: The Native Village of Unalakleet project was a feasibility study for a retrofit of a “tribally owned” three story, 14 apartment complex located in Unalakleet, Alaska. The program objective and overall goal was to create a plan for retrofitting to include current appraised value and comparable costs of new construction to determine genuine feasibility as low-income multi-family housing for tribal members.

17 GHz High Gradient Accelerator Research

Description: This is a report on the MIT High Gradient Accelerator Research program which has included: Operation of the 17 GHz, 25 MeV MIT/Haimson Research Corp. electron accelerator at MIT, the highest frequency, stand-alone accelerator in the world; collaboration with members of the US High Gradient Collaboration, including the design and test of novel structures at SLAC at 11.4 GHz; the design, construction and testing of photonic bandgap structures, including metallic and dielectric structures; the investigation of the wakefields in novel structures; and the training of the next generation of graduate students and postdoctoral associates in accelerator physics.

241-AW Tank Farm Construction Extent of Condition Review for Tank Integrity

Description: This report provides the results of an extent of condition construction history review for the 241-AW tank farm. The construction history of the 241-AW tank farm has been reviewed to identify issues similar to those experienced during tank AY-102 construction. Those issues and others impacting integrity are discussed based on information found in available construction records, using tank AY-102 as the comparison benchmark. In the 241-AW tank farm, the fourth double-shell tank farm constructed, similar issues as those with tank 241-AY-102 construction occured. The overall extent of similary and affect on 241-AW tank farm integrity is described herein.

241-AZ Farm Annulus Extent of Condition Baseline Inspection

Description: This report provides the results of the comprehensive annulus visual inspection for tanks 241- AZ-101 and 241-AZ-102 performed in fiscal year 2013. The inspection established a baseline covering about 95 percent of the annulus floor for comparison with future inspections. Any changes in the condition are also included in this document.

L-325 Sagebrush Habitat Mitigation Project: Final Compensation Area Monitoring Report

Description: This document provides a review and status of activities conducted in support of the Fluor Daniel Hanford Company (Fluor), now Mission Support Alliance (MSA), Mitigation Action Plan (MAP) for Project L-325, Electrical Utility Upgrades (2007). Three plantings have been installed on a 4.5-hectare mitigation area to date. This review provides a description and chronology of events, monitoring results, and mitigative actions through fiscal year (FY) 2012. Also provided is a review of the monitoring methods, transect layout, and FY 2012 monitoring activities and results for all planting years. Planting densities and performance criteria stipulated in the MAP were aimed at a desired future condition (DFC) of 10 percent mature sagebrush (Artemisia tridentata ssp wyomingensis) cover. Current recommendations for yielding this DFC are based upon a conceptual model planting of 1000 plants/ha (400/ac) exhibiting a 60-percent survival rate after 5 monitoring years (DOE 2003). Accordingly, a DFC after 5 monitoring years would not be less than 600 plants/ha (240/ac). To date, about 8700 sagebrush plants have been grown and transplanted onto the mitigation site. Harsh site conditions and low seedling survival have resulted in an estimated 489 transplants/ha on the mitigation site, which is 111 plants/ha short of the target DFC. Despite this apparent shortcoming, 71, 91, and 24 percent of the surviving seedlings planted in FY 2007 and FY 2008 and FY 2010, respectively, showed signs of blooming in FY 2012. Blooming status may be a positive indication of future sagebrush recruitment, and is therefore a potential source for reaching the target DFC of 600 plants/ha on this mitigation site over time. Because of the difficulty establishing small transplants on this site, we propose that no additional plantings be considered for this mitigation area and to rely upon the potential recruitment by established seedlings to achieve the mitigation commitment set …

401(K) Plans: Labor and IRS Could Improve the Rollover Process for Participants

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The current rollover process favors distributions to individual retirement accounts (IRA). Waiting periods to roll into a new employer plan, complex verification procedures to ensure savings are tax-qualified, wide divergences in plans' paperwork, and inefficient practices for processing rollovers make IRA rollovers an easier and faster choice, especially given that IRA providers often offer assistance to plan participants when they roll their savings into an IRA. The Department of Labor (Labor) and the Internal Revenue Service (IRS) provide oversight and guidance for this process generally and can take steps to make plan-to-plan rollovers more efficient, such as reducing the waiting period to roll over into a 401(k) plan and improving the asset verification process. Such actions could help make staying in the 401(k) plan environment a more viable option, allowing participants to make distribution decisions based on their financial circumstances rather than on convenience."

401(k) Plans: Other Countries' Experiences Offer Lessons in Policies and Oversight of Spend-down Options

Description: A letter report issued by the Government Accountability Office with an abstract that begins "The six countries GAO reviewed can offer U.S. regulators lessons on how to expand access to a mix of spend-down options for 401(k) participants that meet various retirement needs. Five of the six countries generally ensure that participants can choose among three main plan options: a lump sum payment, a programmed withdrawal of participants' savings, or an annuity. In the last several decades, all the countries took steps to increase participant access to multiple spend-down options, with some first conducting reviews of participants' retirement needs that resulted in policy changes, as shown below. In the United States, 401(k) plans typically offer only lump sums, leaving some participants at risk of outliving their savings. The U.S. Departments of Labor (DOL) and the Treasury (Treasury) have begun to explore the possibility of expanding options for participants, but have not yet helped plan sponsors address key challenges to offering a mix of options through their plan."

911 Services: Most States Used 911 Funds for Intended Purposes, but FCC Could Improve Its Reporting on States' Use of Funds

Description: A letter report issued by the Government Accountability Office with an abstract that begins "Although states faced challenges and delays in the past, states have made significant progress implementing wireless Enhanced 911 (E911) since 2003. Wireless E911 deployment usually proceeds through two phases: Phase I provides general caller location information by identifying the cell tower or cell site that is receiving the wireless call; Phase II provides more precise caller-location information, usually within 50 to 300 meters. Currently, according to the National Emergency Number Association (NENA), nearly 98 percent of 911 call centers, known as Public Safety Answering Points (PSAPs), are capable of receiving Phase I location information, and 97 percent have implemented Phase II for at least one wireless carrier. This represents a significant improvement since 2003 when implementation of Phase I was 65 percent and Phase II was 18 percent. According to NENA's current data, 142 U.S. counties (representing roughly 3 percent of the U.S. population) do not have some level of wireless E911 service. The areas that lack wireless E911 are primarily rural and tribal areas that face special implementation challenges, according to federal and association officials."

2011 Cost of Wind Energy Review

Description: This report describes the levelized cost of energy (LCOE) for a typical land-based wind turbine installed in the United States in 2011, as well as the modeled LCOE for a fixed-bottom offshore wind turbine installed in the United States in 2011. Each of the four major components of the LCOE equation are explained in detail, such as installed capital cost, annual energy production, annual operating expenses, and financing, and including sensitivity ranges that show how each component can affect LCOE. These LCOE calculations are used for planning and other purposes by the U.S. Department of Energy's Wind Program.
