China in the International Politics of Climate Change: A Foreign Policy Analysis

Description: This report looks into the developments in China’s political response to the threat of climate change from the late 1980s when the problem emerged on the international political agenda, until 2004. Three theoretically based explanatory models are employed to identify the factors that have influenced Chinese foreign policy-making on climate change in the past, and furthermore how these factors are likely to influence China’s future climate change policy. The three models emphasize respectively: national interests in terms of costs and benefits; domestic political bargaining; and learning through diffusion of knowledge and norms.

High Resolution Spectroscopy in the Divertor and Edge Regions of Alcator-C Mode and Measurement of Radiative Transfer in Vacuum-UV Line Emission from Magnetic Fusion Devices

Description: Spectroscopic diagnostics were carried out both at MIT and at the University of Maryland. At MIT, measurements were made of toroidal flow velocities in the mid-plane of the inner and outer scrape-off layers (SOL) of Alcator C-Mod plasmas, using a high-resolution spectrograph. Subsequently, the MIT/Alcator procedures based upon visible spectroscopy were transferred to the new Maryland centrifugal experiment (MCX). In a further effort towards data refinement, we expanded the hydrogen measurements from the n approaches to 2 Balmer series in the visible to the n approaches to 1 Lyman series in the vacuum-ultraviolet (vuv) spectral region. Recent results were presented at APS Division of Plasma Physics meetings and published in Physics of Plasmas in 2004 and 2005. Nanobiogeochemistry of Microbe/Mineral Interactions: A Force Microscopy and Bioinformatics Approach

Description: In the original proposal (section 5, General Approach and Hypotheses, and Section 6, Research Plan), the planned research program for this three-year project was divided into three major tasks. These included research involving (1) biological force microscopy to study intermolecular forces between whole bacterial cells and minerals, (2) chemical force microscopy to study interactions between discrete biomolecules and mineral surfaces, and (3) molecular modeling of interactions between functional groups on biological and mineralogical surfaces. Dr. Lower was in charge of task 1, biological force microscopy. Dr. Lower has been involved in tasks 2 and 3 but, as these are under the supervision of Dr. Hochella, these tasks will not be discussed herein.

Radionuclide Migration at the Rio Blanco Site, A Nuclear-stimulated Low-permeability Natural Gas Reservoir

Description: The U.S. Department of Energy and its predecessor agencies conducted a program in the 1960s and 1970s that evaluated technology for the nuclear stimulation of low-permeability gas reservoirs. The third and final project in the program, Project Rio Blanco, was conducted in Rio Blanco County, in northwestern Colorado. In this experiment, three 33-kiloton nuclear explosives were simultaneously detonated in a single emplacement well in the Mesaverde Group and Fort Union Formation, at depths of 1,780, 1,899, and 2,039 m below land surface on May 17, 1973. The objective of this work is to estimate lateral distances that tritium released from the detonations may have traveled in the subsurface and evaluate the possible effect of postulated natural-gas development on radionuclide migration. Other radionuclides were considered in the analysis, but the majority occur in relatively immobile forms (such as nuclear melt glass). Of the radionuclides present in the gas phase, tritium dominates in terms of quantity of radioactivity in the long term and contribution to possible whole body exposure. One simulation is performed for {sup 85}Kr, the second most abundant gaseous radionuclide produced after tritium.

Final Report

Description: In December of 2004, upon hearing of the DOE decision to terminate this grant, a no-cost extension was requested to allow us to expend residual funds from the 2004 calendar year. These funds have been used to support MR-CAT staff as we transition to other funding. As of this writing, the funds have been expended. Over the past four years of DOE operations funding, MR-CAT has become one of the most productive sectors at the Advanced Photon Source. This report will list the overall accomplishments of the collaboration during the time of DOE funding.

Foaming and Antifoaming and Gas Entrainment in Radioactive Waste Preteatment and Immobilization Processes

Description: The objectives of this research effort are to develop a fundamental understanding of the physico-chemical mechanisms that produce foaming and air entrainment in the DOE High Level (HLW) and Low Activity (LAW) radioactive waste separation and immobilization processes, and to develop and test advanced antifoam/defoaming/rheology modifier agents. Antifoams/rheology modifiers developed from this research will be tested using non-radioactive simulants of the radioactive wastes obtained from Hanford and the Savannah River Site (SRS).

Assessing the Economic Viability of Bio-based Products for Missouri Value-added Crop Production

Description: While research and development on biobased products has continued strong over the years, parallel attention on the economics and management of such product innovation has been lacking. With the financial support of the Department of Energy, the Economics and Management of Agrobiotechnology Center at the University of Missouri-Columbia has launched a pilot graduate education program that seeks to fill the gap. Within this context, a multi-disciplinary research and teaching program has been structured with an emphasis on new product and innovation economics and management. More specifically, this pilot graduate education program has the following major objectives: (1) To provide students with a strong background in innovation economics, management, and strategy. (2) To diversify the students academic background with coursework in science and technology. (3) To familiarize the student with biobased policy initiatives through interaction with state and national level organizations and policymakers. (4) To facilitate active collaboration with industry involved in the development and production of biobased products. The pilot education program seeks to develop human capital and research output. Although the research is, initially, focused on issues related to the State of Missouri, the results are expected to have national implications for the economy, producers, consumers and environment.

Diagnostics and Control of Natural Gas-Fired furnaces via Flame Image Analysis using Machine Vision & Artificial Intelligence Techniques

Description: A new approach for the detection of real-time properties of flames is used in this project to develop improved diagnostics and controls for natural gas fired furnaces. The system utilizes video images along with advanced image analysis and artificial intelligence techniques to provide virtual sensors in a stand-alone expert shell environment. One of the sensors is a flame sensor encompassing a flame detector and a flame analyzer to provide combustion status. The flame detector can identify any burner that has not fired in a multi-burner furnace. Another sensor is a 3-D temperature profiler. One important aspect of combustion control is product quality. The 3-D temperature profiler of this on-line system is intended to provide a tool for a better temperature control in a furnace to improve product quality. In summary, this on-line diagnostic and control system offers great potential for improving furnace thermal efficiency, lowering NOx and carbon monoxide emissions, and improving product quality. The system is applicable in natural gas-fired furnaces in the glass industry and reheating furnaces used in steel and forging industries.

Reduction of Annealing Times for Energy Conservation in Aluminum

Description: Carnegie Mellon University was teamed with the Alcoa Technical Center with support from the US Dept. of Energy (Office of Industrial Technology) and the Pennsylvania Technology Investment Authority (PTIA) to make processing of aluminum less costly and more energy efficient. Researchers in the Department of Materials Science and Engineering have investigated how annealing processes in the early stages of aluminum processing affect the structure and properties of the material. Annealing at high temperatures consumes significant amounts of time and energy. By making detailed measurements of the crystallography and morphology of internal structural changes they have generated new information that will provide a scientific basis for shortening processing times and consuming less energy during annealing.

New Paradigms for Developing Peta-scalable Codes Workshop - May 3-4, 2004

Description: On May 3 & 4, 2004, sixty-two of North America's finest computational scientists gathered in Pittsburgh, Pennsylvania to discuss the future of high-performance computing. Sponsored by the National Science Foundation, the Department of Energy, the Department of Defense and the Hewlett-Packard Corporation, New Methods for Developing Peta-scalable Codes introduced the tools and techniques that will be required to efficiently exploit the next generation of supercomputers. This workshop provided an opportunity for computational scientists to consider parallel programming methods other than the currently prevalent one in which they explicitly and directly manage all parallelism via MPI. Specifically, the question is how best to program the upcoming generation of computer systems that will use massive parallelism and complex memory hierarchies to reach from the terascale into the petascale regime over the next five years. The presentations, by leading computer scientists, focused on languages, runtimes and libraries, tool collections and I/O methods.

Clean Air Act Issues in the 109th Congress

Description: The courts and the executive branch face major decisions on clean air issues in 2006, with Congress more likely playing an oversight role. One focus is EPA's Jan. 17 2006 proposal to strengthen air quality standards for fine particles, which are estimated to cause tens of thousands of premature deaths annually. Whether the proposal is supported by the available science and what impact its implementation would have likely issues of concern. Other issues of continuing interest are EPA's 2005 decisions limiting interstate transport of air pollution and establishing cap-and-trade systems for emissions from coal-fired power plants, and the agency's proposed changes to New Source Review.

Clean Air Act Issues in the 109th Congress

Description: In the Summer of 2005, Congress focused on several Clean Air Act Issues before the August recess. Although the Congressional agenda stated that attention would be given to the needed amendments of the Clear Skies/Multi-Pollutant Legislation, this progress was stalled, and the committee failed to approve the bill due to a tied vote. This otherwise stagnated debate was given some attention due to the discussions over mercury regulations as they apply to power plants. The outcome of the decision concerning these regulations has stirred controversy in at least fifteen states. Perhaps the most debated issue that Congress covered concerned MTBE and Ethanol, which have been used to meet the Clean Air Act requirements that reformulated gasoline (RFG), sold in the nation’s worst ozone nonattainment areas, contain at least 2% oxygen, to improve combustion. Air quality standard deadlines and provisions, specifically in the most severe ozone nonattainment areas, were discussed by Congress. Discussions over the Clean Air Act also sparked discussions over environmental regulations concerning related issues, including the Conformity of Transportation Plans and SIPs, and Hurricane Katrina.

Description: In February 2002, the Administration proposed its welfare reauthorization plan. The debate was dominated by controversy over the amount of child care funding and the Administration's proposed changes to Temporary Assistance for Needy Families (TANF) work participation standards. The final agreement reflects the same child care funding increase that was provided in House-passed welfare reauthorization measures in 2002 and 2003 ($1 billion in additional mandatory child care funding over five years). The 2005 Senate Finance Committee welfare reauthorization bill would have provided $6 billion in additional child care funding over five years. Though the final agreement would require states to increase the share of their families participating in TANF work activities, it does not include the Administration's proposal to set a 40-hour workweek standard or revise the activities that count toward the standard. The reauthorization debate also reflected a renewed focus on noncustodial parents and on family formation issues. The budget agreement includes responsible fatherhood initiatives and a scaled back version of the President's initiative to promote healthy marriages.

Recreation on Federal Lands

Description: The growing and diverse nature of recreation on federal lands has increased the challenge of balancing recreation with other land uses, and balancing different types of recreation. Motorized recreation has been particularly controversial, with issues centering on access and environmental impacts. The 109th Congress may consider legislation and conduct oversight on issues involving recreation on federal lands, including traditional recreational pursuits and newer forms of motorized recreation. Other federal land recreation issues of possible interest include recreational uses within the National Wildlife Refuge System, recreation at federal water, recreation fees, and Grand Canyon Colorado River management.

Advanced Process Heater

Description: The Roadmap for Process Heating Technology (March 16, 2001), identified the following priority R&D needs: Improved performance of high temperature materials; Improved methods for stabilizing low emission flames; Heating technologies that simultaneously reduce emissions, increase efficiency, and increase heat transfer. This Category I award entitled ''Proof of Concept of an Advanced Process Heater (APH) for Steel, Aluminum, and Petroleum Industries of the Future'' met the technical feasibility goals of: (1) Doubling the heat transfer rates (2) Improving thermal efficiencies by 20%, (3) Improving temperature uniformity by 100 degrees F and (4) simultaneously reducing NOx and CO2 emissions. The APH address EERE's mission priority of increasing efficiency/reducing fuel usage in energy intensive industries. One component of the APH, the SpyroCorTM, was commercialized by STORM Development's partner, Spinworks LLC. Over 2000 SpyrCorsTM were sold in 2004 resulting in 480 million BTU's of energy savings, 20% reduction in NOx and CO2 levels, and 9 jobs in N.W. Pennsylvania. A second component, the HeatCorTM, a low-cost high-temperature heat exchanger will be demonstrated by Spinworks in 2005 in preparation for commercial sales in 2006. The project occurred in the 21st Congressional District of Pennsylvania. Once fully commercialized, the APH energy savings potential is 339 trillion BTUs annually in the U.S. and will process 1.5 million more tons annually without major capital equipment expenditures. Spinworks will commercialize the APH and add over 100 U.S. workers. To accomplish the objective, STORM Development LLC teamed with Penn State University, SyCore, Inc, Spinworks LLC, and Schunk-INEX, Inc. The project consisted of component engineering and integration of the APH followed by parametric testing. All components of the system were tested in a lab furnace that simulates a full scale industrial installation. Continuing Science and Technology at the Proposed Yucca Mountain Repository

Description: Yucca Mountain, Nevada, was designated in 2002 to be the site for the nation's first permanent geological repository for spent nuclear fuel and high-level radioactive waste. The process of selecting a site for the repository began nearly 25 years ago with passage of the Nuclear Waste Policy Act in 1982. The Department of Energy (DOE) is responsible for submitting a license application to the Nuclear Regulatory Commission for constructing and operating the repository, and DOE's Office of Civilian Radioactive Waste Management (OCRWM) is charged with carrying out this action. The use of multiple natural and engineered barriers in the current repository design are considered by OCRWM to be sufficiently robust to warrant license approval; however, potential design enhancements and increased understanding of both natural and engineered barriers, especially over the long time frames during which the waste is to remain isolated from human contact continue to be examined. The Office of Science and Technology and International (OST&I) was created within OCRWM to help explore novel technologies that might lower overall costs and to develop a greater understanding of processes relevant to the long-term performance of the repository. A brief overview of Yucca Mountain, and the role that OST&I has in identifying technological or scientific advances that could make repository operations more efficient or performance more robust, will be presented. It is important to note, however, that adopting any of OST&I's technological or scientific developments will be at the discretion of OCRWM's Office of Repository Development (ORD).

Monte carlo Techniques for the Comprehensive Modeling of Isotopic Inventories in Future Nuclear Systems and Fuel Cycles

Description: The development of Monte Carlo techniques for isotopic inventory analysis has been explored in order to facilitate the modeling of systems with flowing streams of material through varying neutron irradiation environments. This represents a novel application of Monte Carlo methods to a field that has traditionally relied on deterministic solutions to systems of first-order differential equations. The Monte Carlo techniques were based largely on the known modeling techniques of Monte Carlo radiation transport, but with important differences, particularly in the area of variance reduction and efficiency measurement. The software that was developed to implement and test these methods now provides a basis for validating approximate modeling techniques that are available to deterministic methodologies. The Monte Carlo methods have been shown to be effective in reproducing the solutions of simple problems that are possible using both stochastic and deterministic methods. The Monte Carlo methods are also effective for tracking flows of materials through complex systems including the ability to model removal of individual elements or isotopes in the system. Computational performance is best for flows that have characteristic times that are large fractions of the system lifetime. As the characteristic times become short, leading to thousands or millions of passes through the system, the computational performance drops significantly. Further research is underway to determine modeling techniques to improve performance within this range of problems. This report describes the technical development of Monte Carlo techniques for isotopic inventory analysis. The primary motivation for this solution methodology is the ability to model systems of flowing material being exposed to varying and stochastically varying radiation environments. Dissolution of FB-Line Residues Containing Beryllium Metal

Description: Scrap materials containing plutonium (Pu) metal are currently being transferred from the FB Line vault to HB Line for dissolution and subsequent disposition through the H-Canyon facility. Some of the items scheduled for dissolution contain both Pu and beryllium (Be) metal as a composite material. The Pu and Be metals were physically separated to minimize the amount of Be associated with the Pu; however, the dissolution flowsheet was required to dissolve small amounts of Be combined with the Pu metal using a dissolving solution containing nitric acid (HNO3) and potassium fluoride (KF). Since the dissolution of Pu metal in HNO3/fluoride (F-) solutions is well understood, the primary focus of the experimental program was the dissolution of Be metal. Initially, small-scale experiments were used to measure the dissolution rate of Be metal foils using conditions effective for the dissolution of Pu metal. The experiments demonstrated that the dissolution rate was nearly independent of the HNO3 concentration over the limited range of investigation and only a moderate to weak function of the F- concentration. The effect of temperature was more pronounced, significantly increasing the dissolution rate between 40 and 105 degrees C. The offgas from three Be metal foil dissolutions was collected and characterized. The production of hydrogen (H2) was found to be sensitive to the HNO3 concentration, decreasing by a factor of approximately two when the HNO3 was increased from 4 to 8 M. This result is consistent with the dissolution mechanism shifting away from a typical metal/acid reaction toward increased production of nitrogen oxides by nitrate (NO3-) oxidation.
