"Don't Ask, Don't Tell": A Legal Analysis

Description: In 1993, after many months of study, debate, and political controversy, Congress passed and President Clinton signed legislation establishing a revised "[p]olicy concerning homosexuality in the armed forces." The new legislation reflected a compromise regarding the U.S. military's policy toward members of the armed forces who engage in homosexual conduct. This compromise, colloquially referred to as "Don't Ask, Don't Tell (DADT)," holds that "[t]he presence in the armed forces of persons who demonstrate a propensity or intent to engage in homosexual acts would create an unacceptable risk to the high standards of morale, good order and discipline, and unit cohesion which are the essence of military capability." Service members are not to be asked about, nor allowed to discuss, their sexual orientation. This compromise notwithstanding, the issue has remained both politically and legally contentious. This report provides a legal analysis of the various constitutional challenges that have been brought against DADT.

Description: Eight eddy correlation (ECOR) flux measurement systems are now deployed throughout the ARM SGP CART site. These systems are used to determine the flux (flow) of sensible heat, the flux of latent heat, and air momentum just above cropland a few hundred feet upwind of the ECOR locations. Sensible heat is energy we feel as warmth. Latent heat is the energy that evaporated water vapor measured in the atmosphere. The ECOR systems actually measure wind velocity and temperature fluctuations, water vapor, and barometric pressure. The surface flux values for sensible heat, latent heat, and momentum are calculated from these measurements.

Electroweak Precision Measurements and Collider Probes of the Standard Model with Large Extra Dimensions

Description: The elementary particles of the Standard Model may live in more than 3+1 dimensions. We study the consequences of large compactified dimensions on scattering and decay observables at high-energy colliders. Our analysis includes global fits to electroweak precision data, indirect tests at high-energy electron-positron colliders (LEP2 and NLC), and direct probes of the Kaluza-Klein resonances at hadron colliders (Tevatron and LHC). The present limits depend sensitively on the Higgs sector, both the mass of the Higgs boson and how many dimensions it feels. If the Higgs boson is trapped on a 3+1 dimensional wall with the fermions, large Higgs masses (up to 500 GeV) and relatively light Kaluza-Klein mass scales (less than 4 TeV) can provide a good fit to precision data. That is, a light Higgs boson is not necessary to fit the electroweak precision data, as it is in the Standard Model. If the Higgs boson propagates in higher dimensions, precision data prefer a light Higgs boson (less than 260 GeV), and a higher compactification scale (greater than 3.8 TeV). Future colliders can probe much larger scales. For example, a 1.5 TeV electron-positron linear collider can indirectly discover Kaluza-Klein excitations up to 31 TeV if 500 fb{sup {minus}1} integrated luminosity is obtained.

Science and Paranormal Phenomena

Description: In order to ground my approach to the study of paranormal phenomena, I first explain my operational approach to physics, and to the ''historical'' sciences of cosmic, biological, human, social and political evolution. I then indicate why I believe that ''paranormal phenomena'' might-but need not- fit into this framework. I endorse the need for a new theoretical framework for the investigation of this field presented by Etter and Shoup at this meeting. I close with a short discussion of Ted Bastin's contention that paranormal phenomena should be defined as contradicting physics.

Restored Drill Cuttings for Wetlands Creation: Results of Mesocosm Approach to Emulate Field Conditions Under Varying Salinity and Hydrologic Conditions

Description: Both interstitial water and plant tissue associated with the DC-A substrate exhibited low metal concentrations. Also in agreement with the previous study, plant performance in the DC-A substrate was found to be comparable to plant performance in the dredge spoil and topsoil substrates. This was extremely important because it indicated that the drill cuttings themselves served as an excellent substrate for wetland plant growth, but that the processing and stabilization techniques and drilling fluid formulations required further refinement.

Development of a Fundamental Understanding of Chemical Bonding and Electronic Structure in Spinel Compounds

Description: This is the final report of a three-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). Hundreds of ceramic compounds possess the spinel crystal structure and exhibit a remarkable variety of properties, ranging from compounds that are electrical insulators to compounds that are superconducting, or from compounds with ferri- and antiferromagnetic behavior to materials with colossal magnetoresistive characteristics. The unique crystal structure of spinel compounds is in many ways responsible for the widely varying physical properties of spinels. The objective of this project is to investigate the nature of chemical bonding, point defects, and electronic structure in compounds with the spinel crystal structure. Our goal is to understand and predict the stability of the spinel structure as a function of chemical composition, stoichiometry, and cation disorder. The consequences of cation disorder in spinel materials can be profound . The ferromagnetic characteristics of magnesioferrite, for instance, are entirely attributable to disorder on the cation sublattices. Our studies provide insight into the mechanisms of point defect formation and cation disorder and their effects on the electronic band structure and crystal structure of spinel-structure materials. Our ultimate objective is to develop a more substantive knowledge of the spinel crystal structure and to promote new and novel uses for spinel compounds. The technical approach to achieve our goals is to combine first-principles calculations with experimental measurements. The structural and electronic properties of spinel samples were experimentally determined primarily with X-ray and neutron scattering, optical and X-ray absorption, and electron energy-loss spectroscopy. Total energy electronic structure calculations were performed to determine structural stability, band structure, density of states, and electron distribution. We also used shell-model total -energy calculations to assess point-defect formation and migration energies in magnesio-aluminate spinel.
