Description: A radioisotope production target and a method for fabricating a radioisotope production target is provided, wherein the target comprises an inner cylinder, a foil of fissionable material (low enriched U) circumferentially contacting the outer surface of the inner cylinder, and an outer hollow cylinder adapted to receive the substantially foil-covered inner cylinder and compress tightly against the foil to provide good mechanical contact therewith. The method for fabricating a primary target for the production of fission products comprises preparing a first substrate to receive a foil of fissionable material so as to allow for later removal of the foil from the first substrate, preparing a second substrate to receive the foil so as to allow for later removal of the foil from the second substrate; attaching the first substrate to the second substrate such that the foil is sandwiched between the first substrate and second substrate to prevent foil exposure to ambient atmosphere, and compressing the exposed surfaces of the first and second substrate to assure snug mechanical contact between the foil, the first substrate and the second substrate.

Fiber optic probe for light scattering measurements

Description: This invention is comprised of a fiber optic probe and a method for using the probe for light scattering analyses of a sample. The probe includes a probe body with an inlet for admitting a sample into an interior sample chamber, a first optical fiber for transmitting light from a source into the chamber, and a second optical fiber for transmitting light to a detector such as a spectrophotometer. The interior surface of the probe carries a coating that substantially prevents non-scattered light from reaching the second fiber. The probe is placed in a region where the presence and concentration of an analyte of interest are to be detected, and a sample is admitted into the chamber. Exciting light is transmitted into the sample chamber by the first fiber, where the light interacts with the sample to produce Raman-scattered light. At least some of the Raman- scattered light is received by the second fiber and transmitted to the detector for analysis. Two Raman spectra are measured, at different pressures. The first spectrum is subtracted from the second to remove background effects, and the resulting sample Raman spectrum is compared to a set of stored library spectra to determine the presence and concentration of the analyte.

Indirect-fired gas turbine bottomed with fuel cell

Description: An indirect-heated gas turbine cycle is bottomed with a fuel cell cycle with the heated air discharged from the gas turbine being directly utilized at the cathode of the fuel cell for the electricity-producing electrochemical reaction occurring within the fuel cell. The hot cathode recycle gases provide a substantial portion of the heat required for the indirect heating of the compressed air used in the gas turbine cycle. A separate combustor provides the balance of the heat needed for the indirect heating of the compressed air used in the gas turbine cycle. Hot gases from the fuel cell are used in the combustor to reduce both the fuel requirements of the combustor and the NOx emissions therefrom. Residual heat remaining in the air-heating gases after completing the heating thereof is used in a steam turbine cycle or in an absorption refrigeration cycle. Some of the hot gases from the cathode can be diverted from the air-heating function and used in the absorption refrigeration cycle or in the steam cycle for steam generating purposes.

Piping inspection instrument carriage

Description: This invention is comprised of a pipe inspection instrument carriage for use with a pipe crawler or other locomotion means for performing internal inspections of piping surfaces. The carriage has a front leg assembly, a rear leg assembly and a central support connecting the two assemblies and for mounting an instrument arm having inspection instruments. The instrument arm has means mounted distally thereon for axially aligning the inspection instrumentation and means for extending the inspection instruments radially outward to operably position the inspection instruments on the piping interior. Also, the carriage has means for rotating the central support and the front leg assembly with respect to the rear leg assembly so that the inspection instruments azimuthally scan the piping interior. The instrument carriage allows performance of all piping inspection operations with a minimum of moving parts, thus decreasing the likelihood of performance failure.

Apparatus and method for laser deposition of durable coatings

Description: Disclosed are method and apparatus for depositing durable coatings onto the surface of a substrate without heating the entire substrate to high temperatures by using lasers to heat the substrate and dissociate a deposition gas. The apparatus comprises a deposition chamber for enclosing the substrate upon which a coating is to be deposited, gas delivery means for directing a flow of deposition gas on the substrate, a first laser for heating the substrate, and a second laser for irradiating the deposition gas to dissociate the gas. The method includes placing a substrate within a vacuum deposition chamber and directing a flow of deposition gas on the substrate. Then the substrate is heated with a first laser while the deposition gas is irradiated with a second laser to dissociate the deposition gas.

Corrosion-resistant iridium-platinum anode material for high polarization application in corrosive acids

Description: The present invention relates to highly corrosion resistant components for use in an electrochemical cell. Specifically, these components are resistant to corrosion under very extreme conditions such as exposure to aqua regia in the presence of a constant current density of 100mA/m{sup 2}. The components are comprised of an iridium-platinum alloy that comprises less than 30% iridium. In a preferred embodiment of the present invention, the iridium-platinum alloy comprises 15-20% iridium. In another preferred embodiment of the present invention, the iridium-platinum alloy is deposited on the surface of an electrochemical cell component by magnetron sputtering. The present invention also relates to a method for conducting an electrochemical reaction in the presence of highly corrosive acids under a high degree of polarization wherein the electrochemical cell comprises a component, preferably the anode, containing an iridium-platinum alloy that comprises less than 30% iridium.

Pipe crawler with stabilizing midsection

Description: This invention is comprised of a pipe crawler having a midsection that provides the stability and flexibility to allow the pipe crawler to negotiate curved and uneven segments of piping while traveling through piping systems. The pipe crawler comprises a front leg assembly, a rear leg assembly, a midsection with a gimbal at each end for connecting the midsection to the front and rear leg assemblies in a flexible manner, and an air cylinder for changing the distance between the front and rear leg assemblies. The pipe crawler moves in ``inch worm`` fashion with the front and rear leg assemblies alternating between an extended and a retracted position as the air cylinder moves the retracted leg assembly forward. The midsection has a plurality of legs extending radially for holding the midsection within a maximum displacement from the piping axis so that the gimbals are not pivoted to extreme angles where they might lock up or seize. When the midsection is displaced sufficiently, its legs with wheels on each end engage the interior surface of the piping and prevent further displacement. Using two gimbals divides the angle between the planes defined by the front and rear leg assemblies which also helps to prevent excessive gimbal pivoting.

Volatile organic compound sensing devices

Description: Apparatus employing vapochromic materials in the form of inorganic double complex salts which change color reversibly when exposed to volatile organic compound (VOC) vapors is adapted for VOC vapor detection, VOC aqueous matrix detection, and selective VOC vapor detection. The basic VOC vapochromic sensor is incorporated in various devices such as a ground probe sensor, a wristband sensor, a periodic sampling monitor, a soil/water penetrometer, an evaporative purge sensor, and various vacuum-based sensors which are particularly adapted for reversible/reusable detection, remote detection, continuous monitoring, or rapid screening of environmental remediation and waste management sites. The vapochromic sensor is used in combination with various fiber optic arrangements to provide a calibrated qualitative and/or quantitative indication of the presence of VOCs.

Interline transfer CCD camera

Description: An interline CCD sensing device for use in a camera system, includes an imaging area sensitive to impinging light, for generating charges corresponding to the intensity of the impinging light. Sixteen independent registers R1 - R16 sequentially receive the interline data from the imaging area, corresponding to the generated charges. Sixteen output amplifiers S1 - S16 and sixteen ports P1 - P16 for sequentially transferring the interline data, one pixel at a time, in order to supply a desired image transfer speed. The imaging area is segmented into sixteen independent imaging segments A1 - A16, each of which corresponds to one register, on output amplifier, and one output port. Each one of the imaging segments A1 - A16 includes an array of rows and columns of pixels. Each pixel includes a photogate area, an interline CCD channel area, and an anti-blooming area. The anti-blooming area is, in turn, divided into an anti-blooming barrier and an anti-blooming drain.

Method for simultaneous use of a single additive for coal flotation, dewatering and reconstitution

Description: A single dose of additive contributes to three consecutive fine coal unit operations, i.e., flotation, dewatering and reconstitution, whereby the fine coal is first combined with water in a predetermined proportion so as to formulate a slurry. The slurry is then mixed with a heavy hydrocarbon-based emulsion in a second predetermined proportion and at a first predetermined mixing speed and for a predetermined period of time. The conditioned slurry is then cleaned by a froth flotation method to form a clean coal froth and then the froth is dewatered by vacuum filtration or a centrifugation process to form reconstituted products that are dried to dust-less clumps prior to combustion.

Method for verification of constituents of a process stream

Description: This invention is comprised of a method for validating a process stream for the presence or absence of a substance of interest such as a chemical warfare agent; that is, for verifying that a chemical warfare agent is present in an input line for feeding the agent into a reaction vessel for destruction, or, in a facility for producing commercial chemical products, that a constituent of the chemical warfare agent has not been substituted for the proper chemical compound. The method includes the steps of transmitting light through a sensor positioned in the feed line just before the chemical constituent in the input line enters the reaction vessel, measuring an optical spectrum of the chemical constituent from the light beam transmitted through it, and comparing the measured spectrum to a reference spectrum of the chemical agent and preferable also reference spectra of surrogates. A signal is given if the chemical agent is not entering a reaction vessel for destruction, or if a constituent of a chemical agent is added to a feed line in substitution of the proper chemical compound.

Nondestructive method and apparatus for imaging grains in curved surfaces of polycrystalline articles

Description: A nondestructive method, and associated apparatus, are provided for determining the grain flow of the grains in a convex curved, textured polycrystalline surface. The convex, curved surface of a polycrystalline article is aligned in a horizontal x-ray diffractometer and a monochromatic, converging x-ray beam is directed onto the curved surface of the polycrystalline article so that the converging x-ray beam is diffracted by crystallographic planes of the grains in the polycrystalline article. The diffracted x-ray beam is caused to pass through a set of horizontal, parallel slits to limit the height of the beam and thereafter. The linear intensity of the diffracted x-ray is measured, suing a linear position sensitive proportional counter, as a function of position in a direction orthogonal to the counter so as to generate two dimensional data. An image of the grains in the curved surface of the polycrystalline article is provided based on the two-dimensional data.

Method and apparatus for dissipating remanent fields and preserving diamagnetism of ceramic superconductors

Description: A method for dissipating a remanent field, created when a magnetic field is brought into contact with a superconductor, while preserving the diamagnetism of a superconductor comprises the steps of (1) providing a ceramic superconductor; (2) continuously or intermittently generating an AC current to the ceramic superconductor; and (3) gradually decreasing the AC current until the undesired remanent field is dissipated.

Method of removal of heavy metal from molten salt in IFR fuel pyroprocessing

Description: An electrochemical method of separating heavy metal values from a radioactive molten salt including Li halide at temperatures of about 500{degree}C. The method comprises positioning a solid Li-Cd alloy anode in the molten salt containing the heavy metal values, positioning a Cd-containing cathode or a solid cathode positioned above a catch crucible in the molten salt to recover the heavy metal values, establishing a voltage drop between the anode and the cathode to deposit material at the cathode to reduce the concentration of heavy metals in the salt, and controlling the deposition rate at the cathode by controlling the current between the anode and cathode.

Use of CHELEX-100{reg_sign} for radionuclide purification

Description: A method for selectively removing yttrium-90 from its parent strontium-90 contained in an environmental sample includes loading the sample onto a column containing a chelating ion-exchange resin capable of retaining yttrium-90; washing the column with a solution capable of removing strontium, calcium and other contaminants from the yttrium-90 fraction retained on the column; removing excess acetate salts from the column; eluting yttrium-90 solution from the column and adjusting the pH of this solution to about 2.7; filtering the yttrium-90 solution and weighting this solution for gravimetric yield; and, counting the yttrium-90 containing solution with a radiological counter for a time sufficient to achieve the statistical accuracy desired. It is preferred that the chelating ion-exchange resin is a bidente ligand having the chemical name iminodiacetic acid mounted on a divinyl benzene substrate, converted from sodium form to ammonia form. Its name is Chelex-100{reg_sign}.

Fluid sampling system

Description: This invention comprises a fluid sampling system which allows sampling of radioactive liquid without spillage. A feed tank is connected to a liquid transfer jet powered by a pumping chamber pressurized by compressed air. The liquid is pumped up into a sampling jet of venturi design having a lumen with an inlet, an outlet, a constricted middle portion, and a port located above the constricted middle portion. The liquid is passed under pressure through the constricted portion causing its velocity to increase and its pressure to decrease, thereby preventing liquid from escaping. A septum sealing the port can be pierced by a two pointed hollow needle leading into a sample bottle also sealed by a pierceable septum affixed to one end. The bottle is evacuated by flow through the sample jet, cyclic variation in the sampler jet pressure periodicially leaves the evacuated bottle with lower pressure than that of the port, thus causing solution to pass into the bottle. The remaining solution in the system is returned to the feed tank via a holding tank.

Mercury-free dissolution of aluminum-clad fuel in nitric acid

Description: It is the purpose of this invention to provide a continuous optimum process for the dissolution of aluminum, without the use of a mercury catalyst. Ile invention generally stated is: a process for dissolution of aluminum comprising: preparing a mixture of nitric acid`and fluoboric acid in a makeup vessel or individual reagents in separate vessels; placing an aluminum element in a dissolver vessel having an overflow; transferring a portion of the mixture of nitric acid and fluoboric acid to the dissolver vessel from the makeup vessel; heating the dissolver vessel and mixture to a boiling temperature and holding that temperature until a desired concentration of dissolved aluminum is achieved; adding a constant flow influent of the mixture of nitric acid and fluoboric acid to the dissolver vessel; and collecting an effluent from the dissolver vessel overflow, said effluent containing a mixture of aluminum nitrate, nitric acid, fluoboric acid, water, and dissolved fuel components. The variables in the above process can be temperature, effluent flow rate, and concentration of the acids as will be discussed later. For corrosion control, it may be necessary to initiate reaction at a decreased HNO{sub 3} concentration and to increase it after a sufficient concentration of aluminum nitrate has accrued. The process may be adapted to batch processing, as well. Again, acid concentrations may be initially relatively small and, then, gradually increased as reaction proceeds until the desired excess of HNO{sub 3} above stoichiometric quantity has been added. Other objects, advantages, and capabilities of the present invention will become more apparent as the description proceeds.

Apparatus and method for extracting power from energetic ions produced in nuclear fusion

Description: This invention is comprised of an apparatus and method of extracting power from energetic ions produced by nuclear fusion in a toroidal plasma to enhance respectively the toroidal plasma current and fusion reactivity. By injecting waves of predetermined frequency and phase traveling substantially in a selected poloidal direction within the plasma, the energetic ions become diffused in energy and space such that the energetic ions lose energy and amplify the waves. The amplified waves are further adapted to travel substantially in a selected toroidal direction to increase preferentially the energy of electrons traveling in one toroidal direction which, in turn, enhances or generates a toroidal plasma current. In an further adaptation, the amplified waves can be made to preferentially increase the energy of fuel ions within the plasma to enhance the fusion reactivity of the fuel ions. The described direct, or in situ, conversion of the energetic ion energy provides an efficient and economical means of delivering power to a fusion reactor.

A means for positively seating a piezoceramic element in a piezoelectric valve during inlet gas injection

Description: This invention is comprised of a piezoelectric valve in a gas delivery system which includes a piezoceramic element bonded to a valve seal and disposed over a valve seat, and retained in position by an O-ring and a retainer; and insulating ball normally biased by a preload spring against the piezoceramic element; and inlet gas port positioned such that upon admission of inlet gas into the valve. The piezoceramic element is positively seated. The inelt gas port is located only on the side of the piezoceramic element opposite the seal.

Method for extracting metals from aqueous waste streams for long term storage

Description: A liquid-liquid extraction method for removing metals and hydrous metal colloids from waste streams is provided wherein said waste streams are contacted with a solvent system containing a water-in-oil microemulsion wherein the inverted micelles contain the extracted metal. A silicon alkoxide, either alone or in combination with other metal alkoxide compounds is added to the water-in-oil microemulsion, thereby allowing encapsulation of the extracted metal within a silicon oxide network. Lastly, the now-encapsulated metal is precipitated from the water-in-oil microemulsion phase to yield aggregates of metal-silicate particles having average. individual particle sizes of approximately 40 manometers.

Direct current sputtering of boron from boron/carbon mixtures

Description: A method for coating a substrate with boron by sputtering includes lowering the electrical resistance of a boron-containing rod to allow electrical conduction in the rod; placing the boron-containing rod inside a vacuum chamber containing substrate material to be coated; applying an electrical potential between the boron target material and the vacuum chamber; countering a current avalanche that commences when the conduction heating rate exceeds the cooling rate, and until a steady equilibrium heating current is reached and coating the substrate material with boron by sputtering from the boron-containing rod.

A method for sputtering with low frequency alternating current

Description: Low frequency alternating current sputtering is provided by connecting a low frequency alternating current to a high voltage transformer having outer taps and a center tap for stepping up the voltage of the alternating currentThe center tap of the tmsformer is connected to a vacuum vessel containing argon or helium gas. Target electrodes, in close proximity to each other, and containing material with which the substrates will be coated, are connected to the outer taps of the ftwsformer. With an applied potential, the gas will ionize and sputtering from the target electrodes onto the substrate will then result. The target electrodes can be copper or boron, and the substrate can be stainless steel, aluminum, or titanium. Copper coatings produced are used in place of nickel and/or copper striking.
